CHEAP COAL.
The act incorporating the Manufactu
rers' and Consumers' Anthracite Rail
road Company, which passed the House
on Thursday, and was introduced into
the Senate by Mr. Connell with' a few
well tiled and practical remarld, bids
fair to become a law. It is upon its third
reading, and will be taken up on Tues
day next. Ma4y years haSe elapsed
since any railroad measure has been
brought before the Legislature of Penn
sylvania which, when consummated,
will inure more to the advantage of
Philadelphia, to the counties contiguous,
and, indeed, to the coal region to be
reached by its iron arms.
AB a competitor with the Philadelphia
and Reading and the Schuylkill IsTavi
gation Company, which two companies
now form really one line of transporta
tation, so far as concert of action in rates
is concerned, the results must necassa
rilYbe reduced prices for transportation,
and, therefore, cheap coal; for while the
Philadelphia and Reading Company has
been alleging on coal four cents per , ton
r per mile, on descending grades, the rates
of the Manufacturers' and Consumers'
Company are fixed by the act of its in
corporation at anuxximum of two and one
half cents per ton per mile.% The Penn
sylvania Railroad Company carries the
gas coal from Westmoreland county to
Philadelphia, over the heavy grades of
the Allegheny mountains, at two cents
per ton per mile, and surely, if "soft
coal for the East" can be carried at this
sum and under such circumstances for a
distance of 340 miles, why cannot hard
coal for the same point be carried over
the descending grades of the Philadel-
phis and Reading railroad for 90 miles
equally as cheap. The, nett profits of
the. Philadelphia and Reading railroad
for 1864 and 1865 amounted to $9,000,000,
a sum more than sufficient to build and
equip a good single track from Philadel
phia-to the Sehilylkill coal fields: while
the income returns of the coal operators
show enormous gains, which a whole
some competition of routes to a market
would have diminished to a fair and le
gitimate profit upon the capital invested,
and to that extent -benefitted not only
every private family, but every manu
facturer and consumer,whose profits are
to a great extent determinedby the price
he pays for hiS coal.
Philadelphia has more capital in
-vested in ber industrial enterprises,with
a larger number of operatives, than any
City in the Union, and the iron threads
of a single railroad are too slender a
security upon which to rest =the moving
power of this prosperity. And it, must
not be forgotten that the threads of that
single •line are chiefly, owned and en:
ti'rely managed by British capital,always
inimical to our great American system
of home protection, and which, in a re
cent article, we asserted might be as de
structive of our manufacturing pros
perity by controlling our railroad policy
and rates, as by 'controlling the law
making power of Cons.ress. Will our
Legislature and manufacturers make a
note of this? ,
Suppose the city of Pittsburgh, with
its vast and unequalled - deposits of coal.
dependent upon a single line of railroad
to furnish the fuel to her people and to
her furnaces and factories, and that road
owned and managed
~by interests rival
or hostile to her own. Her situation
would be rather precarious. Nature,
however, has given her the Youghio

: St. Patrick's Day has 'come and gone,
and Canada has not suffered from an
invasion or'an insurrection. But such
a terribly scared people.and government
•
were hardly ever known l a s the people
and government of Canada. - They
haVe, so say the telegraphic reports, got
over,their fright, and some of them must
be a little disappointed that they have
had no disturbance& They, have been
recruiting, drilling, and arming by thou
sands, and all against phantom foe.
The Fenians have fooled them most
completely, by, making them believe
that they - were going to move on the
Canadian lines on St. Patrick's day.
They scared all the British provinces so
that they are hurrying to adopt the
confederation scheme. and that which
•• diplomacy, argument and politics could
not 'accomplish, bids fair to, be effected
suddenly as a measure of common de
fence against animaginary army. This
will make one of the most laughable
pages in the political history of Her
Majesty's A.merican possessions.:,
'The smartest, as well as the most pru
dent th 'rig the Fenians have done, was
this refraining from a movement on St.
Patrick's Day. It has • "sold" the au
thorities badly, and made them a laugh
ing stock. But at the same time it has
shown that the leaders of the Fenians
have sense enough n.otto advertise all their
movements, with their dates and other
circumstances, beforehand. The fright
through which the provinces have
passed shows that they are weak and
vulnerable, and that they are conscious
of it. When we relnember how the
Canadian journals first laughed at our
rebellion, Jeered us about nobody being
hurt at Fort Sumter,and then when the
war became formidable, rejoiced at every
one of our discomfitures, and exulted
over the disruption of the republic as
being complete and irretrievable, we
cannot feel a particle of sympathy for
them in their present trouble, and as
our turn has come, we can afford to
augh at them. _ _
