WASHINGTON, Dec. 20.—The Committee
on Appropriations had another protracted
session to-day.on the Naval Appropriation
Bill. They have cut down the estimates
one-half. The same course will be pursued
with the Army appropriations.
The House Committee on Naval Affairs
are considering the question of removing
the Naval Academy from Annapolis. Seve
ral places have been suggested, but nothing
decided on. ,
League 'lsland haamany friends in both
Houses as the proper site for the rendezvous
for iron-clads. Judge Kelley will carry

through the committee.
The President's Message and Gen. Grant's
report on the condition of affairs in the
South is havnig a very marked effect in
both Houses. The radicals see nothing in
it to change their views.

WAsanteroN, Dec. 20.—The Clerk of the
Howe of Representatives has received car
tificates of the election of Southern members
only, from North Garolina, 7; Louisiana, 4;
Mistsissippi, 2; Tennessee, 7; Virginia, 0, and
Arkansas, 1. Some of these have been
referred to the Select Committee.
The State Department has received infor
mation that 41 chronometers were found on
board the Shenandoah. Upon her delivery
at , Liverpool, the makers names and num
bers of which are as follows:

tary Claims, says that a large number of
claims that have been adjudicated by the
Beard are in the office of the Auditor Gen
eral, awaiting the post office address of the
ela'inants and per Sons making inquiry
about .such claims, should address that
office.
A Hone of Deformation Destroyed by
Fire s
REMIGHESTER, N. H., Dec. 20.—At five
o'clock this morning a fire broke out in the
New Hampshire House of lieformation, lo
cated two miles from this city,and destroyed
ali but the brick wall:
The inmates, one hundred and twenty in
number, were rescued, although most of
them were asleep when the fire commenced,
and the flames spread rapidly under a high
wind. The inmates, except eight or ten,
- who made their escape, were removed to
the etocktouse connected with the farm.
'The buildings were insured for $20,000. The
loss amounted to $40,000.

NEW 'Pons, Dec. 20.-Havana advises to
the 16th have been received.
Labayen Brothere' stores'nd ware
houses, filled with kerosene, pitch, tur
pentine, cordage, linseed, agricultural im
plements, &c., in. Matanzas, was burned.
The property was insured for $60,000.
Gonzales, who was arrested in Havana as
an accomplice in the Otero murder in Brook
lyn, has' been released.
A remit conflict of jarisclictiontinvolving
certain • heretofore conceded privileges to
volunteers, has led to the resignation of
insiny officers of the latter.
At Havana sugar was dull. Molasses,

altiAtea high anti falling. Four !Itealners ark
at the shoals, waiting fo a rise to reach
here. At Burkesville, . day, a rise of five
feet occurred, which will !affect the river at
the shoals by to-morrow. It rained here all
day.
Cotton is dull; 401 c is e holding price,
with few purchasers. Byers are shy at
the ruling rate. Receipts 440 bales; ship
ments, 309 bales.
NASHVILLE, Dec.l9.—lt has been gaining
all day and still continues, with a prospect
of a big rise in the river. The height of the
water on the shoals is 8 inches, and rising.
Chaplain John Lawrence has been ap
pointed, by General Fiske,Judge Advocate
to try cases of misdemeanutin which freed
men were implicated. A notice was served
on Mayor Brown of his assuming that duty.
This order is approved by "the citizens
generally, as the municipal regulations of
this city make it a requisite for officers to
arrest people on suspicion of drunkenness,
and negroes on all real and imaginary of
fences.
From St. Louis.
ST. k..outs, December 19th.—The steamer
Roanoke was sunk near Commerce and is
a total loss. She was valued at $25,000 and
owned and insured at Pittsburgh. About
a dozen boats are hard aground or caught
in the ice between here and Cairo, and much
apprehension is felt for their safety.
The weather is cold and no new move
ment of the ice has taken place; foot pas
sengers have crossed over the river all day,
and thr3 mails have been carried over.
The . steamer Commodore Tarrand, laden
with 'Cotton, was sunk in the Alabama
River, on the 14th inst. The boat and cargo
are a total loss.
From Fortress Monroe.
FORTRESS AIONROE, December 20. —The
schooner John Walker, from Georgetown,
D. C., for New York, with a cargo of coal,
was run into last night, off Black river,
and was towed to Hampton bar, where she
filled and sank.
The steamships St. Louis and Gen. Sedg
w•ick have sailed for New York.

