Wistanv corm., March 19. Senator Wilson was to
iay authorized by the Military committee to report
n important= equalizing bounties: , It.gives eight
oilers and st. quarter per month to :all soldiers ser

All bounties received from Government are to be
deducted from ibis sum. The lasVisecticia, provide.;
that the proceeds of the tax now laid,-Or berealfter to
be laid, on cotton shall be set apart as a fund for tae

said bounties. •
It is asserted quite positively to day that the Presi
dent will sign the Civil Rights bill, the objectionable
features having been removed by the Mouse.
The Reconstruction Comtnittee will report a Consti
tutionalamenciment, in a day or two. fixing the repre
sentation in she several States.
ale Loan bill will prob thly pass to-day, orbe recom
mitted to the Committee.

Loan Bill by eight majority. This secures its passage.

SENATE.-Mr. Wilson (Maze.) from the Committee
on military affairs,; reported the bill for the estab
lishment of an asylum fn* the; relief of totally disa
bled soldlsra of the army with certain House amend
ments which were agreed to.
3,1 r Wilson (Mass.), from the Military Committee,
reported a bill for the equalization of bounties to
Foidiers In the late war.: It gives to each
soldier who served in, the late ' war
eight ' and a third dollars per month
for every month of service rendered,
deducting .rom this amount all bountiesi paid by the
United btates. No bounties shall be paidl to deserters,
nor to any soldier discharged at his own kequest. Re r

representation in . Congress of the States lately in re
bellion,for the resumption of. the practical relations of
the said States to the United States. It was similarly
referred. '
Mr. Ilooper (Mass.) introduced the following bill:
Be it enacted de., That the act entitled "An act to
provide ways and means to support the Government,
approved March 3(1,1865, stall be extended and-con
strued to empower. the Secretary of the Treasury to
sellany description of bonds authorized by the said
act at such rates not less than par as he may, ithink
advisable for. lawful -- money - of- the - United " Statesor
to receive in payment any Treasnry notes, compound
interest notes, certificatea of indebtedness or of deposit
with the interest accrued thereon, which have been or
which mat , be issued under unyact of Congress.
It shall be the the duty of the Secretary of the Trea
sury to retire and cancel an amount of Treasurynotes'
certificates, or other obligations bearing interest elate(
in amount the bonds disposed of and the public debt
Shell not hereafter be Increased by the authority of
this or any previous acts of Congress; and from and
after the Ist day of July next, the interest on certifi
cates of deposit for temporary loans shall not exceed
the annual rate of five per centum. '
Mr. Hooper (Mass.) stated thartbe bill for the like
general purpose having been lost last week, he had
introduced this, and wished to' have it referred or em
bodied in what seemed to him, from the discussion'
last week, the wish of a large majority of the House.
Mr. Morrill (Vt.) asked how the bill came before the
House.
The Speaker stated that it was introduced under the
regular call of States for bills. The bill was read twice
and referred to the Committee on Ways and Means.
Mr. Eliot (Mass.) Introduced a bill for the settlement
of the accounts of certain public officers. Read twice
and relerrt d to the Judiciary Committee.
Mr. Hasson (Iowa) introduced IN bill to • amend the
act ofJuly Ist, 1862, for, the construction of a railroad
and telegraph line from the Missouri riN er to the
Pacific Cuss. Read twice and referred to the Com
mittee on the Pacific Railroad.

Mr. Bidwell (Cal.) intreduced a bill to enable the
state of California to reclaim the dry and sterile lands
withimthe limits of the said State. Read twice and

Mr. Bawstat (Pa.) in troduced the following resolu
tions, and demanded the previous question:
Resolved, That the Mated States cannot guarantee
the bonds of the Mexican or any other government
without impairing Its own credit and imposing new
burdens on its people.
Be,eolved, That the Enured faith of the American peo
ple is pledged to payment of our public debt, and
that it is ur wise to complicate our financial affairs by
the assumption of the obligations of other countries.
Resolved, That the true policy of the United States
is, in the laneuage of Jefferson, "Peace, commerce

The Committee appointed at the last session of this
Conference last year, to consider the memorial of the
•stees, Stewards, and certain- members of
Wharton Street M.. 8. Church, in•favor of returning to
the "Circuit system in cities," having met: and con
eidered the said - memorial, beg leave to report the
conclusions to which they come, in the following reso
lutions. - • • .
Ist.—That it Is inexpedient to recommend any
change in the present self-supporting stations;
241. That when two or mot? charges lie contiguous
and neither Is able to give an adequate support to the
minister, they ought to be united in a clrcun.
That we recommend that hereafter no circuit be
divided, unless each of the divided parts - be: able: to
give an adequate support to any minister that may be
sent to it,except in any case where itmay be necessary
to take appointments from a charge, which:shall re
main self-supportuntyto form a uew circuit or mission.
4th—That we thankffilly appreciate- the _ kind-con--
siderationlor . the elder - brethren of the Conference,
which supported the petition of the memorialists, and
thatwe earnestly commend that class of our brethren
to the attention of our churches and the'kind remem
brance of the appointing power.

their report. It has appended to it the following rem.,

Scripture.

ing opportunities for the wide spread - and distribution

Society and its auxiliaries, is unabated, and that we

0144 years next April belled not perhaps half a dozen
limes read his sermons. :He should' depart from his
usual course this Morning and read his sermon.
The text is found ins Deuteronomy 6th',chapter, 6th
and part of 7th,yerses.
We have nottoom to give even a synopsis of this ex
cellent sermon. A beautiful and striking analogy was
run between Moses and John Wesley, and the Anita
of Methodism were traced out by the hand of ernes
ter. The whole sermon was replete with perfectly
rounded sentences, and the most„startling utterances.
As a composition tt was worthy of the ahle r dh r hie
and-of the remarkable occasion which called it forth.
The strange scene was presentee of a vast and Intel!f
gent porgregatthn of clergy and laity being moved to
tears ano shr ute by a sermon which was toeing re .d.
Ea great was the tide of feeling during its delivery that
at times the minister was compelled to pause and
allow it to subside before he could go in.

-and three-quarters in its delivery, '

was sung, and the benediction welt pronounced.
A centenary Conference meeting will be held this
evening, at 7g o'clock, in the Union Church. Fourth
