A long meditated conspiracy had ripened into a formida ble rebellion, and an array fighting against the flag of their country were promised that in the month of May, anew banner “with a strange de vice” should be carried triumphantly oyer the ruins of the national capital. Educated in the arts of peace, the people of the North, were compelled to practice without educa tion, the arts of war. Added to the dangers which - ; threatened our armies in the field, the administra tion was met and was opposed by combinations oi . men in widely separate States, who .pretented to be for the Union, but were openly against the war, and by.others, who, pretending to be m xavor ofthe war, opposed and resisted the policy olthe Qoyemment in conducting the war. These men embarrassed every effort to fill the ranks ofanarmy of freemen decimated by disease and by death. / ' Butin face-of every obstacle, triumphing oyer every danger, the great cause moved on. That <T)ivme Providence who smiled upon the birth-of the Republic, still extended his shelter and pro . tectionover a suffering country. We hold in grateful remembrance the brave men who, have foughtfor our who, sustaining the Na tional honor and defending the Nation’s integrity, have met death with fatal determination, wno fill nameless graves, dying tha : the Nationmight live. And we now wish 13 place upon record our seiiso Ofthe country’s obligation to you as a patriot and a statesman. "Whenyou entered upon the duties of your high office—and its fearful responsibilities might have appalled any heart—we "relied upon your discretion, your honesty of purpose, and your patriotism; nor were we deceived. Alter three years of war wo find Delaware^ and Mary land,’Kentucky, Tennessee and Missouri firmly inside the Union lines; Arkansas and Louisiana also are gained to us and lest to the Confederacy. A popular majority of 175,000 has recently sanc tioned and approved the acts of the administration and the conduct of the war. The heart of every good citizen is now gladdened by the prospect of the certain'and complete triumph of our arms, which will assure the world of the salvation and perpetuity of the Union. With feelings akin to af-' Jfection, we regard the patience with which you have endured the anxieties and burdens of your position; the courage which has al ways risen with every danger that threatened us. We admire the * fidelity with which you have , sustained and proclaimed those • principles which underlie every free government, and which alone •can make this nation again, what it was bat how, the admiration oi man and the wonder of the world. * Without any disparagement of the true men who surround you, and whose counsel -you have shared, believing that you are the choice of the people whose servants we are, and firmly 7 satisfied that they desire and intend to give you four years for a policy of peace, we piesent yonr name as the man for President of the American people in 1854. PROPOSALS PROPOSALS FOR BITUMINOUS GOALS Sealed Proposals will be received at the Office of the Philadelphia Gas Works, No. 20 South SEVENTH Street, until noon of FRIDAY, 22d of Apiil, 1864, for supplying the whole or any part Of Eighty ZTioufand Tons r-f Bituminous Coals, sati able for the manufacture of illuminating Gas, to be delivered on the Railroad tracks ofthe Gas Works at the First Ward and the Ninth Ward Sntions, in the following monthly quantities ; eight thousand tons in each of the months of September, October, November, December, and six thousand tons in each of the months of June, July, August, 1564, and January, February, March, April and May, The coals must be delivered fresh, dry, and of a quality approved by the Engineer or the Gas Works, as equal to the sample on which the con tract is based. The proposals must describe the particular va riety of coals intended to be supplied and the lo cation and name of the mine or pit from wnich they are to be raised. If they are of a kind mt now or recently used at these Works, samples for trial of not less than fifty tons, must be delivered at the Works, on or before the 7th of April next. The gross ton of 2240 pounds will be considered as the weight intended m the proposals, unless the contrary he expressly stated. The Trustees reierve the right to accept any pro posals in whole or m part, or to reject all, as they may deem best for the interests of the Trust, and in the event cf failure on the pa. tof any contrac tor to deliver the coals accordingto his agreement, both in quantity and quality, -the Trustees reserve the right to buy elsewhere, whatever quantity may be required to meesthe deficiency, and charge to the contractor any lfesur damage arising from each failure. . Payments will be made monthly, in two equal instalments at four and six months alter the sped-■ fied periods ol delivery, the 15th of each month being taken as the average of the monthly delire nes, or at the option of the Trustees, will be made at earlier dates with legal interest off. Should contractors prefer to make deliveries earlier than required, they may be received so far as they can be conveniently stored, but payment* will be made to date from the time specified to the contractor. PHU.XDB2.FinA, Feb. 17, 1684. iy==»THX UNION BENEVOLENT ASSOOIA- Lk3 TION—The Poor and the Season;—On behalf of the poor of tho city the man&gsrsof the Union Bene to lent Association are compelled to make & second appeal for the season for fund* It yras hoped that the mildness of the winter and the activity of trade would hare made a second appeal unnecessary; bnt the enormously increased coat of every article of living and especially of fuel, has laid burdens upon the poor wnich calls for greater liberality towards them; and •ur treasury is empty. Netwithstandin;: the appa rent prosperity abroad there is an tinder current of suffering which .is our duty to search out and relieve. The labor of working-men is well remunerated; bnt that of poor sewing women is not, except in special cases. We know of those who, working late and early, earn but $2 Co per wetk; who make'common shirts for €125, and drawers for SI 00 per dezen. Hen control their wages by banding together and demanding an in crease of pay, but there seems to be no redress for women, who are wholly in the power ot their em ployers. When it is asserted, therefore, that labor ie abundant, Ac., we point to this class of sufferers, and ask for them and those de pendent upon them the sympathies of the public. The public must be reminded, However, that it is not for those who are able to labor that our charity is intended, but for those who are incapacitated by reason of sickness or infirmities, and upon 'whom the high prices work an immense amount of suffer ing. This class “we have always with ns, ’ * no matter how mild the winter or favorable the times. They are mostly women, often with families of small lt costs them from 9S to Sio tor a ton of coal, or rather sixteen to twenty dollars, for they are compelled to buy it by the basket, at double the common price. Our socieiv has one hundred and forty female visitors who" discover more of this kind ot suffering than they have means to relieve, and it ib for them that this appeal is made. Our whole receipts in money per annnm is not over 310,000. (a similar society in Sfeio Yerk rcccitts S7U,CiH).) More than half of this is ex pended for coal, leaving less than $3, WX> to be di vided among one hundred and forty ladies,making the attnual sum lor distribution by each twenty five dollars, or tieo doUarjt per mcniA. With this these ladies relieved last year 4,050 fami lies. They made 11, MS visits to tho poor. They for 959 persons. They minis tered to 791 sick. They sent to school 108 chil dren. They distributed 1,294 tons of coal, 1,477' garments,3oo stoves, and kept 30 women in rowing lor their store, besides a distribution of over $4OOO in money. This winter the demand is greater and the receipts smaller. The Society, therefore makes this appeal for further aid, at the close of the season, when suffering 19 always greatest. The collectors of the Society, Mcssts.
