[CLOSE OF YESTERDAY'S PROCEEDINGS.] SENATE.-Mr: Williams (Oregon) offered a resolution which was adopted, directing the Committee on the Judiciary to inquire into and report upon the expediency of providing bylaw for auniform and effective mode of election of United States Senators by the legislatures of the respective States. Mr. Wilson called up the House resolu tion in regard to appointments in the Mili tary. Academy. It provides that cadets shall be, when appointed, between 17 and 22 years of age, except those who have served in the army, who shall be eligible until the the age of 24; all appointments shall be made one year in advance. The resolution was posttponed for the present. Mr. Fessenden (Me.) said he had given notice of his intention to call up the Recon struction resolutions to-day. He found himself, however, physically unable to take charge of it to-day, and would therefore ask to be excused from taking it up until Wednesday. Mr. Hendricks (Ind.) asked that the Senate proceed, to the consideration of the Coloradohill and veto. - After considerable debate the question was, on motion, made the special order for Tuesday week. , Mr. Fessenden wished to call up the For tification Appropriation bill. -Mr. Sherman (Ohio) hoped that bill would not be takenup. -He came here understand ing that the report of -the Reconstruction Committee was to be acted on: He had heard no reasons why that order should be postponed. If the Senate could not take lip the, reconstruction question, he hoped it would take up the Consolidated Loan bill. Mr. Fessenden said he had already stated the reasons and asked the postponment of the reconstruction f proposition until Wed nesday. He (Mr. Fessenden) was opposed to Mr. Sherman's loan bill, and he would oppose its consideration until he received some information which he had sent for to the Treasury Department. The Fortification Appropriation bill was taken up and passed. Mr. Sherman's bill for the funding of the National debt was on motion made the special order for to-morrow at one o'clock. The Muse resolution for a joint com mittee to investigate the Freedmen's B ureau - affairs was ordered to be printed and lie upon the table. The Senate at 4.30 P. M. adjourned. Housx—Mr. Eliot (Mass.) asked leave to offer a concurrent resolution to appoint a joint committee, consisting of two Senators and three members of the House, to inves tigate the action of the Freedmen's Bureau and of its officers, in the States where the Bureau has been in operation, with power to send for persons and papers, to examine witnesses under oath, to employ a sten ographer and clerk, and directing the ser geant-at-arms of the House or - Senate, or one of the deputies of either to accompany the committee—the committee to have power to report at any time, and its ex penses to be paid out of the contingent fund of bot' Houses in equal proportion. Mr. ..-toss (Ill.) objected, saying that he thought it better to leave that matter to General Grant and General Sherman. Mr. Eliot moved to suspend the rules, in order to enable him to offer the resolution. The rules were suspended by a vote of 92 to 29. Two-thirds voted in favor thereof, and the resolutions were offered and adopted by a vote of 83 to 27. Mr. Garfield (Ohio) offered a resolution which was adopted, requesting the Presi dent to famish to the H.ouse information as to the collection of the direct tax in the States lately in insurrection; what amount of such tax has been collected in.the several States, What amount_ of propeity is held, by the Guvernment under sales, and how muoh has been received from such salei. "On motion of Mr. Morrill (Vt.) amended by Mr. Garfield, it was _ordered that from and after to-morrow the House take a re cess each day from half-past four to half-past seven. Mr. Griswold (N. Y.) introduced a bill to provide for making the town of Whitehall, New York, a port of delivery. Read twice, and referred to. the Committee on Com merce. On motion of Mr. Spalding (Ohio) the Committee of the Whole was discharged from the consideration of a bill to authorize the President to appGint certain officers of the household, and fixing their salaries, and the bill came before the house for action. On motion of Mr. Garfield, the -title was amended by changing the words "of his household" to the words "of the Executive mansion." Mr. Dumont (Ind,) offered a resolution, which was adopted, instructing the Com- Mittee on Banking and Currency to inquire into the expediency of repealing so much of the National Banking act as requires a re demption of the circtdating notes of such banks abroad. ' The House then went into Committee of the Whole on the state of the Union, Mr. Dawes (Mass.), in the chair, and resumed the consideratlon of the Tax bill, The amendment Of Mr. Washburn (Mass.), to exempt brooms and wooden ware from the tax of three per cent., being the first question before the committee, the amend ment was rejected, and the paragraph was amended so as to read on "scales, pumps, garden engines, hydraulic rams, brooms and wooden ware, a tax of threeper centum ad valorem." The paragraph in reference to engines was amended so as to read, "on steam locomo tive and marine engines, including the boilers, and on railroad cars, a tax of five per centum ad valorem; ' provided, that when the boilers, or tubes, wheels, tires, axles, belts, shafts, cranks, wrists or head lights of engines or cars shall have been once assessed and a tax previously paid thereon, the amount SQ paid shall be de ducted from the taxes on the finished en gine or car." - The paragraph in respect to wine was amended so, as to read, "on wine made of grapes further advanced thanj nice or must, a tat of live cents per gallon; provided, that grape j nice or must, when sold immediately from the vineyard to vintners, shall not be taxed." Mr. Stevens moved to strike out the whole paragrapkarguing that the wine culture of this country, if properly encouraged, would, grow to be a great interest, taking the - place of Italy, France and Madeira. He hoped, therefore, that a heavy- hand would not be placed on that infant, lest, it should become deformed. Alter a discussion extending over an hour, Mr. Stevens'. motion was lost, and the para graph in reference to wine stands as above reported. The fine for fraudulently evading the tax on made-np wines was increased from one hundred to five hundred dollars. The par agraph imposing a tax of five per cent. on thread was amended by adding the words "and twine." No alteration was made in the paragraphs in regard to boots and shoes, and ready made clothing, &c. The committee having passed from the latter' paragraph—thus disposing of five pages of the bill—it was ordered that the evening sessions are to be devoted exclu sively to the Tax bill. The Hotese Proceeded to the business on the Speakees table, when the following bills, dm., were disposed of:—Senate amend.- ments to the House joint resolution to carry Into immediate effect the bill to provide for the better:organization "of the Pay Depart ment of the Navy. The first amendment was to add a section authorizing the Secre tary of the Navy to retain such volunteers, officers in the navy, as the exigencies of the service may require until their places can be supplied;by graduates from the 'Naval Academy. - • Mr. Schenck opposed the amendment, and after some discussion, the'amendments were referred to the Committee on Naval Affairs. The Senate amendments to prevent the introduction of cholera into the ports of the United States, were referred to the Commit tee on Commerce. The Senate amendments to the bill rela ting to passports were referred to the Com mittee on the Judiciary. The Senate amendments to the Fortifica tion bill were referred to the Committee -on Appropriations. The Senate bill to authorize the appoint ment of an additional Secretary of the Navy was taken up, when Mr. Rice (Mass.), moved the previous question on its passage, which was seconded, and the main ques tion ordered.
