The Select and Common Councils of the City of Philadelphia, do ordain*. That. the. Maj or he and he is hereby authorized to borrow on the credit of the city from time to. time, as may be required by the City Treasurer, such sums of money as may be required.to aid the enlistment of Volunteers for the service of the United States, not exceeding in the whole the sum of Two Million, Dollars, for ./which interest, not ,to exceed at the. Tate of- six per cent, per annum, shall be paid half-yearly, ,on the first days of July and January, at the office or the City TieasureT.
