WASHINGTOI4, April 25.—The President
lute approved the joint resolutions appoint
ing the following named persons managers
of the National Asylum for disabled volun
teer soldiers, under the provisions and con
&lions of the third section of the act ap
proved March 23, 1866: Richard J. Ogelsby,
of Illinois; Benjamin H. Butler, of Mass.,
and Fred. Smyth, of New Hampshire, of the
first class, to serve six years; John H. Mar
tindale, of New York; Horatio G. Stebbins
of California, and George H. Walker, of
Wisconsin, of the third class, to serve two
years.
'The President has also approved the joint
resolution, that in addition to the thanks
heretofore voted by joint resolution to
Major General Meade, Major General
Howard and to the other officers of the
army of the Potomac, for the skill and
heroic valor which at:Gettysburg repold,
defeated and drove back broken and dis
pirited, the veteran army of the rebellion,
the gratitude of the American people and
the thanks of their representatives in Con
gress are likewise due, and are hereby
tendered to Major General Hancock for his
gallant, meritorious and conspicuous share
in that great and decisive victory.
Mexico.
GALv.teroN, April 22.—Advioes from
Vera Cruz to the 6th,inst. state that Colonel
Dnpring had defeated Lyens de Lyarza in
Tamaulipas.
Commandite Beltol was about fortifying
Chihuahua and then starting on an expedi
tion.
The Imperial cause was prosperous in
Chihuahua. The Indians had secured for
them the districts of Abasdo and Guerno,
Matamoras had pronounced for the Empire
and taken Conception for its name. It was
garrisoned by Indians to defend it. The
bravery of Pares, with 70 Imperialists,
fighting against 150 Liberals was highly
commended..
The Government Frauds at ArashvMe
LOUISVILLE, April 24.—8 y order of Gen,
Thomas, Isham Henderson was arrested
last night by Gen. Davis, commanding this
department, to be sent to Thomas's head
quarters to-day. A writ of habeas corpus
in behalf of Henderson, from U. S. District
Judge Ballard, was served on Gen. Davis,
who, in accordance with Gen. Thomas's in
structions, refused to obey. Henderson still
remains here in the custody of a United
States officer.

NEW ORLEANS, April 24th.—Dr. Pearce,
of Georgia, has accepted• an invitation to
give a history of Methodism to the Confer
ence.
General Canby refuses to reJggnize writs
of habeas corpus in the cases of Government
agents who have been arrested.

BOWLING GREEN, Kr., April 24t1L—Con
siderable excitement has been occasioned
here, by a mob endeavoring to rescue from
the. Sheriff a negro who had committed
murder, with the intent of hanging him. A
few soldierB stationed here eame to the as
sistance of the Sheriff and are repelling the
mob; but the Sheriff has telegraphed to
Louisville for more men, and a company
will leave there for Bowling Green this
evening.

GALVESTON, April 22.—1 n the disaster on
the Washington county railroad, Dr. Allen,
of Galveston, Dr. Boring, of Chapel Hill'
Charles Enger, of New Orleans, and R. R.
33addi were wounded.

steamer City of Boston is below with one
one day's later news from Europe.
The Clipper Ship Simla,
ATLANTIC CITY, April 25.—The ship re
ported ashore on Brigantine proves to
.be the clipper ship Simla, of Portsmouth,
from Calcutta for New York, with a cargo
.of jute. She is leaking slightly, her rudder
is gone, her masts all cut away. She has
been got off the shoals and now lies off
Little Egg Harbor. A steamer has been
sent for to take her to New York.

CITY BULLETIN.
WEST PHTLADELTELTA..--The Police Sta
tion, this morning, presented but a single
case as the result of the last twenty-four
hours' business. It was that of Mrs. Mary
Flaherty, who was charged with obstruct
ing an officer in the discharge of his duty.
It seems that a " gintleman, ' vary drank
and disorderly, was arrested one the old
-Lancaster pike, and was being conveyed to
the station. Approaching Mrs. Flaherty's
domicil, he broke from the "star," and
plunged in the inviting door. Mrs. F. at
once sprang to his assistance, and slamming
the door in the officer's face, assailed the
helpless fellow, with a volubility of tongue,
perfectly refreshing. In the meantime the
man escaped from the premises. Mrs. F.
was bound over in $4OO to answer the charge.
The Alms House had 11 admissions, 10
males, 1 female. Deaths, 3,-1 in the "Nur
sery" aged 1 year; 1 in the "Surgical"—
Philadelphia Hospital, aged 80, and 1 in the
"Children's Asylum" aged 5 months. Dis
charged, 6, all males, while 4 of the same
sex eloped.
One young lady, anxious to revisit the
"Smolt() House," a pauper assistant in the
Insane Department, in endeavoring to get
over the wall, fell face backward, and broke
her arm. The limb was set by the Assistant
Resident Physician.
Census of to-day, 3,055; last year, 2,583.
Increase, 472.

