THE dirioNSTITIITIONAIi. AMENDMENT.
The. Senate completed its share of the
good work of reconstruction yesterday,
adopting the Constitutional Amendment,
by a three-fourths vote. The Amend
ment, as. amended by the Senate, goes
baekto the House for concurrence,
and
will doubtless be accepted without fur
ther-alteration. Thedissatisfaction that
was at drat felt at the change in the
third section has quite passed_ away,
and the'feeling that has taken its place
istheold sense of confidence in the wis
dom end patriotism of Congress. That the
Amendment, as it now stands, is strong
enough for the requirements of the
country is proved,notonly by the singu
lar harmony of the Union side of the
Senate in reference to it, but by the de
termined opposition of the minority,
with whose hopeless -fortunes Messrs.
Doolittle, Norton and Van Winkle seem
to have irrevocably linked themselves.
These gentlemen; with their new-found
associates, fought the measure through
to the bitter end, as if they wished to
proclaim to the whole country their de
sertion of their party. Reverdy Johnson.,
McDougall and others of the copperhead
wing of the opposition wasted time upon
useless amendments, which were steadily
voted down, as the solid phalanx of
Vnion-loving Senators marched forward
in their graLd work of reconstruction.
Mr. McDougall, probably with stammer
ing lips and uncertain tongue pro
claimed, as his creed, that two-thirds of
the South had always been loyal, and
that all were loyal now, and dr. John
son filing a gross insult into the face of
the countryhy . asserting ~that the third
metion, "which disqualifies the leading
traitors from holding office, "would dis
franehige,.the best men of the South."

THE E.X.EIIUrION.
elaerkit Howell deserves the thanks of
kncommunity for the admitable man-,
tker in which he conducted the eizecu
lion of the murderer Probst, yesterday.
Had the old •custom of ^ having Me ca
tions in public been followed, there
would , have been a scene of riot and dis
order almost without a parallel in the
history of the-city; for the feeling con
cerning the.cnime and the , criminal was
affunprecedented as the crime itself. And
had the Sher bl - been weak and yielding,
end allowed a crowd tagatherinside the:
iprison walls under one subterfuge or;
another, there would have been such a
discreditable' exhibition as marked the
executionof Arthur •Spring.
Even the. representatives• of the press,'
who are recognized as the zepresenta.i
tives of the public in such cases, were;
admitted Ina very limited number, and:
no reporter or correspondent of a paper;
outside of Philadelphia was allowecl
be , present. There was much eomphtint,
particularly among•the•more importanti
newspapers in New 'York and other
cities; but the Sheriff knew that if hel
made any exception to the rule he bad . :
laid down, a door would be opened that it
would be difficult to close. No single:
individual was present eiMpt such as.
the law specially, provides for, with the'
exception of sevens representatives of the
Philadelphia newspaper press. These
seven were enabled to lay all the facts
before the public in a satisfactory shape..
'The execution was what the law con
templates, a solemn act s and everything
connected with it was managed with a
delicacy, solemnity and marked pro
priety that we have never before wit
nessed. We repeat that Sheriff Howell
deserves the thanks of the community
for the firm manner in which he per
formed every portion of the unpleasant
task imposed upon him by his official
duty.
THE WOE NUISANCE.
It is an agreeable fact that the trees
in the streets and public squares of Phil
adelphia have been but little infested,
this season, with the worms that have
for years made the pleasant months of
May and June almost intolerable in the
city. Most of the trees appear to be free
from them, and none have yet been
stripped of their leaves. In former years
the worms have appeared sometimes as
early as April, and never later than the
middle of May, and they were over and
succeeded by the white mothby the sec
ond week in June. WVI not some of
our scientific men give gieir views on

this subject and explain til t causes of it?
Did the warm weather of Aril produce
the worms earlier than us, al, and were
they destroyed by the remarkably cold
weather of May? Or are there cycles in
the existence of the pestilent lit
tle, creatures; and do they dis
appear after a period of years ? Cer
tain it is, that it looks as if we were
likely to be freed from them entirely in
another year or two.. It mnsthave been
noticed by all our'citizens that there are
more birds in the city trees this season
than have been observed for many years.
This is the result of the expulsion of the
grey squirrels, that used to prey upon
the birds' nests _until they drove all the
feathered tribe out of town. They are
returning, and to them, to some extent,
may be attributed the disappearance of
the worms. But there must be other
causes at work. Perhaps it is owing to
the suppression of the rebellion, or the
President's proclamation,or the cholera,
or the trichina, or the rinderpest, or the
war in Europe, or the Fenian move
ment. Who• can tell?
THE RECONSTRIIC rio N REPORT.
Every American man, woman and
.child that can do so,' should read the re
port of the .Reconstruction Committee,
presented, yesterday to Congress. FeW
.public documents have ever been laid
before the country of more , importance
.than this, and it becomes every one who
has an interest in the past history and
:the future perpetuity of the Republic to
ponder carefully this clear, comprehen
sive, statesmanlike exposition of the is
sues that have been and are yet before
,the country. The report shows the high
ground upon which Congress has planted
(itself, and the impregnable position
'which it has assumed will be appreciated
by all classes and conditions of the peo
ple. The document is singularly con
cise and intelligible in its statement of
the condition of the South, the respon
sibilities and prerogatives of Congress
and the follies and fallacies of the ad
vocates of immediate and indiscriminate
reconstruction. We shall probably take
occasion to refer again to this interest
ing report, but meanwhile it should be
read carefully , and thoroughly by all
who have it within their reach.