.IlousE.—Mr. Broomall ( Pa.) offered a
resolution congratulating the country on
the adoption of the anti slavery amend
ment to the Constitution. Referred to the
Committee on Reconstruction.
Mr. Morrill ( Vt.), from the Committee on
Ways dnd Means, reported] a bill authoriz
ing-the Secretary of the Trsasury tb appoint
Assistant Assessors of Interr.al Revenue.
Passed.
Mr. Banks (Mass. i reported an amend
ment to the rules respecting the reporters of
the official proceedings as published in the
Globe, as officers of the House.
After a debate the subject was referred to
the Committee on the Judiciary to inquire
whether there was any existing contract
between the House and publishers of the
Globe, it having been contended that such
an amendment would interfere with private
rights.
Mr. Stevens (Pa.) introduced a bill to pat
pensions and damages to the Union
property by the rebels, out of the confis
cated property. Referred to the Committee
of the Whole on the State of the Union.
Mr. Lawrence (Ohio) submitted a resolu
tion, which was laid on the table and
printed, / affirming that Jeff. Davis should
be tried and punished for treason; also that
those who starved our prisoners should be
punished.

ANOTHER HORRIBLE MEMBER NEAR
XASHVILLE.-=On Tuesday night, , etween
the hours of eight and, nine &sloe: , three
horseman, wearing 'United States army over
coats dyed black, and each having a pair of
revolvers buckled around him, rent to the
house of Mr. James Byrom. keeper of the
third toll gate on the Lebanon pike, near a
place known as Scott's Hollow, and asked
forl''permission to enter and warm them
selves. To this Mr. Byrom readily assented.
As soon as they had got well into the room,
and had closed the door, the robbers pre
sented theirpistolsat his head and demanded
his money. Mr. Byrom was a brave man
and had no idea of being robbed without
making some resistance. He immediately
seized a chair, and, without waiting to be
attacked, commenced hitting right and left,
perhaps in the hope that a bold front would
deter his unwelcome visitors from further
Pressing their demand. All three atAance
tired at him, killing him almost instantly.
Upon the body were found three wounds,
one in the back of the head, the ball passing
out through the cheek, one in the breast,
and one in the bowels. Any of these was
sufficiently severe to prove fatal. Just'as
the last shot was fired, and while his wife
was entering the door, the unfortunate man
fell back in the midst of hie children and
expired. Mrs. Byrom, no less courageous
and heroic than her husband, immediately
attacked the murderers, who leveled their
pistols at her, cursed her, and thrust her out ;
of the house. She hastened at once to her
neighbors and spread.the alarm, but before
assistance could arrive, the men had gone.
Mr. Byroixi was aged abour thirty-five or
forty years, and leaves five interesting chil
dren. He has ever been known as a sober
and industrious man. The murder was
committed about a mile and a half from the
Hermitage, near where Mose Patterson met
his death in the summer of 1862.
'WILD-CAT IN SNYMER COUNTY.—We have
been informed that Simon Roush, who lives
near Freeburg, Snyder county, Pa., caught
a large wild-cat alive near hms house. Mr.
Roush is one of the most expert bunters now
living. Re has frequently caught deer and
other wild animals alive.

