It is very evident that for nearly three months the principal of Philadelphia will be the Great Sanitary Fair. It is to be a grand Carnival such as the city never before witnessed; an all-absorbing subject for every body, and it will be carried out on such a splen did scale as to become the grand festival from which to date for many years to come. Phila delphia looks back in her past to the Meschi great Butchers 3 Procession of 1828, and the Washington Centennial of 1832; but it is very evident that the Great Fair of 1864 Js destined to eclipse the united attractions of ob f l°°9l celebrations or public events of the kind. Thou’ lands of articles of this kind, which may seem «f ho earthly use to the owners, would bring high prices, could they once he bronght under the notice of collectors. 1 There is probably a hundred thousand dollars’ wprth of such mis cellanea stored in every ward in the city, the owners of übicli would uuly be too glad to do some real good by giving it away to the Pair. Those who can give only time and labor, should at once apply to a member of one of the many committees, and receive instructions, as to what to give or to do. Yonng persons, who' can write a fair hand, should prepare letters for the Fair Post Office, or they may contribute neat MSS. volumes; copies of poems, with large colored capital letters, such as • are eagerly purchased for gifts at fairs in Europe. Those who can knit or sew can make night caps for the soldiers, stockings, tobacco hags and, in fact, any variety of stitched or woven fancy work. Drawing, painting, modeling, turned or leather work, will be all acceptable. It is hoped that flowers wiil form a prominent feature at the fair, and that every one who can contribute any will do so. Let every one ascertain at the Sanitary, 1307 Chestnut street, the names of the different committees,and if disposed to contribute either labor or objects, address a note to that effect to the Chairman. The literati , who are disposed to aid, may remember that it is proposed to issue a news paper during the Fair, and that, short and piquant articles, apropos to its colrimns, will be tbankluily received. All such contributions may be addressed to the care of. the Chairman of the Newspaper Committee. Those who are willing to lend or give any pictures or statues for exhibition or sale, should address the Chairman of the Committee on Aits and so on. In short, the city of Philadelphia has pro mised to itself “a glorious time, a mag nificent time,” and one unprecedented in its annals. All that is necessary is to organize the labors willing to be employed, and to make known toeevery one the vast extent of the preparations projected. The. whole city, it iB to be hoped, will wear for two weeks an air dufete , and be beautiful with garlands, music and flowers. As June is the rose-month, there would; indeed, he. little difficulty in carrying out a very extensive scheme of adornment, in a city so famous as Philadelphia for its floral and other natural attractions. ' THE GETTYSBURG MEMORIAL. This patriotic enterprise is going ahead swimmingly. The gentlemen who have the matter in charge can readily enough procure a sufficient number of subscribers to the stock to secure the portions of the field set apart for purchase—and in fact contracted for u— hut time is pressing, and cash is needed to meet payments which will fall due upon the first of the 'coming month. It is, therefore, desirable that the subscriptions should be pushed forward as rapidly as possible, for a gracious work done' promptly is doubly gra cious, and delays will embarrass the officers and the local and general committees, who are not only “working for nothing and finding themselves,” but who have made themselves responsible for the payments falling due. Let it be remembered that every subscriber of ten dollars becomes part owner of the glorious field of Gettysburg, and he aids to that extent in securing the spot forever in the condition in which it was left by the conflicting armies of Meade and Lee. Pennsylvanians should be jealous of allowing any but themselves to incur the cost of perpetuating this grandest of monu ments of a grand event, and they should sub scribe promptly and liberaHv before the pa~ triotic honor is seized from abroad. In addi tion to the handsome subscriptions already made by the citizens of our State,we have Seen upon the lists of subscribers the names of high officers in the army and navy, and of such dis tinguished citizens as Edward Everett. Let loyal Pennsylvanians push this noble enterprise through, and let them do it promptly and out of their own resources, before the patriotic citizens of other States take upon themselves a large share of the cost of securing our own great battle field as a monument of the greatest of modem conflicts. Adjutant General Lorenzo Thomas having revoked his order authorizing the impressment of negroes into the army, General Ronsseam commanding at Nashville, has issued an order which prohibits such impressments within his District, unless there shall be imperative necessity for such proceeding. 'He also invites the loyal law-abiding people of the District, in cluding those who have,' in good faith, taken the “ Amnesty Oath,” to re-build their fences and re-stock their farms, and grow crops, with the assurance that they will hereafter be pro tected in the possession of their property, which will not be appropriated for the public use> unless by competent authority, and not then without fair compensation being paid to the owner. Nashville-and vicinity are gradually re. covering from the- effects jof the disastrous occupation by the rebels, and this order of the Commanding General can but hasten its progress ot resuscitation. Insecurity has had much to do with the continued depopulation of semi loyal districts of the lower States, and assur ance of protection from the authorities to the timid residents of other sections of the country similarly situated, would be of great advantage to the cause.
