NEWS FROM OtTBA. The Cargo of Captured Neeroes—The- Slave Depot of Cape San Antonio ---Horrible Condition of the Negroes---Reported Re-. signation of Captain General Dulce, &c., &c. [Correrpondence of tb e N. Y..llembij • IlAvAxa,March 15.-lannounced in my last letter the arrival here of the steamer,, Neptune, with the schooner Matilde, with three hundred and seventy-five negroes ' captured from a slave expedition, and that it was reported that_one thousand-five-hun dred and seventy-two in`all had been cap tured., The facts are as follows: His •Ex cellency Don Francisco Marty, - since No vember last, has received three succeive iota of negroes, amounting to one thousand two hundred, who -were_ landed near tape Ban Antonio, most of whom were sold. Of . those on the Matilde:only two hundred and seventy-five are_ considered h's 7 the govern 4112 meld: legal captires for one hundred - were *4O - sold to a wealthy planter here, and were on their way to this 'port with legal papers and permits, signed by Seiler Mendmn.a, the Lieutenant Governor of the department of Pinar' del Rio,' the 'Partner of Arguelles. Much [indignation is expressed here about these one htudired• negrees, who are con sidered as part and parcel of the illegal cargoes; hnt; according to the Spanishlawa, they have - been decided to be slaves and deliveredovertotheirowner, the said Marty. i The son of the Admiral of the Neptnne, who • saw these ;negroes at Cape San Antonio,; says the living - were in a horrible condition, and; the •dead were lying unburied on the shore. -He counted more than eighty of the latter, whomere left as food for the crows. • The - Colonial Minister.at Madrid sent out in October last a royal decree ordaining that all entancipadoes, or negroes captured from slave expeditions, now hired out by the Go vermnentto private individuals, should be 'returned to the Government - and sent to the island of Fernando Po. This decree was • •« received at a time when hands were needed, and Gen. Dulce was prevailed upon to refrain ' from immediately, utting it in force. Senor Naviesouez called the attention the Span ish Government to the fact, in consequence of which a threatening despatch was sent to General Dulce, which, caused the issue of " the famous decree of March 2. Bat on the 3.oth instant a counter decree render that of the 2d null and void. The upshot of all this is that. General Dulce sends by the steamer ' to Cadiz to-morrow his formal resignation • and be has declared that whether it is ac cepted or not he shall leave the island. I have; this from the best authority. Proceedings have been commenced in the • Supreme Court against the Military Inten dant,Banor Galvez, on account of an affair with a negress belongingto Senor Zmisnaba. Senor - Aeran, the District Attorney, is im plicated In the affair, which creates no little curiosity on the . part of the public. . The commission which let° go to Madrid to give information as to proposed reforms here is composed, in part, of the following membera:—Don Manuel de Armes and Don Manuel Calvo,• a slave dealer of Havana; the Marquis Montero, of Matanzas; Don Moralez Lernuz, of Lagoa; Don Nicolas .Ascarate, of Guinez. The other commis sioners have not yet been chosen. There; has; lately been an unusual num ber of• fires throughout the island. The .Diariq de la Marina, the organ of slavery, charges them to the negroes. Strenuous eirertions are being made to revive the slave trade here, which has been declining for some years past, while on the other hand there is a strong movement in favor of the total abolition of slavery in Cuba and Porto:Rico. The Steamer Morning Star arrived yester e 41 ' from New Orleane, and leaves to-mor , for New ' ork. The Cuba sailed yes terday for New Orleans. A train on the Havana and Matanzas A!,,Raitiroad was thrown off the track on the 4glflai . and two persons were killed and eight amided. Oh the next day another accident occurred . on the mime road, naar!3an Felipe by which Jive peksozu3 lost their lives and fif i teen were *minded. On the 10t h the warehouses of Messrs. Acevedo, Carera -41 t Co., and Pena, Rodri guez dr, Co., at Cardenas, were destroyed by supposed to be incendiary. By an arrival from Santiago de Cuba, we learn of the arrival of the French steamer •Caraibe, from St. Thomas; also that an American man-of-War, flying the pennant of an admiral, was there—probably the Rhode blimp, with Commodore Palmer on Board. • At Cape Haytien were the. Haytien war steamer Gallitea, the British steamers Aurora and Llly, and the United States gunboat De Soto. * At this sixty insurgents were under trial, . was supposed, that twenty of them would be convicted. The French bark Verena Collet arrived here on the 11th,' with two hundred and twenty;five coolies from Macao. Several other cargoes are to follow. The British corvette Carmen arrived her 6 on the 12th: It is reported that the slave dealers formed a plot to burn down the office of the Biglo • newspaper last Monday night. Precautions • were taken by Governor Dolce, by which • the building was probably saved from de struction. AINUSEMENTS.
