This project will undoubtedly be pressed in Congress by the Northwestern members, who feel the nte3 of a better outlet to this water than the Eric Canal affords; but we trust that all efforts to engage the Govern ment in constructing canals or any other work of internal improvement will fail. If a sh'p canal at Niagara is a.work of ne• cessity, private enterprise is adequate to its accomplishment. The nation is already deeply enough in debt ; and if the Govern ment is once entrapped into such an under taking it will have to follow It up by build ing roads and canals and improving rivers all over the country. We, certainly, shall put in our plea, in such a case, for thelm• provement of the navigation of the Ohio riven and we certainly have as good reasons for urging that as the Northwest has for urging the Niagara Canal. As to the free navigation of the St. Law re.ace, that is another matter. It involves no outlay of money, and the Government may very properly make it a subject of ne gotiation with the Canadian and -English authorities. It cannot be attained, how ever, witout another reciprocity treaty; and as the united States has just given no tice to those authorities of the termiruidon of the present reciprocity treaty, it will not be found so easy to negotiate snothet. The capitalists will, at least, have fibers , dance of time to construct the Niagara ship canal before the ratifications of ouch a treaty can Ix exchanged.
