From Washington.
[Special Despatch to the Bulletin.l
WASHINGTON, May 30.-42ne of the coolest
things which has occurred lately is the re
solution passed , by the Johnson Departmen
tal Club last night, denouncing Secretary
Harlan and Attorney General Speed and
demanding their removal.
It was decided in caucus that immediately
after the passage of the Constitutional
Amendment reported by the. Senate, a reso
lution should be offered to the effect that
Tennessee, having complied 'with the said
amendment, her Senators and Representa
tives be admitted to their seats. Arkansas
will also be included.
It is understood that Colorado is to ba ad
mitted-over the President's veto.
The Senate Finance Committee have de
cided to proceed at once with the Tax bill
and report it to the Senate without delay.
The Ways and Means Committee are con
sidering the Tariff, and expect to have it
ready to report in about a week.
From the West Indies:
NEW Yong, May 30.—The steamship Co
lumbia has arrived at this port, bringing
advices from Havana to the 26th, inst.
The small-pox contined to rage at Porto
Rico and had spread to several places near
Ponce, though it was decreasing at the ,lat
ter place.
The Boletin says that President Baez,
unable to put down the revolution, has de
termined to leave the country. This state
ment however is doubted, as the revolution
is said to be on a small scale.
Great preparations are being made at Ha
vana for the reception of the new Captain
The circulation of the Omni ca, of New
York, has been suppressed in Havana, on
account of an article published in that
newspaper against the censor at Havana.
The Cuban subsidy of $3,000 in gold to the
Oronica has also been suspended:

SnarATE—Mr. Grimes (Iowa) reported adversely on
the petitions for an increase of naval officers.
Mr. Sprague (R. ).) called up a Joint resolution far
the payment of certain KentuckyllomeGuards, called
live the United States service to repel a rebel invasion
under Jan Morgan, in May,1862. It was passed.
Stone o'clock, Mr. Howard called up the recon
struction resolutions.

Hc•vsE.—The first business in order being the call of
Committees for reports,
Mr. Blaine (Me.) from the Select Committee on the
war debts of the loyal States, reported a bill to reim
burse the States -which have furnished troops to the
Jnion army, for advances macte and expenses
incurred in raising the same. He said
that, after a conference with the members of the com
mittee and friends of the toil, he found an
indisposition to consider the bill at this time. He
therefore yielded his own judgment and moved that
the bill be recommitted to the Select Committee, and
that the same be continued as new organized with
leave to report during the next session. The motion
was agreed to. •

On motion of Mr. Blaine, the Select Committee on
War Debts was discbarced from tb, further considera
tion of the bill to reimburse the State of Kansas for
moneys expended in furnishing troops. and it was re•
"erred to the Committee on Appropriations.
Mr. Stevens (Pa.), from the Select Co-natitteee on a
military and postal railroad from Washington to New
York. reported back a bill to authorize the building of
a military and postal railroad from Washington to
the city of New York, which was recommitted, with
a notice by Mr. Stevens that he would call it up in a
week.
Mr. Stevens also, from the same committee, reported
back a biLl, introduced by Mr. Garfield, on the 30th of
April, to prr mote the construction of a line of rail
ways between the city of Washington and the North
west, for National purposes and moved the previous
question, which was seconded.
Mr. Eldridge (Wis.) demanded that the engrossed
bill should be read, and as the bill was in print, and
not engrossed. it went over till after the morning

Co.. a corporation created and existing under the laws
of the States of Ohio and Pennsylvania to continue
and construct the railroad of the said Company from
Youngstown, Mahoning county, in the artcd State of
Ohio, to and into the said State of Pennsylvania,
and then by the most advantageous and practicable
route to the city of Pittsburgh, in the State of Penn
sylvania. and to establish the said road as a military,
postal and commercial railroad of the United States.
Me said that this was a part of the relief provided for
in the bill just acted upon, and be proceeded to give a
detailed history of the railroads in question.
Mr. O'Neill (Pa.) after putting some questions to Mr.
Garfield. protested that there was no need for the pas
sage of the bill, and that the people of Pennsylvania
did not ask for any such Congressional action. The
morning hour having expired, the bill went, over till
to morrow.
7he House resumed the consideration of the bill to
provide for restoring to the States lately in insurrec
tion their full political rights.
Mr. Broomwell (Ill.) addressed the House.

BosTox, May 30 —The steamer Smyrna, from Liver
pool via Queenstown on the Mt inst., arrived at this
port.to-day.
