Pepper, of, Norfolk, who was arrested
herelesterdl4% by order of Major-General
- Miles, 'WE here this morning for Richmond'.
Virginia. Investigation into his colozina
tion scheme will be immediately made by
Major-General -Terry r atßichmond, and the
result will,. in _ a few days, be made public.
Several prominent citizens of Norfolk called
on Mr.- Pepper,-at the Hygela Hotel at this
plar, yesterday afternoon, and tendered
h'n their assistance-and sympathy in his
_unfortunate situation.
Energetic efforts to obtain the requisite
pecuniary aid and assistance, are , being
- 'made - hv Colonel James Curry, Chaplain
'James Marshal ann others connected with
the' board appointed to solicit, funds and
material for - the completion of the soldier's
Monument. This monument it is proposed'
to erect in the large cemetery about a-mile
beck of the Fort, where' several --thousand
soldiers lie .buried, who fell during the
memorable campaign-on the Peninsula, or
have since died , the victims of disease,

- About twelve hundred' dollars has been
subscribed, and all that is needed now to
complete the, work are the -proper steps on
pptheipart of the Government to Secure the
land and have it surveyed, preparatory to

FORTRESS 'MONROE, Mar. 23.—The steam
er Peril, from Mobile for New York, put in
here short of coal.
Freights at Mobile were dull.
The coastwise steamer Ceres had left for
New Orleans, and the steamers Mercedita
anolGulf -Stream were to have sailed for
New York in ballast.

Atlantic Telegraph Company.
The annual meeting of theshareholders of
the Atlantic Telegraph Company was held
ft London on thii Bth of iNfarch, Mr. C. M.
Lam son, ;the Vice President, presiding.
The directors report explainsthe stepstaken
for carrying out the enterprise by means of
the newly formed Anglo-American Tele
graph Company acting as agents of the At
lantic Company, particulars of which have
been already published. The Chairman
moved the following resolution:
"That the arrangements made by the di
rectors for completing telegraphic commu
nication with America during the present
year, and their explanation or the contract
executed between the Atlantic Telegraph
Company and the Angle-American Tele
graph Company are approved by this ex
traordinary general meeting of the ,share
holders. -
After some discussion, the resolution
'magi unanimously adopted. It was stated
that half the capital of the new Company
had already been applied for, and there
was no doubt it would all be speedily taken
up.
The Telegraph Construction. and Mainte
nance Company are now making over one
hundred miles (nautical) of cable per week,
.and the Great Eastern is reported to be
ready tolleave Sheerness for "Valencia the last
week in June. Captain Anderson, Mr. Can
ning, and all connected with the new expe
dition, express undiminished confidence in
laying the new cable and in getting up and
completing the portion of the one ,laid last
summer.
The share of the new Company were
quoted at i@i premium.
New Jersey Politics.
TNENTON, March 23.—The following res
olutions, indorsing the majority in Congress
.and deprecating the course of President
Johnson in opposing the action of the Union
majority, were sent by National Club, of
Hoboken, to Hon. James M. Scovel, who
offered them in the State Senate. They
were referilill to the Committee on Federal
Relations..
Senator Scovel gave notice that he would
bring his resolutions on the state of the
country to a vote at an early day.
1. .Reso t red, That we consider the Unioo
majority in both Houses of Congress as the
faithful representatives of the loyal major
ity of the nation. ,
2. Resolved, That we consider Congress as
solely entitled to prescribe the conditions of
reconstruction of the seceded States, among
which the most essential, in our opinion,
are and ought to be a vigorous exclusion of
all the leaders of the Secession movement
from any political rights whatever L and*the
admission of the freedmen to the elective
franchise on the same fobting as that•of all
freemen.
3. Resolved, That the opposition of Presi
dent Johnson to the course of the Union
jority of • Congress is in every respect un
warranted,'and a defection from the cause
of human rights and National progress.
A HIGHWAYMAN.—A. week or so ago, as I
Mr. Samuel Kelley, of Newtown Square, I ,
Delaware county, was taking some pork to
a (=tomer he overtook', as he supposed,
a fashioniibly dressed lady, with gig-top
bonnet and veil, close fitting coat, oat in the
latest style, muff and furs, and, to all au- .
pearances, very tired and weary. As Mr.
K. drove up, she asked him if he would not
assist her on her journey. Pleased with
the looks of suctan passenger, he stopped
his horses and helped her in. They had
not rode very far, hoWever, before Mr. K:
- criscovered, to his surprise, that the pre;
tended "female" had long boots on, which
•i she unfortunately disclosed to his view.. At
`this he grew very suspicious of his passen
ger, and intentionally dropped his whip
to the ground and asked the "lady" to
to get out and pick it up for him,
remarking at the same time that his horses
• were very spirited and would not stand.
The lady politely got out of thewagon, but
before she got back with the whip, Mr.
Kelley gave the reins to his horses, and was
safely out of her reach—minus only the
, whip and her interesting company. The
lady bad left her muff on the seat, which
• Mr. Kelley picked up, and out fell a large
dirk knife and one of Colt's revolvers.
Putting the boots, knife and revolver to
gether, it is very evident Mr. Kelley had
"waked up the wrong passenger." The
lady was no doubt a gentleman, and but
for the lucky 4iscovery of the "boots," he
doubtless would have been robbed—perhaps
murdered. This event occurred some eight
or ten miles.east of West Chester.7—Becord.
