The Recon struction Committee will bring forward in the course of a few days an amendment to the Constitution inregard to representation, which is to be the basis of the settlement of the whole question of the admission of rep resentatives of rebel states, and which will receive the sanction of two-thirds of both Houses of Congress. The Senate, yesterday, in executive ses sion, hung up the nominations of Lewis D• Campbell as Minister to Mexico, and Frank P. Blair as Collector for St. Louis. These gentlemen are understood to be inimical to Republican principles. All other nomi aiations of a similar kidney will be treated in like manner. Congress is determined to take the neces sary steps to hring Jeff. Davis to a speedy trial. They do not mean that the Presi dent shall throw the responsibility of the trial of this traitor upon Congress. The decision of Secretary McCulloch, to 'destroy all compound interest notes re ceived for redemption or otherwise, is the first step towards his policy of contraction. WASHINGTON, -April 11th.—Daring the month of March the Postmaster General has caused the following post offices to be re opened :—ln Virginia, 104; North Carolina, 39; Western Virginia, 8; Georgia, 30; Ten nessee, 22; Mississippi, 5; Delaware, 8; Ar kansas, 11; TexaS, 26; South Carolina, 4; Louisiana, 9. Total, 247. The Department has also, in the same period, established 139 new offices, 36 have been discontinued, and the names 'of 25 have been changed. Special Agent Parker, who has supervision of the -Virginia mail service, came up yesterday and reports most favorably on the restoration of postal facili ties in that quarter. Contractors are per forming the service regularly and with fidelity. The post offices are well attended to and the people generally are highly pleased with all the mail arrangements. No arrests have, as yet, been made. - LATER NEWS FROM EUROPE, Arrival ofthelPereire STEPHENS REPORTED ON BOARD. AUSTRIAN - PRUSSIAN AFFAIRS. NEW YORK, April 11th.—The steamer Pereire arrived at this port this morning, from Havre, on the 29th tlt. It is supposed that Stephens, Head Centre Fenian Brotherhood, is a passenger. The steamer Cella, from London, has also arrived. The steamer Pereire left Havre on the 29th, and Brest on the 30th ult. She brings Paris papers of the evening of the 30th, from which we obtain the following late news: The Provincial Correspondence of Berlin, of the 28th, says—ln view of the danger to Prussia from the concentration of Austrian troops, it is supposed that orders have been given which will enable Prussia to success fully resist any attack. A. despatch from Odelberg, 28th, says a war powder train, composed of six wagons, passed by Osweiczin, Silesia, recently, des tined for Cracovia, and that numerous bo dies of troops from .Hungary arrived at Lemberg, and were expected at Osweiczin. A Berlin telegram says that measures touching Silesia were taken at a meeting of council on the 27th. A despatch from Vienna, dated the 28th, protests against the statements of the Prus sian journals, and says—There has been no rendezvous of a corps d'arm6e, no purchase of horses and no levy of troops on the part of Austria, and the Imperial Govern ment has omitted to take measures which are justified by the language of the Prus sian sheets, for it would not needlessly increase the burdens on its finances. A telegram from Beyront states that the Turkish troops evacuated La Montagne on the 28th of March with a view to the pacifi cation of the country. Duke Nicholas of Leuchtenberg has been appointed Honorary President of the Rus sian Commission to the Paris Exposition. Si :iii 11119{1IVA AN ALLEGED HOMICIDE DELIVERS HIM SELF I:FF.—William Goulcher, a young man against whom an indictment for homicide is pending, delivered himself into the cus tody of Officer Winehold, of the First Dis trict, this morning. It seems that in No vember, 1860, a man named Noah Mick, was in the lager beer saloonof John Simons, at Second and Saranac streets. Goulcher and Mick got into an altercation. Mick was sit ting on the table at the time. He was struck by Goulcher and knocked off. Goulcber, it is alleged, then kicked Mick, and he died a short time afterwards. Goutcher then en listed in the navy and has served faithfully throughout the rebelli4n. He has now in his possession two• honorable discharges. He returned a few days ago and this morn ing sent for Officer Winehold, who is sta tioned at Seventh and Carpenter streets. The policeman went to Goulcher's house on Third street, near Federal, and the young man delivered himself into custody. He was taken to the Central Station and handed over to the Chief of Police, by whom he will be passed to the proper authorities. About six o'clock this morning a male infant apparently about five days old was left on the steps of the Orphan's Asylum, at Seventh and Spruce streets. The little fellow -was sent to the Almshouse. SUDDEN DuAerizt.—This morning, about twenty minutes past seven, a man named H. Leland, a house carpenter by trade, em ployed in the erection of a bonded ware house at Swanson and Almond streets, fell dead. He was about 40 years of age, and resided at 115 Federal street. Heleaves a wife and three children. He was a member of the 50th N. Y. Engineers, and served three years in the war: The cause of his death is supposed to have been disease of the heart. Tna Km - Pm—Last evening, between 9 and 10 o'clock, a man residing at the southeast corner of Ninth and Shippen streets, got into a quarrel with his wife and was badly cut. He was removed to the Pennsylvania Hospital. About half-past ten o'clock last night a row occurred in Shippen .street above Eighth. A man named John McAllister was severely cut by a colored individual. His wound is not considered dangerous. StrICIDE.—A Airs. Wilson, aged about 50 years, residing on Washington street, below Tenth, swallowed a quantity of arsenic last night. Medical aid was summoned, but all efforts to save the life of the woman were fruitless, and she expired. Three times pre vious she is said to have attempted self-de struction. It is believed that family trou bles prompted the act. Coroner Taylor was notified - to hold an inquest. ATTEMPTED ROBBERY.—Upon this charge a colored man, named Chas. Budd, was ar raigned before Alderman S*ift, this mor ning. It is alleged that he raised the window of a drug store. at Ninth, and Lombard sts., last night, but was driven off, and after wards made a similar attempt on another store in that neighborhood. GOING TO MONTANA.—The boats adver tised to leave St. Louis for Fort Benton are leaving, one by one so as to be on hand in the Upper Missouri by the time of the usual high water. There is no lack of freights, and many boats are full, figuratively speak ing, before they haul up to the landing to take on freight. The emigrants to Montana hall from nearly all sections, but it is noticed a large proportion of them are from Kentucky, Tennessee and Missouri. The charges on freights to Fort Benton are very high, and the boats, if well insured, must reap golden harvests. The emigration fever is very peculiar. It is - infectious. and car ries off a large floating population from cities and towns every year. Nevada, and even California, present more substantial chances of wealth to-day than Montana. Two lads, named Gideon Welles and Dudley Goff, aged about sixteen years, re siding in Morgantown, West Virginia, were arrested a few days since for arson and placed in jail, from which they managed to escape the same night, by digging through two brick walls with a poker. THE citizens of Alliance, Ohio, are in a fever of excitement over the prospect of a new rolling-mill to be built in their already flourishing town.
