[Special Despatch to the Bulletin.]
WASHINGTON; Reconstrac-'
tign:Cotrimittee are in sesiiini to-day for the
pin:Po - se of deciding niacin the fate of Ten
nessee. A majority of the Committee, as
the last meeting, inted hi favor:Of her ad
mission into the Union on an equal
footing with_ the other States in all
respects whatever, her - Constitution; on due
exe4mination, being found to be republican
in its foim. If this course is adopted by the
Committee, which is very probable, it set
tles matters in regard to the other Southern
States. t
Robert E. Lee will be examined by the
Sub-Committee on Reconstruction this
afternoon, in regard to the condition of
affairs in Virginia. He will be put through
a most rigid 'examination.
Several Senators to-day called upon the
President s for the purpose of ascertaining the
fate of the Freedmen's bill. The . President
is very reticent upon the subject. There is
no doubt it will be returned to the Senate
with his objections to it.
F.umors of Frightful Disasters.
Nov Yonx, Feb.l7.—Rumors are current
of frightful dißasters in the East river,
caused by the ice this morning. Inquiries
are being made to ascertain the truth of the
reports.
Conwntm--IFirst Session.
WASECENGTOW, Feb. 17, 18645.
Hou,sn—To-day was devoted to speech
making. -
Mr. Cook (Ill.) argued that the power of
recognizing the Seceded States as in the.
Union rests with Congress. Whem-the
irdlitary power can safely be withdra WII and
these - States remain peaceably in :the
Union of their own accord and not by force,
and the Union men and Freedmen do not
require a military force to protect them, the
civil government should be recognized; but
no - military power could set aside the enact
ments and judicial decisions of the States
fully in the'Union. While these acts were
necessary the States should not be recog
nized.
From Fortress Monroe.

'CORONER'S .T2S QUEST.—Coroner Taylor
held an inquest; this afternoon, upon the
body of Dr. Wm. Mount, who was killed by
being run over by a wagon, at Fourth and
Arch streets. The fact that the carriage
wiis . driven at a rapid and illegal rate of
speed was fully established by the evidence,
and the verdict of the jury severely cen
sured the driver, John McSween. The
latter was then committed by the Coroner
to answer the charge of homicide. He was
arrested by Officers Stapler and Lamsback,
who withessed the occurrence.
