THE PEOPLE AND THE ADMINISTRATION.
An antique Gothic proverb says that in a
fight the grip of a coward is fierce at the outset,
but that it soon relaxes; while the wilder the
fray in which a hero struggles the sterner and
more inexorable his grasp and the stronger his
blows. The loyal people of America now
illustrate this proverb, by the grand and heroic
way in which they stand by the Administra
tion as the war progresses. Instead of
flinching, cringing and electing opposition
tickets, so as to hint to the rebels
that they are sick of the war, the loyal
voters march up to the ballot box and testify
to their servants at Washington, to their
brethren in the field, to the rebellions hordes,
and to the whole civilized world, that the Union
must be preserved, that liberty must
triumph, and that nothing can impede
the onward march of the great Republic .
Here we see the old Roman spirit of our Revo_
lntionary fathers appearing among their chiL
dren. We see it among the White Mountains
of New Hampshire, in the green valleys of
Connecticut, among the lovely inland lakes and
rivers of New York, and in the very homes of
traitors like Yallandigham in Ohio. The
manly determination of true Americans
"will not down" at the beck of
armed or secret traitors. - Like_. the
great warrior of Carthage, they have registered
a patriotic oath and they keep it 'sacred.
We exultaith our whole heart over such evi
dence of:We courage of true Americans, and
can - listen with calm'contempt to the Copper
head sneers at the army, their falsehoods about
the President, their abuse of our generals,their
clamor against c egreenbacks" and Government
bonds. Their venomous utterances pass like
the idle wind, for we know that they can make
no impression on a people so true and tried• as
those who uphold the pillars of the Union.
And the reward of this long-suffering must
come at last. This patient land, bearing its
mighty burdens so steadfastly, so calmly, must
soon rise up before the nations, freed from all
forms of oppression, glorious in strength and
beauty. Her beacon-light fully relumed once
more,to cast its radiance to the darkest•corners
of the earth, will again be the central ma gma
to draw all men towards it. Then too, as th e
poet tells us of the Mnexorable past," on
treasures will be returned in the glory and the
berAnty of their prime, and even of the 'rebel

THE PASSENGER RAILWAY EXCHANGE
SYSTEM.
The Committee on City Passenger Rail
roads have agreed to report favorably to the
House at Harrisburg, a bill making all ex
change tickets good until used, whatever state
ments may be made on the . face of the little
colored pieces of pasteboard issued by the
different companies., Such a Legislative
enactment has long been needed, and it is to
be hoped .that the members of both Houses
will see the importance and propriety of adopt
ing the views thus recommended. It has been
estimated by persons who, from -their connec
tion with these corporations, must be con
sidered good authority, that at least fifteen
per cent. of the exchange tickets which are
placed in circulation are never used, partly
from the carelessness or forgetfulness of the
purchaser, but more particularly from the
regulation which compels him to use the ex
change on the same day it is purchased. In
deed so large a number of the tickets are
made useless by this tyrannical requirement
that there are but few of our citizens who have
not in their pockets one or more of these re
minders of money uselessly expended.
The additional three cents asked for the ex
change adds greatly to the profits Of the com
panies, and they should hive long since volun
tarily relinquished the tempting per ceniage,
resulting from the failure of their patrons to
use the issue. Their failure to do so has made
the, interposition of the Legislature necessary,
and to their own parsimony alone, must they
ascribe any annoyance or loss that may result
from such interference.
On the sixth of May of last year an act "To
prevent frauds upon travelers," in this case
certainly .a very appropriate title,. was approved
by the Governor, and for the information of
the public, and also of the companies, some of
which appear to have forgotten its provisions,
we publish section five, which reads thus :
"That it shall be the duty of the owner or own.
ers of railroads, steamboats and other public con
veniences, to provide for the redemption of the
whole, or any parts, or coupons, of any ticket or
tickets, as they may have sold, as the purchaser
for any reason, has not used and does not desire to
use, at a rate which shall be equal to the difference
between the price paid for the whole ticket and
the coat of a ticket between the points for which
the proportion of said ticket was actually need;
and the sale by any person of the unused portion
of any ticket, otherwise than by the presentation
of the same for redemption, as provided for in this
section, shall be deemed to be a violation of the
provisions of this act, and shall be punished, as
is hereinbefore provided: .Procided, That this act
shall not prohibit any person who has purchased
a ticket from any agent authorized by this act with
The bosafide intention of travelling upon the same,
-from selling any part of the same to any ether per
son, if such person travels upon the same."
With such an explicit provision we cannot
imagine why the corporations have persisted in
printing upon their tickets the absurd require
ment that their exchange tickets must be used
upon the day they are issued. One company
has, we are informed, been always willing to
accede to such a just arrangement, and there is
no reason why it should not be unanimous,

Monroe are correct, and that the interview be

the exchange of prisoners. It cannot be be
lieved that General Butler could lie induced to
make any but a faire agreement, for his acute
ness and courage are of the quality which ex
perience has tried, and as a negotiator he has
but few equals. There are thousands of pri
soners languishing in rebel dungeons who
should have been rescued frqm the cluteh of
their persecutors long since, and we most ear
nestly hope that nothing will now interfere
with that consummation.

progress by the accomplished hand, of Mr. J.
Sartain of this city, from the large portrait in
oil painted some time back at the White
House, by our townsman E. D. Marchant.
This work, from its simplicity of design,
dignity of air and expression,and great force of
resemblance, has won the entire approval of
hundreds of the friends of its illustrious
original. We wish Mr. Sartain complete
success in his desirable undertaking.

of music lovers in spite of the tempest out-doora:
The Krentzer Sonata by Beethoven, always a fi

vorite, was rendered in a masterly manner by
Woifsohn and Thomas, who seemed to reveal new
beauties in its composition. Wolfsohn's Tran
scription of Gonna d' "Faust," b - ntight out, as
in a grand procesiion, all the leadir g a,rs of that
remarkable opera and was played with striking
effect on the Steinway grand; • -
•
The Tarantella of Schubert added increased
prestige to Mr. Thomas's reputation as a solo vio
linist of the first rank. The Schumann Quintette,
one of the most spirited of this composer's works,
was vigorously performed by Mr. Wolfsolin and
his talented assistants. Thomas's beautiful tone
and fine execution gave sparkling brilliancy to his
important part in the auintette.
