NTH HAMPSHIRE The political campaign of 1866 opens with a brilliant victory for the Repub lican rarty. New Hampshire, which used to be one of the mainstays of the old-fashioned Democracy, has re-elected her faithful Governor, and chosen a new Legislature, largely Republican. What ever hopes the copperheads may have had of dissension among the Union men, in consequence of the difference of opinion between the. President and the majority in Congress, must be destroyed by this and other signs of the times. The people of the States always loyal mean to stand by the principles for which they fought the late war, and they will sus tain their representatives in all proper :measures for securing the fruits of their victory. Let the Union men of Penn sylvania, take new courage from the victory of their brethren in New Hamp shire. We have a good while to work in, but it is not too early yet to organize, .so as to make sure of a rousing triumph for our candidate, the gallant Geary. GOING BATUMI TOO FAR. The conduct of England and of its Canadian dependencies towards the United States, during the rebellion, was se unfriendly and infamous that the American people care but little to what extent they are annoyed and distressed by the Fenian demonstration now in progress upon our own soil. We are perfectly willing that the Fenians shall talk as much as they please and de nounce England and the Saxons in the most peppery of town meeting resolves; but we are not content that our govern ment shall be involved in the move ment in anyway, even by implication. On Saturday next, the birthday of St. Patrick, is to be celebrated, in New York, by a grand Fenian procession. Nobody questions the right of the Fenians to parade on St. Patrick's or any other day; but we see it stated that Colonel O'Mahoney has ordered out a regiment of New York State militia (composed of Irishmen) to take part in the demonstration, and we greatly ques tion the propriety of any such step. The members of the 99th regiment have the right to parade as much as they please upon their own private account; but when they turn out ad a State mili tary organization, wearing uniforms fur nished by the State, and carrying muskets from the State arsenal, we submit that it is carrying things a little too far for them to appear thus in a Fenian demonstration. The people of the United States care very little how much private individuals annoy En gland or Canada; but they want no breaches of an honorable neutrality and • no involving of the State or National Governments - in Fenian movements eitlaer by direct act or by implication. CONGRESSMAN BANK& The military career of Nathaniel P. Banks was a failure. Returned to his proper sphere, he is the same brilliant, wise, patriotic statesman that pOsessed the admiration and confidence of the whole country, before he committed the blunder of aspiring to be a general. In the 'House of Representatives at Wash ,. ington, yesterday, he delivered a speech in Committee of the Whole, that seems to have created a more genuine sensa _ tion of cordial and unanimous approba tion, than any that has been heard in the capitol during the session. The question was on an appropriation for the .Ainerican department in the Paris Ex position of 1867. There was an unex pected. opposition to it from Mr. Wash burne, of Illinois; Mr. Banks, chairman of the Committee on Foreign Affairs, then rose, and apparently - without pre paration,. 'spoke with an eloquence and patriotic • ' fervor that seem to have thrilled his auditor& His hour haiing expired he sat down, but e was urged to go on,-and he did go on' in the same czaltsgstrain, and.when be concluded, the mernberswould,listen to one else, • and the gortnnittee rose. The tele , - graphic report of the , imperfect as it must be, is still sufficient to show - what a noble effort of oratory it.must have been, and ,we hope none of our readere ..will neglect to peruse t it care fuly. It may stimulate our national pride, perhaps ; but it - will 'to re concile us to the sacrifices made to se cure our present position among the nations of the earth. The speech, re ported in full, will, we hope, be exten sively circulated in Europe. It will make a great impression there, and we believe that it, and sitnilar productions, will do more for, the Vindication of Re publican principles, and especially of the Monroe doctrine, than diplomacy, or even war, could ever do. We. con gratulate Congressman, Banks on his splendid speech. It atones for the. faults of General Banks. CLEANING THE S MEETS. Messrs. Bickley, Smith &" Hill have commenced a work that deserves to rank with the heaviest of the labors of Her cules. The streets of Philadelphia are covered with the dirt which has been accumulating, for five; or six months, and to say that most of them are dirty, very dirty, is to use very mild language in stating a very disgusting fact. The scavengers have commenced work under the contract recently made by Mayor McMichael, and very properly they are first turning their attention to the more obscure streets and lanes where dirt gathers more rapidly than in more re putable parts of the city, and where pestilence is most prstne to breed and de velop itself. Some of the streets in the Fourth and Fifth Wards are in a fright fully filthy condition, and for two or three days men have been busy plying scraper and broom in getting rid of the vast deposits of dirt. We hope the worst cli• the dirt may be got out of the streets before warm• weather is upon us to distil miasma and pestilence from filthy pavements and reeking kennels. DOWN WITH TILE CITY 12A/LBOAO FARES Gold and horse feed have gone down; horses have declined in price, and every item of expenditure of the city railroad companies has been very much reduced. They are earning enormous dividends on ,a capital great part of which is ficti tious. They have almost the monopoly of our streets; they make them intolera ble with briny slush in the worst winter weather, and they refuse to put the pavements in repair in the spring, yet they charge forty per cent. more for a ride in their cars than the New York companies do. In New York the fare is fixed at'five cents by law, and the roads are very profitable. Well informed per sons believe that, in the present condi tion of prices of all things, our roads would earn more at five cents than at seven cents a fare. Will not Councils, or the Legislature, or the Board of Presi dents themselves, determine that the fare hereafter shall be fixed at five cents? PANIC IN A SCHOOL HOUSE. There was a panic in a public school house, in the upper part of the city, yesterday, caused by the overturning of a stove and a consequent alarm of fire. While some of our public school houses are noble structures, well fitted to the purposes to which they are applied, too many of them are entirely unfit for use. Some are dangerously near to combus tible property, such as stables and car penter shops, and in the case of one in the Twelfth Ward, chil dren occupy rooms upon the first, second and third floors, where a portion of the building is immediately over a stable. The probable consequences of a fire breaking out there would be terrible. There should be a reform in such cases as we have referred to. Slow of Belief.
