WHAT CONSEILVATIS2ti
A Richmond paper of a very recent
date said in substance that Diogenes had
very indifferent success in looking for
honest men; but that if he could set out
upon a search for Union men in Virginia,
at the present time, he would burn his
candle for nothing. This is a frank ac
knowledgment, and, we believe, pretty
nearly a truthful statement. The more
intelligent Virginians accept the situa
tion to the extent of an acknowledgment
of the fact that they were worsted in
the great conflict; but no further than
this. They hold that they are martyrs
in a holy cause, they refuse to acknow
ledge the heresy of secession, and they
cannot yield the idea that they are the
chivalry of the land and the natural and
appropriate rulers of the country. They
admit that they have been unfortunate,
but they deny that they have done any
wrong and they coolly demand that they,
should be allowed forthwith to re-enter
the councils of the nation, to control the
Government, if possible, and when it
suits their purpose,to repeat the experi
ment of 1861. We do not assert thus
much from mere surmise; but from the
most authoritative Virginian utterances,
and from recent extended personal inter
course with a large number of out-spoken
Virginians upon their own soil. Frank
men among their number, while insist-.
ing upon their right to take a full share
in the government of the country, did.
not conceal the fact that they,hope and •
expect, with the aid of. Northern Demo
crats, to give the South its old ascen
dancy at Washington.
• Are the loyal people of, the country
ready to accept this condition of:things
Its the result of the great struggle through
which the country has passed? Are
they prepared to see Jefferson Davis in
the Cabinet of the Federal executive;
to see Robert E. Lee holding high com
mand in the Federal army, and to see
Raphael Semmes an Admiral in the
Federal navy? Are they ready to re
store the old era of Preston S. Brooks,
James H. Hammond and John C.
Breckinridge? Are they ready to forget
the life and death of the great and good
Lincoln ? And will they tell the crip
pled men in blue, and the mourning
mothers and widows whose loved ones
sleep upon Southern battle-fields,
that all their sacrifices were for nought ?
And are the people who have paid thou
sands of millions of treasure that the
nation might live, and in order that the
crime of trenon should be made odious
and punitihef--are they to be told that
their holes were a delusion and their
expectations a mistake, and that all
this great cost was for nothing ?
We give it as a solemn' conviction,
•.basedapo.n ample observation,lthat the
Southern people are notchangeiliin sen
timent since the war; 'that they are
'beaten but not . subdued,:and that 'they
•onlydesire to assertalostsupremacy,and
to destroy the - Union when it no longer
servestheir purpose to preserve it. The
so-called conservatism of the day tends
to the consummation so eagerly desired
by the "reeonstructed South." Are the
people who hlove •the Union, and who
stood by it in its time of greatest peril,
ready to -give 'their countenance and
support to this description of "recon
struction ?"

TILE SOLDIERS' MESSENGER CORPS.
We have repeatedlyrecommended and
urged the establishment of a Soldiers'
Messenger Corpsin Philadelphia similar
to that which has been in operation in
Boston and New York. We are glad to
see that our suggestions have at length
been acted upon, and that such an or
ganization of public messengers has been
formed. To-day, for the first time, the
men have appeared at their posts in va
rious parts of the city. They are desig
nated by a uniform red cap, with a
white band bearing the name of the
corps and each messenger's number.
The men, about sixty in number, areall
honorably discharged soldiers, selected
carefully with reference to their honesty
and reliability, the Messenger Company
being responsible for the prompt and
faithful delivery of parcels or execution
of work. A table of charges has been
established, on a very moderate basis,
and a ticket showing the amount re
ceived is to be given by the messenger to
his employer, which will prevent any
improper charge. The messengers can
also be engaged for a certain time to
clean offices, move furniture, watch
merchandise, stores, ship sand buildings,
day or night, 45.-,c.
We heartily recommend this new en
terprise to the cordial support of our
citizens. There is not a business estab
lishment in Philadelphia that cannot
easily and advantageously throw some
occupation into these brave fellows'
hands every day. There are innumera
ble little errands and commissions which
will be promptly and properly attended
to by the Messenger Corps much more
conveniently than can be done by the
regular employ6s of our merchants, law
yers, tradesmen, or other branches of
industry. We hope this encouragement
will be freely extended by the commu
nity generally.
On the part of the men the public will
expect good habits, good manners, strict
punctuality, prompt execution of their
vork, neat personal appearance, and a
rigid adherence to their regular terms
and prices. Men who fail in any one of
these particulars will fail of any success
themselves, and will injure the reputa
tion of the whole enterprise. The agent
of the Company is Mr. W. C. White
man, 42l Walnut street, and any dere
liction Of duty on the part of the mes
sengers should be promptly :reported to
him. Let these gallant soldiers, many
of whom have been maimed and wound
ed in the service, have a fair chance to
earn an honest living, and the benefit
which they derive from the establish
ment of this Messenger C9rps will be
shared by all who encourage and em
ploy them
