WASHINGTON, March 24.—The Senate Fi
nance Committee is unanimously in favor
of the Loan bill which passed the Honse
yesterday. The Secretary desired Unlimited
authority in the matter, but is satisfied
with this bill. He is determined to bring
about a reiiumption of specie payments as
speedily as possible. •
The veto of e the Civil Rights bill will be
sent to Congress on Monday. The ground
taken by, the President is stronger than that
taken in his - veto of the Freedmen's : bill. He
pronounces all such legislation revolution
ary*
The vote on the proposition in the Naval
Committee to accept . Leaguer Island, in ac
cordance with the request of the Secretary
of the Navy, will be nearly unanimous. The
Senate Naval Committee is also favorable to
League Island.
'From Mexico
NEw ORLEANS, March 23.—The Picayune
has the following Frezich version of affairs
in Mexico, received by the arrival 'of the
steamer Sonora from Vera Cruz, onthe 12th,
via Tampico on the 15th, and Bagdad on the
18th.
The weather at Vera Cruz is already quite
warm, but healthy. The population large
compared with what it was in form( - /ears.
Business is lively, and the work on the
railroad from the sea coast in the direction
of the capital is progressing rapidly, but it
is no: in running order farther than Paso
del Macho, 45 miles from Vera Cruz.
The commission which went to the city of
Mexico to announce Leopold'a death, in re
turning to Vera Cruz,was attacked by guer
illas at Rio Frio, between Puebla and the
capital. One was killed, another had an
arm fractured and afterwards amputated,
and a third was badly wounded.
A passenger iby the Sonora, who left San
Luis Potosi, February 13th. and went via
Queenstown to Puebla and Orizaba, reports
business dull in San Luis; rents are unac
countably high; mines, and especially the
Catareo, lively. Mestof the Americans are
at Cordova. Regular stages are running
between San Luis, Monterey, and Saltillo.
No communication with Matamoras or
Tampico. . '
All was quiet in San Luis, but not in the
_country around. Between Sin_ Luis,
Quereta and the City of Mexico all was
quiet.
The City of Mexico dates were to the 25th
The• Capital was full of people but
dull, very feW Americans were there, all
having gone to Cordova.
No sickness at Vera Cruz, Tampico or
Bagdad. Small numbers of troops are con
stantly arriving from Europe, and not
many leaving; only such whose terms of
service are up. About 30,000 French troops
arS in Mexico.
General Mejia is the most highly trusted.
Death of Gen. Seth Williams.
BosToN, March 24.—Brevet .Major-Gen.
Williams died last night at the residence of
his sister, of inflammation of the brain, pro - -
bablY superinduced by his severe labors in
the Adjutant General's office for the past
eve years. No officer could die more re
gretted or beloved.

AUGUSTA, March 23.—The negro Essex
Walker was hung here to-day, for the
inurder of Thomas Byrne, of Burke county.
From Savannah.
SAVANNAH, March, 21.—The steamship
Xissouri has not yet arrived here. The
Livingston has put into this port.

