most, if hot all of them, so that, on the
whore, the city cannot Justly be regarded
In an unfavorable light as to healthiness;
but In deaths from that clam of diseases of
which cholera is only one, which are not
merely -aggravated, but in mahy cases
caused by filth, the city does not compare
-cfavoiably with °there.
It follows irresistibly Lha; if the city with
italoreeta, alleys, courts, and vacant lots
were kept clean; if it were properly drained,
and its atmosphere kept clear of the
noisome stenches of cesspools and stagnant
Water, the city would be, by'all odds, the
healthiest in the Union. , The one thing
we need, then, to attain that desirable po
/Won, is to see that we are, as soon as may
be, delivered front the omnipresent domin
ion of filth.

in our present condition, the advent of

ft behooves us, then, if we would avoid,
as far as human precaution can do, the ray
tenor that - pestilence, to remove the caus
es which are certain to produce them. If
we cannot accomplish the whole of the
needed work, we can at least do something
towards it. We can have our streets and
alleys cleaned, at anti; and we can also
set on foot a system of sewerage that will
eventually deliver us from the foal odors
that poison the atmosphere.
- There is no one thing the two; cities and
boroughrneed so much as a comprehensive
system of sewerage that will reach Into
every street, alley and byway. That Is a
matter that should at once be attended to.
It will req,dre time to elaborate it, and
more time to enforce it and put it into ef
fective operation; , but it will never be done
without being first begun; and this is a most
fit time for beginning it.
In the meantime, clean the etreeta. As
we write, the slow rain that is falling •is
- tunaing the streets into pools of m a 1; and
there is scarcely a crossing in the two cit
ies which one can cross clean shod. It is
mud, mud, everywhere; and the pedestrian
as he gazes with rueful visage at mud
inches deep all around him, inquires sadly
'wilat advantage there -is in paved streeta
over clay roads, when the dirt is thus left
*to accumulate upon -them. If, to now
seems likely, the winter is to be an open
one, we have but Just entered upon a three
or four months' Beige of mud; and any one
who can calmly contemplate' wading
thmugh this dirty, greasy, alippery com
pound' that coats the streets, during the
entire winter, has more snbmissiveneas
ghat' we can command. If the evil were
unavoidable no one would complain; but
It is not. It exists only through the negli•
geice and apathy c f the people, and they
must wake up or take the consequences.

been paroled; our latest advises say that
they have been unconditionally liberated.

in the Ashburton treaty as among the great
crimes upon Which the principles of ertra
dition should be rigidly enforced by both
governments, and each bound itself to the
chher to deliver up all pirates whenever
found, to the government claiming thent.
Our Minister to England will doubtless de
mand the surrender of Wanniita. and his

CONS OLIDATION.
We publish In this morning's paper a
communication from a very respeotable cit
izen of Allegheny, arguing against the con
solidation of these cities. It is Proper that
the public should have both sides of
question of such vital importance. For
ourselves, we await with some interest a
report from the committees representing
the several corporations. If an equitable
basis for consolidation can be agreed upon,
and presented for ratification by the
people, but little doubt can be entertained
that it would be adopted by a large major
ity. Doubtless some of the objections urg
ed by our correspondent will be met by the
committee of conference. Meantime, we
commend the article to a careful perusal
by the people Allegheny, for whom It
seems principally Intended.

structed rebels is astounding, but not more
