the muster-in-rolls are furnished to the Commis
sion by the Adjutant-General of the State.
Men enlisied in Col. McLsan’s Regiment(lßM

AN ORDINANCE TO AUTHORIZE AN AD
DITIONAL LOAN TO AID THE ENLIST
MENT OF VOLUNTEERS.
ttectioh 1 The Select and Common Councils oi
the City of Philadelphia, do ordain: That the
Mayor bo and hois hereby authorized to borrow on
the credit of the city from time to time, as may be
required by the Cr.y Treasurer, such sums of
money as may he required to aid the enlistment of
Volunteers for the service of the United States,_not
exceeding in the whole ihe sum of Two Million,
Dollars, lor whmh interest, not to
eiceed at the rale of six per cent,
per annum, shall be paid half-yearly, on
the erst days of July aud January, at the office oi
the City Tieasnrer. The principal of said loan
shall be payable and paid attheespiratkm oi thirty
years from the dam cf the tame, and not before
without the consent of holders thereof, and cer
tificates therefor, in the usual form cf such certifi
cates of City Loans, shall be i> sued in such amount
as the lenders may require, bet not for any frac
tional part O! one hundred dollars, for irequired
In amounts of five hundred or one thousand dol
lars, audit shall be expressed m said certificates
the said loan therein mentioned, and the interest
thereof are payable free from all maes.
Sxo. 2. Whenever any loan shall be m-de by
virtue hereof, there shall be, by force of this ordi
nance, annually appropriated out of n-e income of
’’the corporate estates, and from the sum rais-dby
taxation, a sum sufficient to pay tne ljwrest on

tenths ofone per cent, on the par value of such
