For some time past, the citizens residing at
the Point have been greatly annoyed by a gang
of rowdies who congregate almost nightly In the
vicinity of the Ferry landing, and keep the whole
neighborhood In terror by their rowdyism and
violence. The evil had become so fearful of
late that Mayor Lowry found it necosary to de
tail a policeman for special duty In that locality.
Officer Cyrus Elaly was assigned the task of
preserving the peace there, but as yet he
has not succeeded In getting the ruffians an
der subjugation. Oa Sunday night he was
roughly handled while making an arrest, and
last night ho was attacked by a fellow
named Harkins, who attempted to draw a
weapon upon hem, but as the officer drew his
revolver and bred, the ruffian took to his heels
and made good his escape. Soon after, a crowd
of excited men gathered around, and It being
reported that the shot fired by the officer had
atruck a woman several of the rowdies present
made this a pre text for seizing the officer. Get
ting him In their power, they dragged him to the
river, and were making desperate art". t o

fered and caused them to desist The whole
neighborhood was alarmed, and the Illoyor was
scut for and visited the place. The police sac
ceeded In arresting three of the principal row
dies, John °dyer, John Lannon, and Wil

thies above named were kept In the lockup all
night, and this morning, In default of a due of
twenty-Oen dollars each. were co.,mitted to jell
for thirty days.'
The Mayor Is determined to break tip this
gang, at Winiterr Cali, and be solicits the aid
and Inetiort Of the citizens to that end. Many
of the citizens are so completely under dread of
of these rowdies, that they cannot be Induced
to appear against, them even when arrested.
They fear personal violence, or damage to their
property, It they appear as prbseentors or in•
formers. This la all wrong; and if this course
is persisted in they may prepare to head that end
of the city beer tome "tender mercies" of these
villains. On the other hand If they wish as get
rid of the rowdyism which prevails, and seems
the restoration of order, they must act like men
--show a firm determination to uphold the
Mayor and his mincers, and prosecute to punish
ment every violation of law. Tole is the only
safe course to pursue, and by adopting this plan
older and quiet will be restored In less than a
week. When a community begins to cower be
fore a mob, anarchy and outrage Is sure to.
follow. When they rise as one man, and defend
themselves, the cowardly ruffians will soon make
themselves scarce. We regret to learn that
even now there are parties treating with the
Mayer In behalf of those villains enraged In
the recent brawls, pleading the pretext that
their persons and property will be in danger if
harsh I:desserts are resorted to. Th la is a ground
less fear and the opposite course should be pur
sued. 'the blayor is determined to lay a stem
hand upon al offenders, and If the citizens will
=welt their own bat interests they will give
him all the aid In their power.

Condition Of Officer Bay.

polke, and we regret to learn that he is now
lying In a dying condition. He was at first

disease assumed another type, and he appeared
to be suturing from an affection of the throat

ble to swallow. and scarcely able to breathe. He
was attended by four physicians, who deemed tt
necessary to make an aperture In his windpipe
to prevent strangulatkm. The operation was
successfully performed, and the patient has
dace been breathing through this onenieg. He
is unable to take any nourishment, and is dying,
as It ware, from starvation. At last accounts he

ion that he cannot melte twenty-four hours.
Officer Bay was well known as a policeman, and
wan well known as a policeman, and had served
about ten years on the night police. On the
accession of Mayor Lowry he was appointed on
the day pollee and was a trustworthy and faith

that his comrade, Washington, had entered an

and facilitating his pluadering operations, when
the alarm in the adjoining room waked up the
sleepers in this apartment and caused him to
buten out. A couple of policemen were sum
moned, and the two jarks were toted off to the
watch house. On searching Washington nu
less than three watches, were found secreted In
his boot legs and two in his pocketa. Two of
these watches were gold—one of them a tine
and valuable time piece—and the others silver.
Johnston had in his possession a sliver watch.
They had not stolen anything from the house, but
.heir conduct indicates that they are both thieves
—and bold operators at that. Washington is
a "sharp nigger," and plead hie own ease with
the cunning and skill of an experienced lawyer,
eross-examtning the witnesses, and making his
points with legal accuracy. The principal wit
ness against him was a woman woo had seen
him In the :mom. Ile asked her if she could
swear positively as to hie Identity, and she
replied that she could not, but the man she saw
answered hie general description. He claimed
that this evidence was not sufficient, sod argued
that he could not be held to answer under such
testimony, but the Mayor over-ruled that point,
and In default of ball committed both him and
his companion to jell for a time, in hopes that
he may find an owner for some of the watches
found upon them, and of the possession of which
they can give no satisfactory account.
Outrage upon a Stranger.
Mayor Lowry had before him this morning a
man named Edward McGann, charged with dis
orderly conduct at the depot of the Pennsylvania
Railroad. It appears that McGann was at the
depot, on the arrival of the midnight train from
the east, and approached a stranger and asked
permission to carry his baggage to his lodging
place. The man asked if there were no hacks
about, as he would rather tide than walk, bet
I,PGann informed him that there ware no con
veyances, whereupon be handed him his bag
gage check. Finding that he had been deceived
In regard to the hacks, the stranger demanded
the check before the baggage had been deliver
ed, whereupon 'McGann gave him a
severe "tongue-lashing," making use of the
most insulting and outrageous language. Re
was taken charge of by a policeman. and on
hearing the mute the Mayor tined him live dole
Lars and costs, which he paid.
Alleged Larceny
An old woman named Ellen Jordan appuared
before Mayor Lowry to-day, and made informa
tion charging a well known vagrant named
"Cock Robin," alias "Sharpsticks," with steal
ing from her glee In greenbacks. Mrs. Jordon
alleges that the defendant came to her hoose to
Church alley, on Banday. and while partaking
of her hospitality managed to get popossiOn of

She alleges Chat the money was taken from her
bosom, and on following the woman up she
made her disgorge ten dollars, but the rest she
uiu in her shoes or stockings. "Robin" was
arrested aeon after, but no money wal found on

To-day a thorough - search Was Of her
penscm, but the officer succeeded in ending but
forty cents. Mrs. Jordan, is greatly distressed
at her loss but there scents to be no help for
her.
Bold Larceny of a florae and Buggy.
About noon to-day, a bores and buggy were
stolen from the front of the office of Walton
Fawcett, coal merchants, at No. 134 Water
str ett. Mx. Joseph Walton, the owner of the
property, reeldea in East Birmingham, and had
driven to the office on Water at. for the purpose
of attending to some buotnees. When he came
out, he found that the horse and buggy had
been taken away. Two suspicions looking men
had beat seen lurking about theotlice a Piw me.
meats before, and It Is supposed that they are
the guilty parties. The pollee were Informed of
the larceny, and are now In pursuit of the
thieves. The horse Is a large dark bay, and the
buggy is almost new, with a box nod, and
contains the letter W. on the right side. As the
thieves got but a brief sun of the officers, they
will probably be overhauled.