CITY BIILLETINf.
INQUEST CONCLUDED.—Coroner Taylor
Concluded the inquest in the case of liirS.Emeline Snell,
yesterday afternoon, Mrs. Snell. it will be_ remem
bered, was allot while walking along Girard avenue
with her husband and child, on the evening of the 7th.
Sbe died on the 10th. and the attending physician, Dr.
Kline, certified that death was caused by a nervous
shock. The Coroner was: not notified and the body re
moved to Norristown for interment. Being beyond
the jurisdiction of Coroner Taylor, certain affidavits
were necessar/before a disinterment could be had.
As soon as these were procured the investigation com
menced. A post-mortem examination by Dr. Sheo
-1 leigh showed that death resulted from concussion of
the brain, caused by the shot. The ball was found in
the bead. • Several witnesses were examined but there
was no testimony to show who had fired the shot. The
;Verdict of the jury therefore was that death was caused
by a pistol shot fired byaparty unknown. -
A DtsrunnArtoz.—A party of Irishmen
•
who had been entertaining a cOuple of friends who
bad just arrived from the Emerald Isle, yesterday. got
pretty full of whisky, and at four o'clock in the after
noon kicked up a disturbance at Fifth and Market
streets. The Whole crowd fell into the hands of the
police. One of them, named Joseph Morrell, had a
.Nbilly" on his pAlrson. Hewes held in 'LOGO bail, by
Alderman Godbou, to answer at Court. The others
were held for breach of the peace.
THE HIGH SCHOOL INV,ESTIGATION.—The
Special Committee engaged In Usvestdgattaf; the Com*
piaLutagainst Fret Maguire, principal of the
Central Migh SWIM, held another 'leaden yesterday
afternoon. Profe. Rhoades. Hopper and Haverstick
were examined. The evidence went to show that
there was ereat inefficiency in the management of the
affairs of theichool.. The next meeting of the Com
mittee will beheld on Monday afternoon.
ATTEMPTING Ta SOHOOT.—Yesterday after
noon Patrick Flanigan, tbe proprietor of a liqunr
store at Crsase and Thompson streets, got into a diffi
culty with a man in his establishment, and, it is al
leged, attempted to shoot ht with a revolver. When
arrested be is also alleged to,have threatened to tire
upon the officer. Pittrick was taken before Alder
man Shoemalier asd was held in VW" 0 bail for carrying
concealed deadly weapons.
WELL AumEn.:—This . morning Sergeant
Neff overhauled four suspicious Colored men at Sixth
and Bedford streets. Three of the men got' away, bat
the other was captured. The prisoner bad on his per
son a loaded revolver and several knives- Also, a
pocket•handkerchief, marked "E. L Osborne." He
gave his name as Robert Thomas, and was committed
by Ald.Tittermary. •
F' um.—About four o'clock yesterday af
ternoon a fire broke out In the cotton pressing estab
lishment ofJ. Howard. No. 341 Frankford road. The
building was a two-storied brick, the first floor being.
used for drying puTposes. The flames spread rapidly
through the loose cotton, and the structure was pretty
well burned out. A large quantity of cotton in a back
building escaped. The lose is estimated at t 2,000.
ADMITTED TO THE Philadelphia,
March 24th, 1866, on motion of Bonjamin Barrio
Brewster.PAq., Wm. Knight Shryock• was this day
admitted to practice as an Attorney in the District
Court and Court of Common Pleas for the city and
county of Philadelphia.
PORTION OF A DROWNED BODY FOUND—
An arm and shoulder was sound in the kDelaware. at
tdmpaon et. dock, yesterday afternoon.
The limb here the appearance of having been in the
water a long time. Efforts wer.' made to find toe re
=tinder of the body, bat were unavailing.
DLSCHARGED.—This morning Recorder
Nnett gave his decision in the case of Sohn J. Collins,
who has had several hearings upon the charge of Sell
ing lottery policies. The case was dismissed on the
ground that Collins is already under 13,500 bail before
Alderman Lutz upon a similar charge and the case has
been returned to Court.
BAD Boys.—Five boys, who have been in
the habit of annoying the public acbool at Fifteenth
and Fitzwater streeta, were arrested yesterday, and
after a bearing befereAld . Lutz, were committed for a
breach of the peace.
ASSAIMT WITH A. RAZOR .—A colored man
named Chula!' Sands was arrested last evening at
Fifth street and Girard avenue for attempttng to cut a
woman with a razor. He was taken before Alderman
Shoemaker and was committed to answer.
FUGITIWE FROM RISTICE.--4 . 0h11 Brown,
alleged to be a fugitive from justice from Mount Holly
New Jersey, was arrested last night by the Harbor Po
lice, He was sent back to New Jersey.

A. Fernley, the newly appointed pastor of Nazareth
M. E. Church, Thirteenth street, below Vine, will
preach to-morrow morning.

ire Bonallts.—The Scientific American says:
"As incrustation is the sole cause of the destruction
of Boilers, we do not see why owners ao not employ
some means to obTlatetbe evil. The thickness of an
egg-shell between the water and the iron compels the
use of 1.5 per cent. more fuel to generate steam; and,
as a crust one-fourth to one-half inch is no uncommon
occurrence, the immense waste of ftiel and the more
rapid burning of the iron are readily seen.. Repaint°
some of the western boilers coat 2,000 dollars a year.
This and the fuel wasted might both be saved it the
boilers were kept clean, as iron cannot burn with water
next to it. Hence will be seen ,the advantages and
necessity of preventing scale. The item of stopping
works to scale boilers is no inconsiderable amount. The
apparent loss of the day is trifling, bat in large estab
lishments, where large capital is idle—the men off and
not to tarn up when wanted—should induce every
mill owner to save this lost day, which need occur but
once Matz or twelve months if no scale formed."

