Adjourned. , - • ' • 'Houss.—The following bills passed.: Allowing the Apprentices' Library Com liany to fix their quorum: Reorganizing the Pennsylvania Steel Compank, Incor porating the Crescent Library. Allowing ,Trankford and Holmesburg Railroad Com pany to extend their track to connect with the Philadelphia and Trenton Railroad company.. Afternoon Sesaion.—An act incorporating the Union Mutual Fire Insurance Company .of Northampton was considered. Its pas ,sage was urged by Messrs. Quay, Shenk, Thomas and other Republicans in behalf of :the Republican caucus. which had pre viously agreed to sustain the present bill the grounds that an existing insurance cona pany in the same county, and which was ,opposing this bill, had refused during the 'war to allow any local managers to remain inoffice.: For , this reason the Republicans of Northampton had decided to form a new .company, and asked the incorporation of the Union Mutual Company. On theother hand Messrs. Myers, ' Donnelly and other Democrats denied that there were any poli tics in the matter. The new bill passed to at third reading. • An act to authorize the North Pennsyl vania Railroadto borrow money was passed. The General appropriation bill was dis -cussed, and the following items agreed to by the House, •viz: The Governor's salary, .41,000; Secretary of Commimwealth, $2,000; Attorney General, $3,000; Auditor General, '•S2,000; Surveyor General, Ill,600; State Trea surer,sl,7oo; Superintendent of - Schools, S 1,80: For Soldiers' Orphan Schools, $250,- 000; Common Schools, $365,000; Judges :of Supreme Court, $5,500 each; Salaries of judges of District Court and Common Pleas, $5,000 each. Efforts were made by country : members_ to revise this, but Messrs. Quay, Ruddiman, Thomas and Davies insisted on $5,000, which was finally agreed to. During the discussion of the South Street hallway supplement, Mr. J. T. Thomas -moved an amendment requiring the com pany to carry passengers through to Gray's Ferry without change of cars and for but one fare. This amendment was lost. Phila delphia members voting yea were Messrs. Adair, Freeborn, Gheghan, Kerns, Quigley, "Ruddiman, Sterner, tinbers, Thomas and Wallace. Those voting nay were DeHaven, Donnelly, Hood, Lee, Marks and Watt. Absent, Davis and Josephs. Confirmations. The Senate has confirmed the following nominations : Edward M. From Fortress Monroe FORT MoNROE, March 20.—A large and •enthusiastic meeting of oystermen was held in Norfolk a few evenings since, for the pur pose of taking into consideration the arbi trary features of the present regulations re specting the oyster trade, and to inaugurate some line of action tp test their constitution ality. The existing regulations are very un popular among the oystermen of Norfolk, and the meeting unanimously adopted a series of resolutions explanatory of their views in regard to the subject. It has been currently stated here to-day, ,on good authority, that Clement: C. Clay, the .companion prisoner of Jeff Davis in the For tress during the period of his captivity, was to-day granted, on his 'parole of honor, the freedom of the grounds inside the walls du ring the daytime, on retiring to his cell at ;night. Bhode Island Democratic Convention PROVIDENCE. R. L, March 21.—The De mocratic State Convention was heldpin this .city to-day. Thomas Steene, of Smithfield, presided, and William J. Miller and George :N. Bliss acted as Secretaries. No nomina tions for State officers were made. A committee was raised to bring forward .a ticket hereafter, if deemed expedient. Resolutions were adopted declaring the Constitution to be the foundation of A.meri ,can liberty, opposing taxation without re presentation, and indorsing the policy of _Andrew Johnson. .The Assassination—Attempted Suicide of King.
