That at the end of each term of the Court of Claims, the Clerk of the said Court shall transmit a copy of the decisions - thereof to the heads of the Departments, the Solicitor, Comptroller and ..Analtor.of the Treasbry, the Commissioners of the General Land Office. and of. Indian Affairs, the Chief -of the Bureaus and other officers, charged with adjusting claims against the 'United States. • The amendment was agreed to, and: the bill so amended was passed. Mr. Spalding (Ohio) obtained:leave to make a per sonal explanation. He observed, by the reportin the Globe, that the joint resolution, which he had intro duced last Monday, touching the taxation of the na tional currency, bad been characterized by , the gentle. man - from Pennsylvaniapir. Stevens) as ' 'rank tuna diation." Nothing could be further from his (Mr. Spaloing's) mind than to infringe upon the national credit, which' he regarded as he did the apple of his eye. The object of his %resolution was simply to permit greenbacks to be taxed In his State just as State bank tittles have been' heretofore taxed there. He did not intend his joint resolution to apply to the interest bearing bonds of the Government. . Mr. Stevens (Pa) confessed that when he made the remark complained of, he was not aware of the pre cise object of the joint resolution and had only fol lowed the lead of the distinguished gentleman t'rom Illinois (Mr. Wentworth) whom he was always happy to follow. [Laughter.) He found, however, that the resolution was entirely different from what be had thought, and of course his re mark was entirely inapplicable. Mr. Donnelly (Minn.), by unanimous consent, intro. duced a bill granting lands to the State of Minnesota, for the establishment of an asylum for the relief of disabled soldiers and sailors. The bill was read twice and referred to the Committee on Public Lands. The House resumed, as the business of the morning hour, the bill reported yesterday by McCook, from the Committee on the Judiciary amendment to the act of March 3d. 1863, relating to the habeas corpus and regu lating judicial proceedings in certain cases. The substitute reported hype Committee, proposes to enact that "any search, seizure, arrest or imprison ment made or 'other trespasses or wrongs done or 'committed or any acts omitted to be done during the rebellion by any officer or person under and by virtue of any order, written or verbal, general or special, issued by any military officer of the 'United elates holding the command of Department, district or place within which such seizure, search, arrest or imprisonment was made, done or commuted, or any acts were so omitted to be done either by the person or officer to whom the order is addressed, or by any other person aiding or assisting him llterein, shall be' held and are declared to come- within the purview of' the act to which this is amendatory and within the purview of the fourth, filth and sixth sections of the said act for all the purposes of defence. transfer, appeal, error or limitation provided therein. The other sections of the bill relate to the defence to be made in such judicial proceedings. Mr. Cook (Ell.) explained and advocated the bill. It embraced, he said, two principles, which were also embraced in the habeas corpus act of 1833, approved and signed by President Jackson. These were first that the 'United States shall protect Its officers in executing its laws and maintaining its authority; and second, that the question whether an officer waS Acting under the authority of the United Ptates, shall be held in the Courts of the 'United States. These two principles he conceived could not be surrendered, without surrendering the power of the American Government. He moved to recommit the Mr. , Harding (ny.) opposed the bill and made a speech to show how it could be used to protect the most despotic and outrageous acts of 'United States officers or soldiers. ' MAW The morning hour having expired before the close of Mr.. Harding's remarks, the bill went over till to morrow. Mr.. Pike (Me.) asked leave to introduce the follow ing resolution: - Whereas, The Governors of several of the British Provinces have publicly warned our fishing fleets off the fishing grounds adjacent to their coasts, and have thus ,indicateda design to renew the nnreasonab 1 clams made by them prior to the negotiation of the Reciprocity Treaty, and to annoy our :peaceful corn- mercer • herefore resolved, That the Secretary of the Navy be requested. to send a Naval force to the fishing grounds to protect our citizens in the employment of their rights, as recognized by the treaty of 1783. THE SCHUYLKILL RIVER PASSENGER RA.ll.W.A.—Application has been made to the Legisla ture'by persons'residing and doing business along the Schuylkill river for a charter for a passenger railway from-Fairmount to Gray's Ferry, with the right to ex tend the sametb Pointßreeze. The necessity for some such means of communication between the north and southwestern portions of the, city has long been felt. These is no north and south road west of the Seven teenth street line, which is a half mile distant from the Schuylkill ffont at the, nearest point. Persons living • in the Southwestern portion of the city have no means of getting to and from Fairmount except by very cir cuitous routes, which require them to pass over three roads: whereas the construction of the proposed road would:open a direct communication.' QUARTER ElEssiorrs—Jude Ludlow—This mordiug John S. Lister was brought into Court on abench war rant to meet a charge of attempting to Interfere with the administration of justice. It was alleged that Mr. Robinson had his pockets picked of os7. The alleged pickpocket was arrested and Mr. Lister became his ball Subsequently Mr. Robinson watt waited upon by 1b r. Lister and asked if he :would give his word of honor not to appear before the grand jury if his money was returned. Mr. Robinson agreed to this. When the case was before the Grand Jury, Mr. Robin son refused at first to appear. Finally - he was brought in. and then desired to avail himself of his promise to testify. The Grand Jurors obliged him to testify, and brought the case to the attention of the Court. This morning Mr. Robinson was examined. and testified to the above state of facts.
