While certain interested -parties are try
ing to make - us believe that the Imperial
rule is firmly established in Mexico, the
Emperor gives us the most convincing in
' formation to the cOntrary. Hie order to
concentrate his army at three points, Vera

leo, is virtually en abandonment of the
whole country to the Liberals, with the ex
ception of whatever territory may be com
manded by the foreign garrisons of these
three places. In addition to this the Em

Two things. are plain from this move--
