    CAPE CSHELNT.
A BALLAD.
Our ship, the stout Bellerophon, •
Off Rochefort Harbor lay;
We took a passenger on board,
And slowly sailed away.
Seven days and nights with baffling winds,
;We strove to fetch Tor Bay.
The eighth day, with the rising Bun,
A morning in July,
French land upon our starboard bow,
We plainly could descry.
When I, a little middy,
(It's fifty years ago)
Came up to take my watch on deck,
Into the early glow.
Biagnificently rose the sun
Above the hills of France,
And spread his splendor on the sea,
And through the sky's expanse.
Meanwhile upon the poop, alone,
Our passenger §tood there,
And viewed the gently gliding land
In clearest morning air,—
The cliffs of IJshant, and the slopes
Of shadowy Finisterre.
4 'Ushant?" he asked,—and I replied,
. "Yes, Sire." Whereon he raised
Ens little pocket-telescope,
And gazed, and ever gazed.
For hours and hours he hardly moved;
And if his eyes grew dim,
We never saw it; there he stood,
. And none went near to him.
Till with a faint and fickle wind
We drew from' off the Coast,
And in a noontide haze of heat
France faded and, was lost.
Napoleon's thoughts in that last look
It were but vain to seek;
Enough he had to think upon,
If he had gazed a week..
And sometimes from his rock, perhaps,
He saw, amid the shine
Of lonely waves, Cape Ushant's ghost
Upon the dim sea-line,
(William Allingham, in the Argosy
[This anecdote is given in Memoirs of an
Aristocrat, by a Midshipman of the Bel
lerophon.]
XXXIXTH CONGRESS-FIRST SESSION
[CLOSE OF YESTERDAY'S PROCEEDINGS.]
SENATE.—The morning hour having ex
pired the Poatoffice Appropriation bill was
taken up, the pending question being on
Mr. Trumbull's amendment in regard to
the appointing power.
After a speech by Mr. Howard (Mich.),
arguing that President Johnson's policy
was not that of Mr. Lincoln, and one by
Cowan in reply,
The question was taken up on the follow
ing amendment: That no person exercising
or performing or undertaking to exercise or
perform any duties of any office which, by
law, is required to be filled by the advice
and consent of the Senate, shall, before con
firmation, receive any compensation for his
services unless commissioned by the Presi
dent to fill a vacancy occasioned by the
death, resignation, or expiration of term,
during the recess of the Senate, and since
its last adjournment. The vote was as fol
lows:
YEas—Messrs. Anthony, Chandler, Clark,
Haines, Henderson, Howard, Howe, Lane
(Ind.), Morrill, Nye, Pomeroy, Ramsey,
Sprague, Sumner, Trumbull and Wade
-16.
NAYS—Messrs. Buckalew, Cowan, Davis,
Dixon, Doolittle, Edmunds, Fessenden,
Foster, Guthrie, Johnson, Lane (Kansas),.
McDougall, Morgan, Nesmith, Norton, Po
land, Riddle, Saulsbury, Sherman, Stewart,
Van Winkle, Willey and Wilson-23.
ABSENT OR NOTNOTING—MO39II4.Brown,
Conness, Cragin, Cresswell, Grimes, Hen
dricks, Kirkwood, Williams, Wright and
Yates.
So the amendment was disagreed to.
The bill was then passed, and the Senate,
at 41P. M. went into Executive session,
and soon after adjourned.
THE CHICAGO TELESCOPE.—The Chicago
Tribune describes the new telescope pub
chased for the observatory in that city. The
lens is eighteen and a half inches in diame
ter, so accurately formed as that a ray of
light striking every point on its surface is
accurately refracted through a length of
twenty-three feet to meet at the same focal
point. The Tribune adds: "We saw the
telescope a The,
days ago turned upon Sirius
in broad daylight. The outlined form was
clear,. distinct, broken only by a slight
tremor, dire to an atmospheric ,wave. In
this fact we have a sample of the powers of
the instrument. Sirius and his companion
are so near together (apparently) that the
angle between them is but about ten seconds
of arc, a value so small that its tangent is
but .00004848135 when the radius is one; or,
in other words, placing the apex of the
- angle in the eye,- at the distance of a mile
Cie side would- have receded from each
other but a small fraction over three inches,
and but about the one-hundredth part of an
inch at the distance of six yards. Yet it is
known to astronomers that the two are not
necessarily related. The 'companion': may
be, and probably is, millions and billions
miles more distant than Siritts;and the
rays of light from the two so nearly coinci
'dent solely in consequence of accidental
position- nearly in, the prolongationlof the
line joining their centres."
. - UssFut.Hurrs.-r-A foreign correspondent
of the Boston Advertiser gives the following
hints of -general application for. American
, travelers in Europe : In addressing letters
they must -remember that the initials U. S.,
• and even the name United States, are not
everywhere as familiar or as significant as
with us at home. In French or Italian the
abbreviation would be E U. or S. If.,
_neither of which, nor U. S., is likely to be un
derstood by --a foreign post-office clerk. It is
best, therefore, to assume in these matters
the grand national name which all the world
accords ns; a letter addressed "American
- Consul," will often find its destination when
"U. E Conatil" would stick by the way. And
min addressing letters, posted in Europe
for home, "America," plainly written,
• should form a part of the address, in we
, ference to two or three initials. perhaps not
very legible at best. Anybody who is too
modest to say "America, may use the full
phrase, "United States of America." To
the rise of abbreviations in the address of
sending letters home, and to appending
4 !Esq." to the neines of persons abroad for
whom letters are sent from home—which
eansesawonderfall collection in the pigeon
holes of foreign post 7 offices, under the
- • - name =of -x-s-Q.—may be attributed_ the
larger part of miscarriages of letters of
which American travelers complain. The
Eiaropein post-offices are generally care
fnliy.managed.