TEE PUBLIC LAMPS.—The complaints in
regard to, the management of the public
lighting are frequent. The recent change
of burners, so as to save gas, may be a mat
ter of economy, but it is certainly an in
ducement to thieves, burglars and highway
robbers to carry on their operations. The
lamps of the city are now no better than
"penny dips," and then they are not lighted
half of the time when they should be. Seve
ral of the Lieutenants of Police reported this
morning that their districts were in total
darkness early this morning, after the moon
had .gone down. As a protection against
outrages, the lamps are a valuable auxiliary
to the Police Department, and some care
should be taken to have them properly at
tended to.
Logi' His POCKET BOOK.—A man was re
lieved of his pocket book containing $l2
yesterday afternoon in a lager beer saloon
on Front street, near Willow. Christopher
Larry, John Dougherty and Alex. Curry
were arrested by the Harbor Police on sus
picion of having committed the robbery.
The stolen pocket book was not recovered.
The accused were taken before Ald. Toland
and were held to answer at Court.
DROWNED BODY IDENTIFIED.—The body
of the man found yesterday in the Schuyl
kill, at Locust street wharf, was identified
this morning as that of James Quirk. The
deceased has been missing since the 17th of
January last. He resided in the rear of No.
2120 Market street, and was in the employ
of the Pennsylvania Railroad Company as
a station master.
POCEETS PICRED.—The individuals who
take a fancy to other people's pocket books,
had a fine opportunity to work, this morn
ing, in the crowds gathered in the 'vicinity
of Sixth and Chestnut streets, attracted
thither by the trial of Probst, the murderer.
A number of gentlemen were relieved of
their wallets. Several arrests were made
during the morning.
Quix'r.—lf the police reports are any in
dication, the city was remarkably quiet
during yesterday and last night. The
morning reports of the lieutenants to-day
did not contain more than about 50 arrests,
and, with the exception of three or four,the
prisoners were all charged with drunken
ness and disorderly conduct.
AT WORK AGAlN.—Business along the
wharf is going on as usual to-day. Most of
the stevedores who have been on a strike
resumed work yesterday. This is a great
relief to shipping merchants, who are ex
ceedingly busy at the present time.
SCHOOL CONTROLLER ELECTED.—Mr. Ed
inund Pollitt has been elected a member of
the Board of Controllers of the Public
Schools, from Third Ward, in place of Jas.
W. Fletcher, deceased.

Ten additional cases of cholera were re
ceived on board of the hospital ship on
Monday, and np to ten o'clock. that 'morn
ing but one more death than those pre
viously reported had occurred. The pas
sengers on board of the steamer England
still remain in a healthy condition, and
altogether affairs at quarantine are pro
gressing very.satisfactorily. The Quaran
tine Commissioners are about making an
effort to obtain permission from the govern
ment to erect temporary sheds at Sandy
Hook in which to place the well passengers
arriving at this port on board of infected
vessels; also one or more ships to be used
for a similar purpose.
The,,report of the Sanitary Committee on
the best means of action in regard to the
cleansing of streets by allowing the water
to flow from the hydrants, the publication of
a hygienic circular, the prevantion against
the over-crowding of tenement houses, and
clearing out the cellar population, and
other important sanitary matters to
against the cholera, was presents and
adopted in the Board of Health yesterday.
An interesting debate on the general man
agement of quarantine matters also took
place, from which it appears that the facili
ties for properly providing for the care and
cemfort of the afflicted passengers are very
meagre.

