Captain Majors, of the Ist Nebraska Cavalry,
recently captured a complete uniform and outfit
for Gen. Price, sent from St. .Louis.
A report has reached here that the 11th Illinois
Regiment lias captured several hundred rebels up
the Yazoo river. No particulars are given.
FROM WASHINGTON.
Washington, Feb. I*2, it’64. one of Colonel
Baker 5 s detectives arrested a man named Burt
to-day, who was working here in disguise on
Treasury extension. Burt was a notorious ring
lt after in the New York riots.
Lieutenant-Colonel Fish was, to-dsy, re
arrested and committed to the Old Capitol Prison.
Colonel Fish was formerly Provost Marshal at
Baltimore, and is charged with various criuu-?
and malfeasance in office there.
The House Naval Committee left for Philadel
phia to-night, to view League Island to-morrow.
Generals Sickles and Burnside afrrived at Wil
lard’s to-day. ;
The joint resolution, recently by
Senator Sumner, to provide lor submitting to tin*
several Stages an amendment to the Con».titntiou
of the United States, U in the following words:
Article —. Everywhere withiu the limits of th«-
United States, and of each State and Territory
thereof, all persons are equal before the law, so
that no person can hold another as a slave.
This joint resolution was, two days after it was
introduced, reported by Senator Sumner, from
the Committee on the Judiciary, without amend
ment and adversely.
Senator Henderson had introduceda jointreso
lotion for a similar object, but fir this the commit
tee reported the following joint resolution which
covers the ground assumed in Senator aumner’s
resolution:
Besotted, By the Senate and House of Represen
tatives of the United States, of America, iu Con
gress assembled, that two-thirds of both Houses
concurring, the lollowing article ?hall be proposed
to the Legislatures of the several States as an
amendment to the Constitution of the United
States, which, when adopted by three-fourths of
said Legislatures, shall be valid, to all intents and
purp- ses, as a part of the said Constitution,
namely—
Article 13. Neither slavery nor involuntary ser
vitude, except as a punishment for crime, whereof
the offender shall have been duly convicted, shall
exist within the United States, or any place sub
ject toAheiT jurisdiction.
Sec. 2. Congress shall have powertocnforcethis
article by appropriate legislation.
The following are among the amendments by the
Senate to-day:
The Deficiency Appropriation bill, at the sug
gestion of the Secretary of War.—Fordeficiencv in
arms and ordnance, 57,7b0,00U; for:maaufacture of
arms at the National Armory, $7OO, (h'O; stock
holders in private hospitals, £7,000 ; subsistence of
soldiers, §5,824,000; (Quartermaster's supplier,
5 18, 510,000 ; barracks and quarters, £3,500,000,
transportation, $30,000,(00; incidentals, (Quarter
masters'Department, 5*2,000.000, clothing, camp
and garrison equipage, $7,000,000. Other items
are embraced, making an aggregate of$8,000» 000 as
a deficiency.
ZEE UNION SENTIMENT IN N. CAROLINA.
New Yoek, Feb. 12.— Tbe following extracts
are made from laie copies of tbe North Carolina
papers received here:
. The Raleigh Progress says: “Tbe present Con
gress is bent on fastening a military despotism on
the people of these Confederate States, and the peo
ple must either submit quietly to receive the yoke
or resist the tyranny. ‘Resistance to tyrants is
obedience to God, 1 and the people of North Caro
lina will not hesitate as to the coarse they should
pursue.
“North Carolina cannot and will not submit to
have every able-bodied man con&cnoed, and tbe
whole State turned into a military camp. We want
I to achieve independence over our common enemy,
hut we are not willing to become the vassals o:
usurpers at home to achieve that or any other ob
ject
“We speak the words of truth and soberness,
hecagse we know the sentiments of the great mass
of the people in North Carolina. The State will
never willingly submit to despotism, with Jeffer
son Davis or any one else at its head. ’ *
The Salem (N. C. ) Press says: “The time is not
far distant when all will agree that this war must
be brought to a close by other means than tiie
sword.* *

New York, Feb. 12.—The British 'baric Agin
eouit,; from Hong Koug and SL Helena, reports
having left the "United States gunboat Mohican at
St. Helena, December 30, aud brought despatches
from her. She also reports that oa the 3d of No
vember, in the Straits of Sunda, spoke the Ameri
can bark Amanda, from Manilla lor Cork, addon
J“ e sth, at night, saw a vessel on fire, supposed to
be the Amanda. A number of vessels were close
10 her. The report of the Agiucourt doe 3 not men
tion seeing the pirate Alabama.
