CHEDXTS POE EHXISTKE'NTS IE THE NAVY. V tKS PROVOST MARSHAL Gfmeral’s’ Office, Washington, March aad* 1664.—Circular No. I!.—The following opinion of the Hon. William Whiting Solicitor of t&e War Department, ispublisliedfor the information aud guidance of all ofiUers of this Buretiu: Tn regard xo credits on the quotas of wards, towns, &c., of persons enlisting into the nayal service or marine corps i)f the United States. (Section 9 act of Congress, approved February tU -1664, amendatory of the Enrollment act.) • Opinion.—Of those persons who, since the 24tn ol February, 1661, shall have entered.the naval . service .of marine corps of the United States, so i.ne are, and others are not, bylaw, to be credited to the quotas of towns, wards, &c. . • No person so enlisting is to bexreditea to any qqo tai.unlesß he is * liable to service,’ . “f ~~ m roHment act, whett er he has or has not been on rolled. So, if a citizen, who, by reason of his age or t.r any other came, is hot liable to military service . under the laws of the United States, snould b» by error enrolled, and should thenenlist in the navy, he cannot be credited to any quota, because the law allows credits only for seamen who are “liable to service” under said act. _ n ., ha . -When such credits are to he given, they must oe given to the towns, wards, &x„ ‘ enlisted mariners, mUi.^.i ee .r Persons not liable to military service, whether enrolled or not enrolled, should ereiated .1/ anv ouota. J AmisS 0. riii, anyquuu.. . provost Marshal general. . The Poi.ice TKtEGitAPH The Mayor has approved the Vii.i for the coiisiruc tion of the fire-alarm and police telegraph, and we understand that the builders, Messrs. JohnK. Kennard ic Co., are cow here, reedy to commence the wort. These telegraphs have been in tuc cetsfnl operation for several yeaTs in Boston, New York, Pniladelpbia, Baltimore and other large •cities, and we have long felt tne want of one in Washington. In most of the cities adopting the telegraph the wires are placed upon, the tops of houses, firmly secured by iron brackets, thus re lieving the streets and avenues of the nuisance of telegraph poles. At first a prejudice was felt to wards allowing' the wire to be thus placed, but now that has been dissipated by the fact that these wires furnish. a protection against atmospheric electricity, as each, connection made with tne earth acts as a lightning rod. In view of these lacts it is hoped the wires of our fire-telegraph will be placed upon houses out of sight and out or danger. As Messrs. Keunard & 00. have built all the fire-telegraphs now in operation, and own all the patents covering “the machinery used in their construction, we doubt not they will "give U 3 a model telegraph tor the Capital of the Nation.— Washington Star , ifdrcA 15, 1664.
