All persons who tail to pay their Annual taxei open Carriages, pleasure Yachts, Billiard tables, and Gold or Silver plate, on or before the aforesaid 2d day of April 1564, Trill incur a penalty of ten per centum additional of the amount thereof, and be liable to costs as provided for in the 19th section of the excise law of Ist July 1882.
