In adjusting, the boundaries of the territory to .
be included within the juri,dietlon of the

posed new corporation, the Committee era of
the opinion that they should extend beyond the
present boronglas, and Include some of the ad
jacent townshij..
The city of YittsbeTh has already had four
different boundaries. its corparite limits , first
established in 1010 , were aterwards enlarged
by creating a city district; and next nutting with
it the borough of "Northern Liberties" and af
terwards by an extension of the City Districts.
This method of extending the boundaries of
the city by aucceasivime nstalmentson times when
the population and dwellings have crowded up
to, and over beyond; the extension lines, Is at
tended with the great disadrantage of fi nding es
calillehed, in the added territory, clusters of
building lOIS, streets and alleys, laid out In Iso
lated patches, and improved without reference
to nay general plan, but according to the Inter
est or caprice of the 'lndividual owner alone.
To ,gunril against such incoherent plans of
straggling villages, the extension of boundary
and jurisdiction of ' a city should precede any
dense settlements In Its suburbs. This would
enable the proper authorities to lay out all
needful streets and avenues, in advance of pop
ulation, upon some comprehensive system,.by
which all the parts or the general plan would
harmonize with each other, and promote the
general good of the whole. The committee
therefore, recommend that, In order to make ,
ample provision for the futnre growth of the
population and business of the city, its bound
dories be so extended as to include a territory
equal to eight miles square, at least.

Among the disadvantages of our present ays•
tem of separate corporate authorities, we may
cute the dtventity of local and:conflicting legisla
tion, for similar objects and proposes, which
must prevail. Each corporation, while legisla
ting to promote the interests of its own constitu
ents, may, and sometimes does, adopt such tile
crhainating measures as are detrimental and
vexatious to their neighbors across the /Lie of
separation.. Instances have occurred where
draymen, residing and licensed in one mnuiel
panty, have been err.'-red and punished by late,
for conveying a barrel of flour, or a load of coal,
to the family residence of the owner in ono her.
Local jealousies and rivalries of this hind may
be exhibited in fixing the rates of market fees
wharfage, weighers and inspectors'-fees—la
cat sea and in many other ways.

though the firemen of our two cities do volun

meet among them may at times occasion the
most disastrous consequent:ea.
But among the unintraus disadvantages of our
present disjointed system, the most obvious,
perhaps, to that which affects our police
arrangemente. We now hero twelve different
and independent corporate post - as, each of
which appoint and regulate the services of their
own pc/icemen la their own way, and all of
them are subject to summary discharge when
ever a new chlefsoilleer Is elected. We cannot
expect an efficient police, based upon such •
discordant system. We might as well expect
efficient action from a military regiment In bat
tle, where each company moved In Its owe way,
"fighting on Its own hook," Independent of its
chief commander. Al! these, and other evils of
like character, would disappear under our con
solidated city government.

The peculiar local position, of the Tomcat city
of Pittsburgh has made it In all time past the
centre or trade, navigation and Onsinesa for ail
of the surrounding country. Althongb many of
its larger manufactories are establish-at onside
of its bomidaries. all of the Important financial
operations of the enure business community

railroad depots, large trading houses, the banks
and Insurance offlces are concentrated there.
The eeriness of receiving and forwarding, and
of buying and selling goods, will doubtless can.

increasing demand for places of business, with
in its restricted limits, Is so great that family
dwetliege are giving place to w +rehouses and
stores. A large =lion of the active business
people are removing their family residences
beyond the city limits, and thus virtually aban
don their right of suffrage to electing those city
authoritifies tinder whose control their proper.

The city, in whose prosperity ail their interests
are concentrated, is thus deprived of the bene
fit of their services in the administration of Its
government. By the proposed net of commit.

lien entitle them to participate, by their votes
and by their personal services, iD the manage
ment of city affairs, and TO alit in promoting,
the best Interestsitf the whole city.

Mr. Dunseath, Sib street, and traced to the por
session of Delaney, one of the dcfendants;who
went to the store of Mr. T. hi. Little, le com
pany with Haley, to have a glass put In It. Mr.
Little halving no glass of the proper size, went to
Mr. Millionth to procure one. There the watch
which had been missed, was recomaLted. Haley
and Delaney had been at Dm/ma's, the for
mer going ti‘cre for the purpose of Laying a
watch repaired, and leaving it for that purpose.
It appeared that while Maley was engaged in
conversation with a clerk of Mr. Dnosenth, De.
butcy was walking about the store anti bat an
opportunity of taking the watch of .Mr. Manc
uso-rev. The Jury acquitted Maley, and convict
ed Delaney, who was sentenced to the peniten
tiary for nine months.
A Jury was sworn to try Peter McFarland
(already sentenced In three similar Indictments)
upon an indictment for selling liquor without
license. The ramming officer, constable John
Barry, not being present. the Distriet Attorney
asked that a verdict or not guilty be renderd..,
and Mr. Barry directed to pay the costs. The
Jury so determined.