The unfavorable foreign advices,made public yester
day afternoon, have had comparatively little effect at
the Stock Beard. Government Loans continue to ad
vance, the Coupon Sizes, 'EI, closing at WI; the Five-
Twenties at 1653;; the Ten-Forties at 9530096, and the
Seven Thirties at 102. State Loans were held firmly .
There was quite a lively demadd for My Leans, with
free sales of the new issues at 95—an advance of 3, and
the old at te—an advance of 1 per cent. For Railroad
abares there was less ep Quad= and Amboy
Railroad sold at Ito; Pennsylvania Railroad at &Vi—
no change; Catawlesa Railroad Preferred at 317 i; Phila

in their views, but the demand is limited. Bales of

little Rye Flour here and It commands .1 75(§5. Prices
of Corn Meal are unchanged.
There is a steady inquiry for Wheat at yesterday's
quotattions, and very little corning forward. Sales of

good Bed, t 2 65 for ehoic Juniata Red and $1 93 for
spring. In the absence of sales of White we quote at
$2 60 to $2 90. Rye is unchanged; small sales of Penna.

WASIIitsGToN, April 25.—1 t Is understood
that the President has ordered the arraign
ment of Jeff. Davis for trial before the
United States Court at Norfolk, for trea
son. As the Judiciary Committee are in
vestigating his complicity in the Assassina
tion Plot, the action of the7President is
regarded as an attempt on his part to inter
fere with the action of the Committee in
this matter.
The Reconstruction Committee had another
protracted session to-day. They failed to
reach any conclusion and adjourned until
Saturday. Senator Fessenden was unable
to be present.
The vote on the admission of Colorado
will show a majority of four or five in favor
of that measure.
The tax bill reported to-day, has been an
ticipated in the papers.
The Gale on the Lakes.
Oswioo, April 25th.—The gale which set
in on Monday continued up to this morn
ing, and several disasters have occurred to
vesselson Lake Ontario.
The schooner Bahama, bound from this
port to Chicago, with coal, is ashore near
Oak Orchard creek.
§ ; The schooners Monticello and Traveler,
bound from French Creek to Detroit, are
ashore, the former at the Devil's Nose, and
the latter at Thirty Mile Point. Steam
tugs and pumps will be sent to their assist
ance.
The schooner Raleigh arrived in port this
morning from Canada with the loss of a
deck load of lumber.
The schooner Coral from Ogdensburgh
is ashore, three miles below the Devil's
Nose,
The propeller Buckeye arrived here to
day from Toledo. This is the first vessel
from Lake Erie, and through the Welland
Canal, this season. The captain of the
Buckeye reports that he passed through
about sixty miles of floating ice in Lake
Erie.
From Mexico.
Nzvr Yonx, April 25.—The steamer
Moro Castle brings Havana advises to the
21st.
Senor Almonte, Miniaterfrom Maximilian
to France, arrived from Vera Cruz on the
19th.
Advices from the City of Mexico to the
llth and Vera Crnz to the 15th are received.
The battle at Mazatlan, between the Libe
rals and Imperialists commenced by the
Imperialists attacking Coronas' forces with
in a quarter of a mile of the town.
The fighting lasted from 4 A. M. till 6
P. M. The Imperialists were aided by Co
manches with cannon as far as I - Incas. The
next day the fighting was continued, when
all the reserve and movable artillery was
ordered out to aid the Imperialists ' but up
to the departure of the steamer no decisive
result had been attained.

A later report from 'Maiatlan states that
the Imperialists had returned to the city
with small losses.
The French claim to have killed 350 of
the Juarista, and wounded a still greater
number.
The accounts from the whole country
show that the Jurists are stronger than
ever.
Rumors of conspiracy are rife in the city
of Mexico, and General Galvez has been
imprisoned. Secret arrests are made and
citizens disappear mysteriously.
The Imperialists claim a victory by Col.
Rkdrignez near Coenoe. General Garcia
has taken charge of the War Department at
the city of Mexico.
The bark Wm. Anthony was found to
have on board a large quantity of war mu
nitions, and in a box was found a paper
addressed to General Crawford. It is
thought this was a trick to asperse the
character of that general.
Esoobedo has blockaded the road between
San Louis and Saltillo.
It is reported from Zacatecas that on the
20th ult. the Imperialist General Mem was
defeated between Ruavesca and Tobas co.
The small pox is raging at Ponce, P. R.
The town of .P'epeno is suffering severely.
The latest advices from Guadaleupe state
that the cholera is disappearing. The mor
tality has been 10,800 out of a population of
149,107.
The Reconstruction Committee.
WASHINGTON, April 25th.—A rumor is
current around the Capitol that the Com
mittee on Reconstruction, at their meeting
to-day, failed to.agree upon a report, there
being a wide disagreement among the mem
bers. An effort will however be made to
reconcile conflicting views.
Departure of the Steamer St. David.
PORTLAND, April 25.—The steamship St.
David, Captain Aird, sailed for Liverpool at
noon to-day.
