CITY BIMMMML Controllers of the Public Schools. A stated meeting of the School Controllers was held yesterday afternoon President Shippen in the shair. A communication was received from the Second section requesting that action be taken to erected a suitable school house on the lot in Carpenter street, above Sixth, to accommodate the pupils of the Washington grammar and Newton primary sehools. Referred to Councils. One-from the Seventh, for the use of the awn of $44,833 33 for the erection of school buildings at Seventeenth and Pine streets, vas referred. Also, one from the Eleventh, requesting - the 'board to ask Councils to transfer the sum of $9,500 from the appropriation of $29,500 for the erection of a station house in the Seventh police district. Also, requesting the board to ask • Conn cils to grant the lot in Third street, below Green, to the Eleventh section, for school purposes. Altidnne from the Thirteenth, requesting the Board to apply to Councils for an ap propriation of $45,500 for the purpose of erecting a first-class grammar-school build ice; opefrom the. Fifteenth, requesting the board to ask Councils to set apart $25,000 for the purpose of erecting a school-house on the lot of ground, Twenty-second and Brown streets, to contain fifteen divisions; one:from the .Eighteenth, requesting the board to ask Councils to authorize the use of $35,000 for the purpose of proceeding with the erection of a school-house upon the lot on Marlborough street, above Thompson, in flie Eighteenth ward; one from the Twentieth, asking authority to erect school buildings on the lots at Twentieth and Jef ferson- streets and Twenty-sixth and Thnmpson streets. One from the Twenty-second section, ask ing for $ll,OOO for the erection of a school house on the northwest side of Centre street, northeast of Germantown avenue, in the Twenty-second Ward. One from the Twenty-fourth section, ask ing for $20,000 to erect a new school house upon the lot purchased by the city at the corner of Fifty-fourth and Hunter's lane, in Hestonville. One from the Twenty-seventh, requesting the board to organize a two-division primary school at or near the Baltimore pike and Gray's lane. Also, one from the same section, request ing the board to ask Councils to take up on .grotind rent the lot located on the north side of Ludlow street, below Thirty-sixth, for the purpose of erecting a school house thereon, at a rent of $3OO per annum. The committee appointed to investigate all the departments of the Central High School, together with the report of the com mittee on said school, respectfully report that it has given the same its careful atten tion, and herewith submits the testimony that was elicited by the examination: First. The committee is not disposed to go into detail, but is of the opinion that most, if not all, of the difficulties which now exist, and which lessen the usefulness of the insti tution, are to be attributed to a want of cor diality- of feeling and harmonious concert of action among the members of the faculty; and believing this cannot be restored under its present management, it recommends that the faculty be entirely reorganized. Second. The committee farther recom mends that no gentleman at present con nected with the school, other than as pro vided for by the accompanying resolution, not a principal of any of the public gram mar schools of this city, shall be eligible for the position of principal. Third. The commit tee also recommend •that application be made to the next Legis lature for the passage of an act by which pupils may be admitted into the Central High School from private as well as public grammar schools of this city: Provided, That such applicants shall pass a satisfac lo.ry examination. The committee offer the following resolu tions for the consideration of the board: Resolved, That the Secretary of this Board be, and he is hereby, instructed to notify the members of the Faculty of the Boys' High School that their term of service will expire on the first day of September next : _Provided that nothing herein contained -shall be construed so as to make any mem ber of the present faculty ineligible for re- Selection by this board to the position henow .eccupies. Resolved, That the Committee on Boys' High' School be, and they are hereby, in structed to proceed in the usual manner in organizing a new faculty, as heretofore has been their practice in filling vacancies. On motion of Mr. Freeborne, the report was laid on the table, and ordered to be printed for consideration, with the testi mony, on the Tuesday following the next stated meeting. The resolution of Mr. Mclntyre, to strike out Rule 11th of the rules of the board, which prevents the admission of pupils into the Boys' High School under the age of thirteen,and to the Girls' High and Normal School under the age of fourteen, presented at the last meeting, was then taken up, and after some debate was adopted, by a vote of sixteen yeas to nine nays. Miss Ella Buzby was then unanimously elected a teacher in the Girls' High and Normal School. Adjourned. Anniversary ,f the Northern Home for Friendless Children, The anniversary exercises of this fine in stitution took place in Rev. A. Cookman's church last evening, in the presence of a very large and deeply interested audience. The spacious edifice was densely packed, it being difficult to find even standing room. Rev. E. W. Rutter presided. A very effect tive prayer wadmade by Rev. A.Cookman, after which a brief opening or welcoming address was delivered, in a very creditable :style, by a little three-footer belonging to the Rome. This, as well as all the recites - dons and dialogues, elicited the applause of the audience. An abstract of the Managers' report was read by Dr. Rutter, and the statis tical portion of the report of the Board of Trustees by Mr. Mitcheson, who evinced decided good taste, by refraining from in flicting upon the audience, that usually most uninteresting part of the exercises, the reading of the report. We commend his -example to the attention of the man agers of, Sunday School celebrations „generally. The address of the Rev. P. S. Henson, was full of pathos and eloquence.- His earnest appeals in behalf el the children, and his touching allusions to soldiers' and sailors' orphans present, deeply•deeply affecting the audience. The collec tion at the close of his remarks, was a large •one: there being little doubt that a sufficient sum' was obtained to secure a long-desired ebjeot —the refitting of the school room. Dr. Beadle's address was short and to the point, and was listened to with much interest. The exercises of the evening were con ducted by A. M. Spangler, who given a ,large share of his time to the instruction of the children of the Northern Home in sing ing. This part of the programme was creditable in the highest degree, eliciting the warm applause of the audience. It may fairly to questioned whether the same num ber of children of tender years can bp found any where' in the city whose singing en a public occasion would be as spirited and accurate. Their childish voices blended beautifully with - the tones of the fine • organ which was presided over by a gentleman whose abilities as an organist, and whose exquisite sweet ness of style and delicacy of touch, are well known. Those who listened to the voluntary perforMed during the taking of the collection will not soon forget the rich treat. The introductory to the oMountain Home," and the interludes on the same, piece, were fine specimens of musical exe cution. It is only justice to the one hundred and ten boys and girls to say that their deport • went was admirable, while the accuracy of their recitations and their proficiency in singing were the subjects of warm com mendation on the part of the audience. A pleasant little episode occurred after the collection was taken. A gentleman pre sent, a member of Mr. Cookman's Church, offered to be one of twenty to raise five hundred dollars, by $25 subscriptions. This fact being announced, some ten others, all members . of Mr., Cookman's Church, ac cepted the proposition, and Mr. C. was ap pointed treasurer of the fund, with a fair assurance that the good work, so auspi ciously begun by hiS people, would be fully carried out. The breathless attention of the audience 'dnring the recitations, singing and speak ing were marked features of this most in teresting occasion, which may be set down as decidedly the most successful anniver sary ever held by the managers of the Northern Home. • From the. Trustees report we glean the following statistics: During the past year 170 children have been admitted into the Institution. Of this number 109 have either been placed in In stitutions or have been returned to their parents. 'lnto the Soldiers' Oi•phan Home 112 children have been received: five have been dismissed. The whole number of sol diers' children in the Home oa May Ist was 175; in the other departmeat 148. This mazes a total of 323.
