MONDAY, JANUARY 1, 1866 TELE RETIRING At noon to-day Alexander Henry ceased to be Mayor of Philadelphia, and Morton AlcMichael succeeded to: the place so long and so honorably filled by the gentleman first named. Mr. Henry held the office of j,ayfayor for nearly eight years, having been elected in May, 1858. We hazard nothing in saying that he was in office during the most rmomentons period in the history of the city, andihat no Mayor ever retired from place after having filled it,more acceptably to the eomm - cmity than Alexander Henry. Phila-, delphia has been favored with many good Mayors, with not a few who were either poor or indifferent, and with some who were perhaps, absolutely bad. Robert Wharton, who served for several terms at different pe_ nods, was remarkable for his inflexible sternness and for his strict integrity in the performance of his duty. John Swift. was brave as a lion and-by his personal courage put down several threatening riots. Charles Gilpin was singularly prompt in his atten tention to business. Isaac Roacn, John M. Scott, Peter McCall and Joel Jones were accomplished gentlemen .and excellent citizens, and Robert T. Conrad was a bril -li'rit orator. But until the coining into office 'of - the last named gentleman, the mayoralty of Phil idi Iphia was a very dif ferent matter from what it. was during the ten of service of Mr. Henry. Prior to 1854 the Mayor had no authority outside the • narrow . bounds of the old City proper. Within his own restricted bailiwick he was scarcely more than a chief of police and a committing magistrate, having but few duties to perform save the hearing of police cases and the appointment of policemen. He sent no regular messages to Councils and exercised no control over their legislation. The Act of Consolidation changed all this; the Mayor became the executive head of a great consolidated , .manicipality. and onerous responsibilities, ; were placed upon his shoulders. Mr. Henry brought to this work thorough capacity; firmness and „courage equal to Wharton or Swift; an in tegrity that has never been questioned by his bitterest political opponents, a courtesy equal t e p that of Dallas or Scott and in, ora tory scarcely- less ready and graceful than the accomPlished. Conrad. Mr. Henry came into office at a most difficult period. He followed upon the heels of the disgraceful administration of Mr. Vaux, and he found *wretchedly demoralized police system to demand his first attention. The °Teat finan cial crash of 1857 had unsettled the Pros perky ofi the city ; the times were gloomy and the city govaiitent was almost anar eine. Soon after th" commenced the politi cal troubles which resulted in secession and civil war, and all who have lived in •Phila delphia during the last five momentous years will remember how often it was need fal that a clear head, a patriotic heart, a wise purpose and a firm hand should be, at the bead of the city goverment.. These qualities were all possessed by Mayer Henry, and while Baltimore was only rescued from the bands of a secession mob by force of arms, , and while New York was devastated by the most terrible riots on, record, the peace of Philadelphia was preserved almost intact duiing all, the trials the - city and country yassed through. Will refuse to join in the general verdict "Well done thou 'good and faithful ser- • cant." JAMAICA. The temporary removal of Governor Eyre and the appointment of Sir Henry K Storks as a sort of. Provisional Governor Of Jamaica, is the, first step;towards a formal investigation of the insurrection tin thai island. The profoundest sensation has been produced in'England, first by the terrible uprising of the blacks, with its scenes of savage cruelty and slaughter, and :then by the more terrible vengeance dealt out by the authorities upon the offenders. The English papers are crowded with discds sions of the merits of the case, to an extent that has rarely been elicited by any subject of public interest. Governor Eyre's course is'stoutly defended and asstoutly assailed on all sides. Looking on from a dispas sionate position, the main pointki that pre sent themselves to our view are these. The insurrection was crushed out, as it should have been, with a prompt, stern force which evidently struck terror into the hearts of the inflamed and maddened conspirators. Governor Eyre states that in tr single week the rebellion was crushed. N 9 sensible Mind Will question the propriety, dictated by the most oidinary instincts of self-pre servation, of this instant suppression of a most alarming rising of a mass of ignorant and misguided people. It is with the after piece, that the British nation feels that it has to do. For weeks after the rebellion was avowedly at an end, the work of shoot ing, flogging and hanging went on,' until thousands of these miserable people had perished, in expiation for the few murders which had been commited at Morant Bay. The whole proceedings of the military authorities of Jamaica can only be explained upon the theory that they were mad with fear. It seems to be a peculiarity of the British character to become most savagely brutal under such circumstances, and the illustratien of this feature just given in Jamaica is only a repetition, on a large scale, of the cruelties which made the Bri tish name so odious in the India Rebellion. When we bear in mind the fact that not a single soldier was killed in Jamaica, and that after the first attack ,upon the Court House at 11.1orant Bay;only two whites were killed by the rioters, we cannot resist the conclusion that the wholesale executions which followed were little batter than a massacre in cold blood. The Times claims credit for the authorities for having given Mr. Gordon a most fair and deliberate trial, because the trial 'lasted from , two o'cloctc in the day until after dark," or about five or six hours. Not a very long timelo keep a man on trial for his life, and in strange contrast with the patient and thorough ex amination given to the few criminals who have been convicted before American (karts Martial. . Whatever be the result of the official investigations, we cannot imagine any de velopment of , facts which can change the essential features of the case; and although it is more than probable that the high per sonal character cf Governor Eyre and his hitherto unimpeached conduct in the dis charge of his various official duties will ex ercise a powerful influence in his behalf,the Jamaica massacre will remain as a black page in British history. It is not the least singular feature of this affair that it comesso immediately upon the close of our ' own rebellion, and is in such striking contrast with it. In the one case the world is amazed with the generous leniency with which our Government has dealt with the worst of the subjugated re bels. In the other, the world shudders at the vengeance which could not be stayed or satisfied until it had literally ."slain its thousands." THE STATE LEGISLATIURE. To-morrow is the day. fixed for the meet ing of the Legislature of Pennsylvania. When Governor Curtin found himself com pelled, by ill health, to 'Make a visit to Cuba, he left a brief message to be presented at the opening of the session, but it does not pretend to discuss the affairs of the State generally. The regnThr message will be; sent in on the Governors return, which, it is understood, will be in the course of a fort night. It is believed that the Legislature, soon after organizing, will adjourn to meet again on the return of the executive. , THE OPERA.—There is every prospect of a large and fashionable, audience at the Academy of Music this evening, when the Italian Opera company are to play Gonnod's Faust. The cast is superior to any we have ever had here. To-morrow will be played l'Africaine, of Meyerbeer, which has created such an extraordinary sensation in Paris London, Berlin, New York and wherever it has been produced. HON. HENRY WINTER DAVIS, of Mary land, died at his residence in Baltimotv, on Friday night, of pneumonia. As one of the ablest and most loyal of the statesmen Of the South, Mr. Davis had endeared him self 'to the friends of the Union.
