officer. in the army, in the cavalry, artillery
and infantry 'ervice, before a . Board of Es
a mination,to be COOVetted and appointed by:,
the Secretary of War. Officers , whO fail to
pass a satisfactory examination shall be put
upon the retired list or dropped from the
rolls, and the vacancies thus created shalt
ba tilled by selections from those who have
passed the most satisfactory examination
without regard to seniority or arm of ser
vice. Referred to the Committee on Mili
tary Aftairs. .

offered by . him fixing the strength and the
organization of the army, with. certain
amendments,and, on motion,
it, was recom
mitted to the 'Military . Committee as
amended.
Itprovides that the army shall hereafter
contist five re&inaents of artillery,twelve
of cavalry: and laity-five of infantry; Ten
regimmats of infantry shall be of colored
troops and eight of veteran reserves.
