The undefended and unresisting city of Valparaiso has been subjected to a frightful bombardment by a Spanish fleet, property being destroyed to the value of about fifteen millions of dollars. Most of this belonged to Englishmen and citizens of the United States. The accounts of the affair, which we publish to-day, including a letter written by an English resident of the city, show that it was a most wanton and cowardly piece, of work, which must make Spain more heartily detested than ever, on lzofi of the American continents. Thre were powerful fleets of the United States and of Great Britain in the harbor .of Valparaiso that might have prevented the destructior ; and if they 'had done so we believe their respective governments wtsulcl hay% sustained them. But -the British admiral, after some vacillation, decided not to interfere,and Commodore Rodgers then did not think it wise for him to act alone. But we shall be sur prised if our Government and those of the leading powers of Europe do not make an earnest protest against this in famous mode of warfare, and we shall also expect that those of them whose citizens or subjects have lost property by the bombardment shall present claims for damages. .Spain is becoming entirely too, insolent and aggressive, and her mode of making war should be de nounced as barbarous and unworthy of an age of enlightenment. THE SPIRIT OF THE sou:mu. It is not over-stating, the condition of our national affairs to assume that the whole drift of President Johnson's ef forts at this time is towards arestoration of the Democratic party to the govern ment of the country. He opposes him self with persistent obstinacy to any plan which stops short of an indiscrimi nate re-adnaission of the Southern States to their old places in power. This op position, it is true, is veiled, rather transparently, under an avowal that only "loyal representatives" from 'these States are to be admitted. But this is of course the merest figure of speech, used for decency's sake, but having no reality in point of fact. Mr. Johnson and his friends give us assertions that none but loyal men will be sent to Con gress from the South, but the South gives 7- us - every day facts a thousand times louder than words, to prove that there is no such thing as loyalty exist ing there. If the President could give us facts instead of words, deeds in place of private (minions, we might have good reason to adopt his policy, but he does no such thing, and for the simple reason that they do not exist. Meantime, the Southern journals some to us, every day, loaded with ugly /sets which flatly give the lie to all these Assumptions of a restored loyalty. We have now before us the Mobile-De:qv Tribune. of 25th ult., - which is a good specimen of whatwe assert. It contains a fußreport of the celebration in that city of the fifth anniversary of the *Ohne Cadets, one of the rebel organi zations of the war. From beginning to , end the old 'Southern twaddle which formed the Staple of Secessionism crops out, and the whole proceedings exhibit no trace of any real loyalty to the flag, or love to the coun try. The chief guest was the pirate Semmes, •"late Admiral of the C. S. Navy and Brigadier General of the C. 'S. Army," and the toasts and speeches would almost stagger Mr. Seward's astuteness, to extract anything but the essence of the rebellion from them. The second toast was "The Presi dent of the United States.'" A Colonel Forsyth floponded in a speech, very complimentary to Mr. Johnson, in which he declares that these fire-eating cadets "were now to a man, prepared to resume arms, if necessary, in defence of that constitutional liberty for which the statesmen and soldiers of the South have always ccuitended, but which their bitter enemies in the Radical-Abolition ranks of the North have succeeded in making it appear to the world that they rebelled against." The very next toast was "Jefferson Davis and his Speedy Liberation." Major somebody rose "to honor him whose name is endeared to every South ern heart," and concluded a panegyric upon the arch-traitor with the hope "that the bright day of his liberation from the thraldom of political 'durance vile' would soon,dawn upon our land." Semmes, being toasted, made a speech very laudatory of Mr. Johnson, whom he styled "the greatest friend of the South," and the performances wound up with an original poem, devoted to a glorification of the rebellion and a lamentation over its failure. The poet takes pains to mention that they have no regret that they fought against us, and talks a good deal of stuff about "the sacred cause" and "loving this Southern land" and "hopes too wild to last." But no ray of returning loyalty illuminated the occasion. No word was said to suggest even a doubt that they would plunge into' rebellion, again to morrow, if they saw. the least chance of success. We cite this single instance, but we could easily fill our columns A with similar ones. Now what have we to off-set this sort of Southern spirit? We look in vain for anything said or done by any man prominent in the rebellion,that has the true ring of loyalty _ about it, and we do not wonder at it. Poison lingers in the body of people as it does in the body of an individual, and it must be out-grown. It is a gradual, not a sudden process, and we do not believe that either Mr. Johnson or his new allies really think that the miracu lous cure which they proclaim has ac tually been wrought. We do honestly believe that with such a coalition between Southern rebels, only half galvanized, and Northern Copperheads, as the President is now striving to force upon the country, it would be a short time, indeed, before the War for the Union would have to be fought over again. These men desire now,as eagerly as ever,not prosperity within the Union - - but empire out of it; and Congress alone stands between the country and this great peril. Who can doubt that when ever Congress needs them, it will find the people ready to endorse and sustain it to the last extremity? GEN. J. H. IROORIEE&D. A despatch from Washington to this paper, a few days ago, intimated that General J. K. Moorhead was planning, in connection with the President, an opposition to the election of General Geary. Coming just at the moment of going to press, the despatch was not ex amined as it should have been, or it would not have been printed. No one knows better than we do that General Moorhead is the last man in the world to be suspected of betraying his friends or his party. He does not approve of the President's reconstruction views, and his opposition to them has led to the removal of some of his' friends in Alle gheny county from office.
