NEW YOBS, June 16th.—The steamship
City of Paris has arrived, with Liverpool
dates of the 6th instant.
The Coming European War,
It is fully confirmed that the proposed
conference has been abandoned, owing to
the demandeiof Austria, which were re
garded by England, France and Russia as
tantamount to a - refusal. All negotiations
have been broken off by neutrals, and it
remains for the armed Powers to negotiate
among themselves or to commence war. The
hopes of peace have almost vanished.
The latest London Times says: Daily, al
most hourly, the chances of peace fade
away. It believes that the first events will
occur in the Elbe Duchies, but that the great
move of Austria will be the attempt to pos
sess itself of Silesia.
The Daily News says appearances indi
cate that a declaration of war, or a mani
festo eauivalent to it, will proceed from
Prussia.
The Prussian Government had issued a
circular note to the neutral Powers, charging
Austria with flagrant breach of treaties, by
referring the Holstein question to the Diet.
Prussia has also sent a protest to Austria,
declaring that the measures announced by
Austria in the Diet violate the treaty of Gas
tein, cause asuspension of the Duchies,and
restore the two Powers to the positiOns ac
corded by the Treaty of Vienna.
An Austrian circular declares that Aus
tria will observe the Gastein convention un
til the definite settlement of the question of
the Duchies is effected. Her only object in
referring the matter to the Diet was to effect
such a settlement.
War preparations are reported from all
quarters.
The Prussian army consists of 452 bat
talions of infantry, 320 squadrons of cav
alry, 1,086 field pieces etc.—the largest that
Prussia ever set afoot.
The Italian volunteers number 95,000.
The typhus fever is said to have broken out
in the Italian army at the frontier. Troops
are being forwarded daily, and headquarters
are swarming with troops.
The Emperor of Austria was expected at
Prague, should the war break oat.
Advices from Berlin state that Bismark
would accompany the King as soon as he
proceeds to headquarters.
The Royal Body Guard left Potsdam on
the sth.
The Italian government is said to be en
gaging London steamers to carry troops.
The Austrian commander has convoked
the estates of Holstein for the 11th of Jane,
by order of the Emperor.
The Saxon Chamber of Deputies had
voted the credit required by the Government
' and approved the projected armaments.
The London Times says Silesia would
almost seem to be the prize of the conqueror
in the coming campaign. Here Prussia
must defend herself, for there is no one to
belp her. The only aid must come from
'Russia and the Czar is now quite indisposed
to take up arms in her behalf. If Prussia
seizes Holstein, it is therefore not unlikely
that Austria will at once cross the frontier.
BERLIN, June 6.—Prince Frederick
Charles will leave for the headquarters of
the Prussian army, in Silesia, to-morrow
evening. His staff leaves for the same point
today.
FLORENCE, June 6th.—Great agitation
prevails in Venice, owing to the forced loan
and refusal of the municipality to co
operate in collecting it. •
Large numbers had deserted the city in
consequence of the new conscription.
AIIS
An Imperial decree suspends the laws for
the protection of personal liberty in Venetia
and other southern parts of Europe. Autho
rity to do likewise, and establish military
courts, is given to the General Commanding
the Army of the North.
The Austrian army is now 800,000 strong.
of them 600,000 will comprise the army
of operations-350,000 against Prussia, and
260,000 against Italy. '
The authorities have made arrangements
to carry away the funds and valuables of
the Basilica of St. Marks.
GREAT BRITAIN.
After a long debate on the Reform bill,
Mr. Boyter's amendment in favor of post.
pmement was Withdrawn, and the bill was
ultimately referred to the committee with
out a divisiOn.
An impression was abroad that the mea
sure wouldbe withdrawn, but the Govern
ment gave no indication of such a step.
The London litneB says that the critical
relations on the continent have saved the
British Ministry.
Peto, Betts dr. Co. were to resume business
in a few days.
In the London Money Market there is
some expectation of a reduction of the Bank
rate next week.
FICATEICE.
PARIS, June B.—The Moniteur du Soir
stales that the reservation of-Austria to her
acceptabce of the Conference prevented any
thorough examination of the Austro4talian
difference, and adds that England and Rus
sia considered that under these circum
stances the deliberations of the Conference
'would haye no real utility.
The government of the Emperor could not
but share this opinion, and relinquishes for
the piesent the hope it entertained from the
immediate assembly of the Plenipotentia
lieu, •
Spain has increased her army to 85,000
PARIS, June - 6-3.30 P. M.—The Bourse is

Bombay advices to May 13th state that
serious dtsasters were anticipated from the
state of the cotton market. and a few great
Arms were expected to suffer very severely.
Half a million bales have been shipped
since the let of January and the shippers

of three days amount to 35,000 bales; the
market opened buoyant with an advance of
id., but closed heavy, with the improve
ment more than lost. The sales to specula
tors and exporters amount to 5,000 bales.

The firm of Afra Mastermitnn's has
suspended payment; the liabilities are
heavy and widespread. The Directors do
not doubt that all will be paid in full, and
only an inconsiderable portion of the paid
up capital lost. The event caused con
siderable commercial depression, although
not unexpected.
The crisis on the continent continues and
War was apparently inevitable.
LrvEnpoor.., June 6.—The steamer Bremen
has arrived. The sales of cotton to-day
were 4,000 bales, at a decline of id; middling
uplands are quoted at about 13i. The sales
to opeculators were 1,000 bales.

