EVENLN G BULLETIN WEDNESDAY, APRIL 20, 1864. .THE LATEST RAILROAD OUTRAGE If any reader of the BULLETIN would ap preciate the infamous character of the _scheme now before the legislature for run 'ning a railroad along Delaware avenue, and to allow the use of locomotives upon it, let him pay a visit to the eastern part of the °city during business hours. He will find, _almost from the _Navy Yard to Kensington; 'wharves strewed with goods, vessels dis charging their cargoes, others loading with home produce for Europe and the West Indies, and a constant crowd --of loaded vehicles and horses. From Pine street to 'Walnut, where the trade between Phila delphia, New York and Boston centres, where the Delaware Market is located, and, where the great passenger outlet to Newt York is to be found, there is almost a con stant jam of vehicles, through which a loaded dray can work its way only with difficulty. It would be no more possible and proper to run a locomotive through this locality than it would be to drive an engine through a crowded market-place, or to fire -cannon loaded with grape-shot along Chest nut street, of a fine afternoon, without doing damage. There is one thing certain, tolvit: that either the proposed railroad or the trade described must entirely occupy Dela ware avenue. If this latest scheme of vil lainy is consummated through official cor . ruption, the commerce of Philadelphia is just as completely ruined as though the port was sealed up, or as if by some convulsion of nature the course of the Delaware was changed and a new channel to the sea was Opened across New Jersey from Burlington. Welhave no thought that such a road will be 'Constructed, for we believe that the peo ple would rise in mass and tear up the rails that were intended to ruin the city ; but it would be shameful if the bill should be al lowed to pass through the Legislature, and more particularly with the aid of recreant PhiladelPhians, who profess to represent the city they are legislating to destroy. It is slunneful, IMPERIAL MEXICO. A crown in Mexico and a castle in Spain will soon be regarded as synonymous ex pressions, unless something can be done_to reassure the Archduke Maximilian, who is the.needy porphyro-genitus gentleman to whom the flattering prize has been offered by His Imperial Majesty, Napoleon 111. The Archduke and his friends evidently think that it is a phantom, crown that is held thus alluringly before him. He hesi tates about reaching out his hand to take it, and he is specially - particular that in case he does take it, he shall not forfeit his rights to the succession of the imperial - crown of Austria. Eetween him and the reigning Emperor there are only the lives of a couple of delicate children. Before consenting to be Emperor of Mexico, he is asked to re nounce his chances of succeeding to his brother and these two children. This is rather a heavy sacrifice to make for the very doubtful chance of a permanent estab lishment in Mexico. • FIPX OS. Genius and great resources are required to create an Empire that will stand. The only one of recent establishment worth speaking of is that of France, and even that is not regardediby every one as very secure. Faustin, the first and last of the name, got up an empire in Hayti, but it was soon and easily overturned. The Archduke Maxi milian has never shown any remarkable talent at home, and he certainly does not appear to be the man to establish an empire PIANOS. d Oho!stunt. in a distant land, where he cannot fail to be regarded by the people as an intruder. French bayonets may, for a time, give him possession of the Government. But the day will come when neither - French nor any other European arms will be suffered to control Mexico. All these suggestions and many others must have presented them selves to the minds of the Austrian prince and his friends, and thus caused the delay in settling the question of his acceptance of the proposed empire. There was an experi ment with imperial rule once before in Mexico, which terminated with the execu tion of the brave but luckless Iturbide. The history of that affair is so fresh in the memory of the world, that it will be strange if any one should be found courageous enough to repeat the experiment. THE RED RIVER CAMPAIGN There seems to be no reason to doubt that a portion of General Banks's army has suf fered a severe disaster beyond Grand Ecore, Louisiana. The account received is cir cumstantial, though not minute. At the same time, we cannot regard the loss suf fered - by General Ransom's force as =se riously affecting the expedition. The main body of General. Banks's army was still in tact, and the fleet of gunboats was last re ported ascending Red River, and expecting to reach Shreveport by the 12th. The land forces were to move in the same direction, and unless the rebel army is much larger than has been reported, we do not believe that it- an make any very serious resist ance. General Steele's army, advancing southward from Little Rock, must also be near Shreveport by this time, and the two armies combined ought to be sufficient to carry everything before them. While we deplore the loss in the late battle,it is not by any means irreparable. We suffered much heavier blows before Port Hudson and Vicksburg, and yet those strongholds fell at last. CHILDREN'S DEPARTMENT IN THE FAIR During a recent visit to the Metropolitan Fair, now open in New -York, for the benefit of that admirable charity, the Sanitary Com mission, we were preSent one afternoon at a concert given by a number of young people in the Children's Department. So well was it con ducted, and so pleased were we by the whole entertainment, that we cannot refrain from ex pressing our gratification at learning from the ladies interested in the same department at our Great Central Fair, that it is their intention to have similar performances. Nor do they intend to confine themselves to Concerts alone, but what with charades, tableaux, theatricals, and magician's tricks (in which it is whispered the children's friend par excellence, kind Signor Blitz, will take a prominent part), old and young will be daily presented with a varied and charming spectacle. All this, of course, entails large expendi tures, not only of time and labor, but of money; and all contributions for the purpose will be gladly received and promptly acknowledged by the chairman of the Children's Department, Mrs. W. MAP OF NORTH AMERICA, A new and excellent map of the American Continent has just been published by Charles Lubrecht Sr. Co., of New York, whose agent in this city is Felix Klemm, 148 South Fourth street. Its size is 40 by 50 inches, and it is got out in the best style in all respects. It• gives minute details, not only of the United States, but of the Canadas, Mexico, Central America and the West Indies. It is drawn by Colonel Rosa, who has prepared other maps which are soon to be published by the same house. The Germania Orchestra will assist and a fine performance may be expected. THE GREAT CENTRAL FAIR.—The Music Com mittee of the Great Central Fair axe making pre parations for a series of operatic and other per formances on a graniler and more extensive scale than anything ever before attempted in this coun try. Among the novelties will be a grand new opera by William H. Fry, called Notre Dame, founded en Victor Hugo's novel of that name. , The rehearsals and other preparations are going on briskly and with every promise of splendid suc• cess. The first performance will take place early in May. Miss TIRESA Cain:Ex°, a young pianist of re markable talent, will give her first concert in Philadelphia to-morrow evening, at the Musical Fund Hall.