"DEAR SIR—In the boiler connected with oar estab
lishment, we have bad one of your Anti-Lacrustators
in use since February Bth, 1861. AL that time our boiler
was comparatively new, but scale had already formed
in j it. and in some Instances we took out piectze from
one-sixteeoth to one-eighth of an inch in thickness.
"Our - method of cleaning then was different from the
present. By the use of the Anti-Incrustator, we are not
compelled to slop our works, as formerly, as the instru
rnent keeps the boiler tree from scale, and consequently
clean, without trouble. , Pick, scraper and hammer are
dispensed with, and the injury liable to boilers by clean
in g with the old process is entirely removed. The Anti -
Incrustator we consider of great value to every mann•
facturer. Our experience, from its use, eves us much
pleasure to state that it saves fuel, a vast deal of trouble ,
and renders the boilers more secure under all circum
stances. Since its introduction we use doable the power
in our works that we did previously, and with lees
fuel. Our bOiler is 28 feet long and 60 Inches diameter,
with two return flues 12 inches diameter,

Fourera DAY.—The Conference was called to order by
Bishop Scott. and the devotional services, consisting
of readings portion of Scriptures singing and prayer,
were conducted by Bev. J. 5, Heisler.
Minutes of the preceding meeting were then taken

settled with himconcerning the business of the book
concern.

The Rev. Messrs. Atwood and Robinson were here
introduced to the Conference.
The case of Henry Beigle was called, and his rela-
tion as supernumerary was continued. •
The fifth question was called. and considered, when
R. M. Stratton was elected to Elder's orders.
The question of orders of local ministers and deacons
was called, and S. L. Johnson was elected to a deacon
ship. This question elicited considerable remarks
generaLy, which were duly appreciated.
The application for deacon's orders by R. L. Barwiss
Was refused. S. G. Jarmon was elected, Considerable
discussion prevailed on these applications, when Mr.
Cheston was also elected. Mr. Hopkinson, from the
Methodist Protestant church; was received into deacon
shin. •
Peter Provost was admitted to trial in the Confe

ment Loess were steady at MAU for the Coupon Sixes,

Thirties, and 90l Ibr the Ten-Forties. State Fives
closed at 86@56%, and City Lean%, Of the new issues, at
bz. Camden and Amboy Railroad, Pennsylvania Rail
road, and Northern Central Railroad s advanced
Beading Railroad closed at 50%—a declke of %, and
Catawissa Railroad Prefhrred at 49—a decline of 51%
was bid for Mine Hill Railroad; 29 for Little Schuylkill
Railroad; 36 for North Pennsylvania Railroad, and 39%
for Elmira Railroad Preferred. In Canal shares and
Bank stocks there,was not a single transaction at the
resider Board. In Gila the only activity was in Ocean,
which sold at 61,146%. Coal stocks were neglected,
Passenger Railway shares were not offered, to any ex
tent. 6136 was bid for Tenth and Eleventh Streets; 47
b. o for Hestenville; 19 for Thirteenth and Fifteenth
Streets; 123 for Seventeenth and Nineteenth Streets

Resolved. That the policy of printing , public money ,
in the Treasury has resulted in a great saving of ex
pense to the Government, and security against frauds,
and that the affairs of the printing bureau have been
administered with marked ability and Integrity.
In addition to this there was a report from Governor
Fenton expressly stating that be concurred with the
report of the Committee in everything except a reflect
lion on the New York Bank Note Companies.
Mr. Wilson (Iowa) said that he bad not concurred in
the conclusions of the Committee. and that if the re
port had been presented to him for! his sigizatere.be
would not have signed it. I
Mr. Garfield (Ohio) stated that this was the first
time he knew that the gentleman from Ohio dtssdiated
from the report of the majority. The majority had
authorized him (Mr. Garfield) to make it, and he had
made it..
