FBOH THE WEST INDIES.
Halifax, Feb. 21. —The steamship Alpha ar
rived here to-day from St. Thcrmas on the 15th,
and Bermuda on the 20th. instant.. She has a large
number of Confederate prisoners aboard.
The Clio and St. Lawrence,' from New York,
and the James T Abbott, of Boston, had arrived
at St. Thomas. The Traveler and Northern Light
had sailed from St. Thomas for New York; the
Lucreiia and Relief, for. Boston, and the West
Wind, for Philadelphia, had sailed from St Thomas.
The ships Gazelle and Victoria, from New York,
and the Spray and Acacia, from Boston, had ar
rived at BaTbadoes. The Antelope, from New
York, had arrived at Bermuda.
The steamers Indian, City of Petersburg, and
A. D. Vance had arrived from Wilmington. N. C.,
with a large quantity of cotton.

above Writ of “Attachment snr Libel, 11 to me
directed, issued ont of the said Court, I have at
tached the barge “T. F. 'Waite,” of New London,
m the State of New York, of which Jefferson
Clark was late Master.
The said Barge will be sold for the payment of
debts contracted for, work and labor done, and
materials found and furnished in partly renlank
ing, recaulking and refastening the said Barge,
and otherwise laboring to make her seaworthy:
unless the owner, consignee, commander, or some
person in their behalf shall appear and pay the
same, or otherwise obtain the discharge of the said
Barge within three months from the date of this
notice.
All persons having liens for any debts contraeted
as aloresaid rre required to file the same within
three months from the date hereof or be debarred
from prosecuting their claims under the above
writ of attachment.

Men enlisted in-Col. McLean's Regiment (183 d
r ennsylvania Volunteers), will receive the bounty
in companies when.duly mustered into the U. S.
service, and credited to the quota of the city.
The Commission sits daily from 3 toSP. M.,
lining which hours only warrants are delivered.
These warrants are cashed on presentation at the
office of the City Treasurer, Girard Bank.

The Commission' for the payment of the City
Bounty are now prepared to receive and adjust
the claims of all new recruits in old regiments.
Until further notice, the Commission will sit
daily from 3 to 5 P. M. u
Bounties will be paid to those only whose names
are borne on rolls furnished to the Commission by
the Assistant Provost Marshal-General, or the
United States Mustering Officer for Philadelphia.
Claimants for the bounty must be vouched for
by a responsible United States Officer. Officers
will bring their men to the office in squads for the
purpose.
In a few days notice will be given when and how
recruits in new organizations and veterans re-en
listing in the field can receive their bounty.

The said Extra Dividend to be payable in Stock
of the Company, at its par value of Fifty Dollars
per share, the shares to be dated May 2, 1864, and
to be entitled to dividends payable m November
next, and thereafter, as the present stock of the
company.

of Quarter Sessions during the year 1863, One
HnDdred and Thir y-six Dollars and Fifty Cents.
2. To-pay lor stat onery furnished the Supreme
Court, Ihree Hundred and Nine Dollars and
Twenty-seven Cenis.
3. To pay Dr. William Taylor for fee 3 of
Coroner lor November and December last, Twelve
Hundred and Twenty-seven Dollars'.
4. To pay Sheriff’s fees lor 1863. One Thousand

ORDINANCE TO AUTHORIZE AN AD

MENT OF VOLUNTEERS.
Seuttoh 1. The Select and Common Connells of
the City of Philadelphia, do ordain: That the
May or be and he is hereby authorized to borrow on
. the credit of the city from time to time, as may be
required by the City Treasurer, such sums of
money as may be required to aid the enlistment of
Volunteers for the servioe of the United States, not
exceeding in the whole the sum of Two Million,
Dollars, for which interest, not to
exceed at the rate of six per cent,
per annum, shall be. paid half-yearly, on
the firs; dayß of July and January, at the office of
the City Tieasurer. The principal of said loan
shall be payable and paid at the expiration ol thirty
years from the date of the thme, and not before
without the consent of holders thereof, and cer
tificates therefor, in the usual form of such certifi
cates of City Loans, shall be i»sued in such amount
as the lenders may require, but not for any frac
tional part of one hundred dollprs, for' Irequlred
in amounts of five hundred or one thousand dol
lars, and it ihall be expressed in said certificates
the said loau therein mentioned, and the interest
thereof are payable free from all taxes.
Sbo. 2. Whenever any loan shall he made by
virtue hereof, there shall be, by force of this ordi
nance, annually appropriated out of the income ol
the corporate estates, and from the sum raised by
taxation, a sum sufficient to pay the interest on
said certificates; and the further sum of three
tenths of one per cent, on the par value of such
certificates so issued shall be appropriated-quar
terly, out of the ineome and taxes, to & sinking
fund, which fund audits accumulation are hereby
specifically pledged for the redemption and pay
ment of said certificates

this City, daily lor four weeks, the Ordinance pre
