NEW Yong, March 28.—The provisional contract for the consolidation of the various great Express - Companies was accepted yes terday by the National Bankers' • Express Company. It is understood that the ar rangement is to increase the.capital of the old companies, to the extent of $5,000,000, Which is to be taken by the National Bank ers' Express Company. EENATF..—After the reading or the journal, Mr. Sumner rose and said: Arr. .President—A great bereavement has fallen upon the Senate. Air. Foot, a Senator of Vermont, one of our most honored associates, and the old-et amongst us, in continuous service, died, this morning. at elg at o'clock. He has passed from his scene of duty and honor. In the presence of such a sorrow, it seems better that public business should be suspended in this Chamber for to-day. Accordingly I shall make a motion which, I believe,' will have the sympathetic concurrence of the Senate. I make it in the absence of the surviving Senator of Vermont; who is now necessarily engaged in attend ance upon the family of the deceased, and after consul tation with him, I move that the Senate do now ad journ. The motion was carried, and the Senate adjourned until to-morrow. HOUSE.—Mr. Wilson (Iowa), from the Judiciary Committee, reported back a bill to provide foe the set dement of the accounts of certain public officers. • It provides that all moneysraised in the United States for the support of relngees or freedmen, and received by any officer of the United States army, shall be charged against such officer on the books of the Treasury De partment, and accounted for by him in like manner toff 'such moneys had been drawn from the Treasury of the united States. • • - Mr. Wilson explained that the bill was necessary in order to authorize the Third Auditor of the Treasury to settle the accounts of officers of the Freedmen's' Bureau for funds received by them other than by appropriation from the Treasury. All the funds received by officers of the Bureau from donations were reported by them to the Treasury De partment and charged In the books of that, Depart. meat, against them; but there was no law authorizing .the settlement of these accounts from funds received In that way. • The bill was considered and passed, Mr. Kelley (Penna.) offered the resolution of In qeen uiry in rde regard to the Can, which had In been objected to yester d a y. of No ada objection being =ode. the resolution was considered and adopted. Mr. Morrill (Vt.), from the Committee on Ways and Means. reported a bill to amend the Internal Revenue Act of June arch, 1864, and the ea amendatory thereof: amerced March Bd, 1885. He stated that it was the purpose of the Committee on Ways and Means to re port a bill extensively modifying the income tax and that in order that It may take effect this year. it was desired that .the levying and collection of such tax shall be postponed for two months. This applied also to the annual tax in relation to Schedule A. He therefore asked that this bill be con sidered now, in order that the committee might have time to report such a bill as would meet the approval • of the House, which they would do at as early a period as practicable. There being no objection, the bill received its several readings, and was passed. It exacts that alt proceedings touching the levy and collection 01 the annual tax. provided in Schedule A. of the Section one hundred of the act to provide in• ternal revenue, dbc., approved June 30th, 1164, and the act amendatory- thereof approved March 3d, 1865, and all proceedings for the levy, return and collection of the income tax, approved by the said act. be post poned for the space or two months. Provided, That all Lb &previsions, remedies and penalties in the said act shall remain lu full force and effect in all respects, except so far as the same are changed as to time by the postponement aforesaid The Home proceeded to the regular order of busi ness, the consideration of the Bankrupt Law, on which the House had yesterday ordered the main question. Sir. Jenckes (B. L) having charge of the bill, ex pressed his willingness to have the vote oh the pas sage of the bill fixed fora further day in order to accommodate members who were absent who desired to vote on it. Mr. Schenck (Ohio) remarked that tne about that vas there were several members about to leave the city who were anxious to vote on this bill. He did not see that there was much likelihood for the House being fuller a week or two hence than it I now. Mr. Ross (M.) objected to debate. Senckes moved to reconsider the vote by twhich the main onestlon Was ordered yesterday, in order to postpone the MIL Mr. Washburn (m.) moved to lay the motion to re consider on the table. 31 r. Davis, Be Haven, Donnelly, (illegal). Hood Lee, Quigley, Ruddiman, Saber, \Vat; and Thomas The noes were Messrs. Freeborn, Soseabs. Kerns anti Wallace. Absent. Messrs. M arks and Sterner. Mr. Hurts endeavored to call up an act relative to the Centre Coup ty Agricultural College, but the House refused to suspend the rule. The supplement to the Young Christian As sociation passed.
