The House Military Committee had under consideration to-day the joint resolution -which passed the Senate yesterday, allowing persons to be transferred from the mili tary to the naval service. The Committee in structed the Chairman to report against it, for the reason' that provision is made for the transfer in the Enrollment bill. - The Committee authorized Mr. Garfield to amend * the Senate resolution cf thanks to Gen.