WAsmaierow, June 16, 1866.—The Ways
and Means Committee are in session to
day on the tariff. They have agreed to
adopt specific instead of ad valorem duties
on many of the leading articles. On the
wool question they have agreed to the
compromise effected between the wool
growers and the manufacturers. The
announcement of the news by to-day's
steamers that the Paris Conferencehad been
abandoned and that war was inevitable was
communicated to English and French Le
gations, and produced considerable com
ment in those circles.
From Cincinnati.
CINCINNATI, June 16th.—The Masonic
Temple at the corner of Third and. Walnut
streets was damaged by fire yesterday to
the extent of $15,000. The loss is covered
by insurance.
Walter B. Watson, the murderer of Cap
tain Menter. was tried at 'Newport. By.,
yesterday and fonnd
Mortimer Gibbony, one of the murderers
of Abraham Burns, was hung at Parkers
burg, W. Va., yesterday.

SA'N FRANCISCO, June 15th.—The Cham
ber of Commerce has published the pro-
ceedings of a special meeting, recommend
ing Congress to pass an act to relieve the
steam line to Japan and China from the ne
cessity of stopping at Honolulu, as five days
would be lost in each passage, or ten days
in the round trip. They also suggest. 4he
passage of a bill to introduce a line of small
steamers between the Sandwich Islands and
San Francisco.
Nearly all the Russian telegraph fleet
have gone north. Reports from officers in
the field are highly encouraging.
Reports from San Joaquin county and
other parts of the State indicate heavy crops,
the late rains having done no damage.

for San Juan del Sur:

in one of those complaints for which it is
recommended, and are convinced that it

the adulterated stimulants prescribed here
tofore in cases of debility. Oar druggists

BOLD ROBBEDY.—Jackson Hurst was be
fore Alderman Boswell this morning upon
the charge of larceny. 113 went into the
beer saloon of J. Blehl, No. 1304 Callowhill
street, and after taking a drink, it "is
alleged, went to the coat of Mr. 8., which
was hanging on the wall, and helped him
self to a daguerreotype and a ladies' guard
chain valued at $25. When arrested the
stolen property was found in his possession.
He was committed in default of $l,OOO bail
for trial.

beyond all precedent, as will be seen by a glance at the
above record of the transactions. Government Loans
were firmer than ever. closing at 110%©11056 for the
Coupon Sixes. 'St; 102% for the Fivelwenties; 100.%®
10234 for the Seven-thirties, and 9656 for the Ten-forties
State and City Loans unchanged. The new Issues of the
latter sold at 97, and the old closed 933 bid.
Railroad shares were neglected; Catawlasa Railroad
Preferred sold at 2534; Philadelphia and Brie Railroad
01%; and Norristown Rallroa4l at 53—no change; 1656
was bid for Camden and Amboy Railroad. 43 for
Northerd Central Railroad; and as% for North Penn•
Sylvania Railroad. In Canal shares the only change
was in Schuylkill Navigation Preferred. which closed
at 34%--an advance of %; 56% was bid fur Lehigh Nevi.

figures. There Is no shipping demand bat the home
consumers are purchasing to a fair extent. Sales of
LOCO barrels in lots at 50 13 barrel for superfine, 'V

including a lot of 2te barrels fancy at the latter rate—

of the journal, Mr. Morrill (Vt.) stated that
he believed this would be the last day ofthe
session that would be devoted to general
discussion, and he hoped that members
would make the most of it, and that they
would be prepared to work every other day
of the session, which he hoped would now
be very short.
Mr. Garfield (Ohio) gave notice that he
would next Monday offer a resolution di
recting the Committee on Mileage to ex
amine and report what discrepancy, if any,
there was between the amount of mileage
received by Members of the last Congress
and the amount claimed by them, and di
recting the Committee to allow no more
mileage in future to a member than is
claimed by him. He explained the reason
vlby be wished the resolution to be
adopted. On looking into Executive docu
ment No. 125, showing the pay and mileage
of members for the last Congress. he found
himself set down as being paid for 2,740
miles of travel, being for 685 miles four
times, whereas be had only claimed, in an
swer to the circular sent him by the Chair
man of the Committee on Mileage, 565 miles
as the distance from his home to Washing
ton; that, multiplied by four would make
the number of miles for which he should
have been paid . 2,260; so that he was
paid for 480 miles more than "he
had claimed. Drawing his mileage in sums
of fifty and a hundred dollars, he had not
noticed the discrepancy, and•it was only
on referring to the document that he be
came aware of the fact. He found now, on
inquiry, that other members from • Ohio,
and perhaps front all parts of the country,
bad been allowed more mileage than they
had claimed.
Bands,
The gentleman from Cleveland (Mr.
Spalding) claimed: for only 510 miles, and
was allowed eB4. and his colleague (Mr.
Schenck) clhimed for only 689 miles, and
was allowed 812. The letters in which they .
stated the number of miles traveled, in ''
reply to the circular of the chairman of the
Committee on Mileage, he found in the
room of the sergeant-at-arms endorsed vrith
the increased number of miles "approved,

In the case of his colleague (Mr. Schenck),
he bad discovered the discrepancy on being
paid the balance due him on the last day of
Congress.and had declined to receive the in
creased amount. It appeared that the Com
mittee on Mileage had in this way got up a
scale of distances utterly unknown to the
members,and now the whole thing was pub
lished to Con gress,and the country and mem
bers were set down as having received a very
considerable amount more than they had
claimed. He therefore gave this notice
that he would on next Monday ask una
nimous consent to offer the resolution
directing the Committee on mileage to in
quire into the master.
Mr. Davis (N. Y.) suggested, jocularly
that the extra mileage allowed may have
been for the distances travelled by mem
bers in passing between the tellers when
voting.

of the Congressional plan of reconstruc
tion.
