The papers publish voluminous details of
the proceedings of the special commission
from. the special correspondents.
'The Times editorially contends that the
evidence leaves no reasonable doubt that
the mutinous spirit in Jamaica was rife for
rebellion, and that the massacre of Morant
Bay was not an unpremeditated erneute. It
affinits • that acts 'of detestable inhumanity
were committed by persons wearing- the
English uniform.
The correspondent of . the Star says that
the sober truth is more frightful than the
wildest imagination could have conceived.
The Daily News say that the first impres
sions of the terrible and unwarrantable
cruelty committed are undoubtedly con
firmed by the evidence.
Mr. Benjamin Coleman, editor of. the
Spiritual Magazine, who was under trial tit
the Old Bailey, for publishing„a„ libel on
Sothern, the actor, applied for a'-postpone
ment of the trial, on the ground that it was
necessary to procure witnesses from New
- York, the libel having been 'copied from a
paper published in that city (The Sunday
Times). The application was refused.
A scandalous divorce case had been tried
in London, The petitioner was Mr. Caven
dish, whOse wife, a daughter of Lord Clare,
eloped with Lord Cecil Gordon. The jury
gave Mr. Cavendish a verdict for £lO,OOO
damages. •
FRANCE.—In the Corps Legislatif, after a
debate regarding the temporal power of the
Pope, Favre and others having
spoken in favor of its separation from the
spiritual, the paragraph in the address rela
tive to the Roman question was adopted by
218 to 18.
Despatches had been. received in Paris,
announcing the death of the King of Siam.
The Paris Pattie says that the answer of
the Emperor Maximilian - to the mission of
M. Sailliard is not expected in Paris before
the beginning of April.
In, the Corps Legislatif, on paragraph
three of the address .relative to:. Mexico, M.
Rouher demanded that the debate should
be adjourned; as the communications of
France to Mexico could not have been re
ceived or examined:
The debate then turned on the question
whetlier paragyaph three should be voted on
or, suppressed.
Mr. Rouher said.that by voting on the
paragraph at once, without debate, the
Chamber would'not prejudge the question,
discussion being reserved until-thee recent
diplomatic'despatches are 'presented to the
Chamber.
The paragraph was finally adopted, with
reservation suggested by M. Rouher.
The Prince Imperial was suffering froth a

pany more than three and a half cents
per ton per mile on down grade along the
Schuylkill, while the bituminous coal usedby our gas works, more bulkly, is hauled
up the steep grades of the Allegheny Moun
tains by the Pennsylvania Railroad and
delivered in Philadelphia for about one and
three-quarter cents per mile. Give us this
bill, and we shall have no more such ine
qualities. It will benefit us far more than
the act which relieved us from the tax on
real estate. If we had had it during 1864
and 1865, it would have saved the people I
represent at least $2.000,000. I insist, there
fore, Upon its immediate passage..
Mr. Clymer did not know that he should
vote against the bill, but desired it post
poned and printed. He objected to a rapid
introduction and immediate passage.
In this view be was seconded by Messrs.
Bingham, Beardslee, Brown, Lowry and
Wallace, none of whom opposed the provi
sions of the bill, but desired its temporary
postponement, and a motion by Mr.Clymer
to read it a second time, print and postpone
it till next Tuesday, was unanimously
agreed to. Adjourned.
HOUSE.—The bill in reference to raising
the rate of interest passed to a third reading
and was laid over, under the.rules. •
An act providing for the "payment of a
bounty of $3OO to veteran volunteers, who
enlisted under General Orders 191, between
June 1863 and 1864, by thedifterent counties,
wards, dtc., to which they were credited,
was called up by Mr. Shenk.
Mr. Quay introduced an act incorporating
the Merchants' and Consume& Anthracite
Railroad Company, with Power to builda
single or double track road from any point
on the Delaware River near Philadelphia to
any point in the Schuylkill coal region,
with power to make branches and use in,
tervening roads, and with prohibitions for
the benefit of consumers' coal, that never
more than fwo and a half cents per ton per
mile shall be charged for transportation.
The bill was considered and passed unani
mously.
Various public bills were considered.
Among them, the act requiring city passen
ger cars to take the right hand track.
Mr. Glass offered an amendment prohibit
ing companies from -refusing to carry pas
sengers on account of their color or nation
ality, which was passed by a vote of 43 yeas
to 31 nays.
The Philadelphia members voting yea
were as follows—Messrs. Davis, Freeborn,
Herns, Thomas and Wallace. Those voting
nay were Messrs. Donnelly, Hood, Josephs,
Quigley, Ruddiman and Stevens.
The absentees were Adair, De Haven,
Lee, Marks, Subers, Watt and Ghegan.
The bill then passed to third reading, and
was laid over.
Joint resolutions urging the immediate
trial of Jefferson Davis were passed to third
reading and postponed. Adjourned.