JAMESTOWN AND FRANKLIN RAILROAD.
—A meeting of the Board of Directors of the
Jamestown and Franklin Railroad Com
pany was held in Franklin, Pa., recently, at
which Hon. A. Plummer and Col. James
Bleakley were appointed directors to till the
vacancies occasioned by the resignation of
colonel Myers and A. W. Raymond.
Frank W. Hubley, of Sandy Lake,
Mercer county, Pennsylvania, was
appointed Treasurer of the Company. The
organization, of this Railroad Company is
now complete, and its construction will be
pushed forward with vigor. By a resolution
of the Board, the subscribers to the stock of
the Company are called to pay, on the first
of every month, twenty-five per cent, of
their subscriptions, into the First National
Bank of Franklin, where the certificates
have'beendeposited.—Laurence Journal.

no man of that name in his county.

There was less activity at the Stock Board this
morning, particularly in Coal stocks. The most re
markable change was in St. Nicholas Coal, which
opened at and saddenly fell to 714'. Mallanoy ad
vanced toal:,. New York and Middle Coal was firm
at 9%. Reading Railroad was firmer, and closed at 534
b. 20 bld. Philadelphia and Erie Railroad sold at
and Catawissa Railroad Common at 22. 126 was bid
for Camden and Amboy Railroad! KU for Pennsylva
nia Railroad; 53 for Germantown Railroad, and 35k,
for Catawlsca Railroad Preferred. Government Leans
were held firmly, with limited sales of the Seven-
Thirties at 57%; the Ten-Forties at 92';(402%, and the
FlvaTwenties at 100% for the new, and 103 for the old..
Stave Fives were steady at 893, and City Loans of the
new issues, at 89%@90. Canal stocks were very quiet.
Schuylkill Navigation Preferred:sold at 33—a decline of

and Susquehanna Canal at B—no change. Oil
stocks were heavy, and Ocean closed feeble at

causes the public to look upon them with suspicion.
Maple Shade, which at one time reached 45, was sold
at 5.3.; Dalzell, which brought 14, sold at 1.44; and for
Densmore, which at one period was lively at 17, there
was no bid. In Passenger Railway shares the only
.activity was in Hestonville, which sold freely at
291i@3974.

acterized the Breadstuffs market for at m; time past
still continues, but supplies of all deser Lions come
forward slowly and there is do essential change from
yesterday's quotations. There is some little export de
mand for Flour and we notice sales of 500 barrels good
Penna. extra family at ;gel barrel, 1300 barrels fancy
and 750 barrels Quaker City Mills on secret terms, and
900 barrels fancy western do. at 0.1 50. The sales .to
the home consumers take a wide range, say from r 25
to 813 for low grade superfine and fancy lota—accord
ing to quality. Rye Flour is cull at 5,5 50. Corn Meal
is nominal at 11-1 25.
There is very little demand for Wheat. and the offer
ings are amp. Sales of new Bed at $2 15@2 30 "f bush
el, a lot of afferlOr at $.l 45 and some common White at
V. 40. Eye ranges from 95 cents to II W. Corn is in
fair request, but there is not much coming f.rward

Mr. Morrill (Me.), from the Comnaittee.on
the District of Columbia, reported the bill
to regulate the elective franchise in the Dis
trict by removing the distinctions of color
as a qualification for its exercise.
Mr. Sumner (Mass.) hoped the bill would
be acted on very soon, as the country de
manded it.
Mr. Davis (Ky.) called Mr. Sumner to
order, making the point of order that the
bill was not before the Senate for discussion.
Mr. Anthony (R. I.) reported from the
Committee on printing, a resolution for the
printing of 3,000 copies of the eulogy de-.
livered on the late Senator Collamer.
Passed.
Mr. Cresswell (Md.) called up the House
resolution providing for a recess, and moved
that the Senate recede from its amend
ments.
The Senate refused to recede, and a Com
mittee of Conference was agreed to.
Mr. Wilson (Ma'ss.) called up the Senate
bill to maintain the freedom of the inhabi
tants of the States lately in rebellion.
Mr. Sumner then addressed the Senate in
favor of-the bill.
