'THE DOCTRINE OF PROTECTION.
While there are note few advocates of
tree Trade in this country who exhibit
considerable Intellectual acuteness, there
Isnot one among them, ao far as we know,
'who Will state eithertho facts or the argn-

ness or fairness. Before ns IT a brochure
arguing the espediency of aimpUtying the
existing impost system by abolishing duties
On all except a few commodities, such as
sugar, tobacco, tea, wine spirits, mare. and
the like; mainly articles of luxury, and if
not of luxury, at leant more of luxury than
of necessity.
.The • advantages derivable from this
change are exptPiated upon; as the larger
amount of revenue practically attainable
by concentrating taxation on a small num
ber of things rather than diffusing it over
almost all thingr; the diminution of the ex
penaes of assessing and collecting the rev
enue by the smal er number of persons re
stufred In that service; and the cheapening
of - the things left untaxed. It is diflicuit
to conceive how a more partial and mil.
leading statement of the case could be de
vieed.

wholly or mainly derived f om imposts.

little reflection to perceive that our
author has left fact' out of hie presentation
of the case which are indisaensable to a
correct understanding of it
If the imposts should be dismissed from

nue receivable from excise dunes ? Clear

This plea is urged upon various grounds,
but the main one is stint the lease of the Cs
tarrissa road to the British capitalists who
own the Atlantic and Great Western, was
entered into "with a view to the formation
of a line ci railroad which shall be a great
through lino to deflect the trade from Phil
adelphia to the City of New York." That
Is the great crime which the Supreme Court
is asked to punish. Any through sins that
does not lead:to Philadelphia, or that comes
into competition with the Pennsylvania
road, must be stopped. Philadelphia is the

The counties la this State through which
this proposed new through line passes are
Northampton, Lehigh, Carbon, 9chnylkill,
Northumberland, Union, Columbia, Mon•
tots, center, Clearfield, Jefferson, Clarion,
veeseso and Mercer ; allot these are deep
)3, interested In its constriction, and it will
largely benefit, in addition' to these, all the
counties on either aide of them, throughout
its entire length, from one end of the State
to the other. Have the people of mese conn
.les no rights? Are they to be castoff from
railroad facilities, unless every railroad con •
structed through them shall lead to Phila
delphia, and Philadelphia only?
We want to see Philadelphia prosper,
and we prefer her prosperity to that of New
York; but she, like all other cities, must
win what she gets by competition, and not
by monopoly. The proposed new through
line is crossed at 'various points by roads
leading to Philadelphia, and she will have.
therefore, if the line is ever completed fall
opportunity to compote with New York for
its traffic..
We believe in free trade In railroads. We
hope to live to see our State covered with a
network of railways, leading to all points
of the compass ; and we resent, therefore,
all teem pleas sgainst railway enterprises
that do not lead in a particular direction.

the people are raising, louder than ever,
the cry for Parliamentary Reform. Bear
ing their full share of the burdens of gov
ernment they demand, not as a privilege br t

tional Legislature. No man who really °a
lleys' in representative institutions at all,
can reasonably dispute the plain rule that a
citizen's obligation in supporting govern
ment is the exact measure of his right to

ly duller of apprehension than any other
sort of folk, to feeling the edge of an argu
ment, or recognizing the appropriateness of
an Inevitable Inference, when working
against their cause, are puzzled to devise a
plausible answer.

lish aristocracy would not have been in
valved in this absurdity. They would have
held up manhood suffrages a failure, and
republican government as prejudicial to or.

humanity everywhere, they would have
magnified to We utmost limits of probabil
ity, and held up warningly to deter the mas
ses of the English population from aspiring
to participa's in the making of the laws to
which they are required to yield obedience.
The overthrow of the rebellion has en
larged the popular conception throngtout
Europe of the power and value of govern
ment by al! the people; and is monopolists
there, others and distinction,
