has been for the public good. The foreign

very fine; if you think It's an easy thing, you
just come up and try it. [Roars of laugh
ter.] At all events they maintained peace;

inestimable blessing would have been sacri
ficed, and—and—la voice, 'Oh, do help the

The Superintendent reports that there are
many other persona teaching. in colored
regiments of which there are no reports.
He remarks in conclusion:
"When we consider the difficulties that
have been encountered, the changes and
crudeness of the community for which the
labor was performed, (circumstances pecu
liarly precluding the quiet that is almost
essential to educational operations,) we are
ourselves astonished at the resultssecured,
and confidently present them to the public,
for the encouragement of the friends
of the cause. There rut no need to
be discouraged because all circumstances
are not favurablm.nor because sometimes
we have been unfortunate in the character
of the agehts we have had to employ; nor
because we have sometimes been blamed
for not performing impossibilities"

says : Capital punishment is, of course, out
of the question In the case of a young
woman of twenty-one, who committed a
crime when scarcely emerging from child
hood. On the other hand, it cannot be said
that there is sufllcent proof of insanity to
justify the Home Secretary in sending
ertoan asylum. Substantial justice will
be done by a dm& commutation of the
sentence, and by secluding the prisoner
from the world whose laws she has so ter
ribly violated.
BISUOP Cowman has commenced an as
against ?dr. Gladstone and Mr. Hub
bard, as trainees of the Colonial Bishoprics
Fund, for the payment of his salary; and
the Attorney-General ilea been retained for
the defense.

of the present day is a schema for construct

Whoever has attentively watched manl
festations of Southern- 'spirit rifler , the sur
render of Johnston's army, needs no argu
ment to be convinced of the truth which,
indeed, they themselves perpetually boast
ed of, that they submitted only because
they were overpowered. Their / Mews of
the right of secession, of the aggressive tyr
anny of the ,North. or the divine right of
the white man to make .he negro work for
him, Were not changed; they were simply
o verpeweted.
We have been charitable enough .to sup
pose that being subdued, they were at once
ready to become good citizens of the Union
again. But leopards do not change their
spots in a nlght• and, thanks to President
Johnson's Provisional Government system,
we are fast learning that rebels are as slow
In changing as leopards. Ip South Carall
na the very Provldorial -Governor himself
declares that the atroehlen of the tatted
State, armies can never be forgotten in the
South, and that the compulsory return to
the Union Is humiliating and degrading. In
-Georgia they resolve that, "Whereas after
most bravely and gallantly contending far
their rights, they bays , been overpowered
by numbers, they will for the present sub
mit to the Constitution of the United
States." In Louisiana the Governor ap
points returned rebels in preference to
Union soldiers to office,• and announces,
that, whatever happens, Louisiana shall not
be Tankeelired. In Richmond, in the very
teeth of the military authorities, they elect
a rebel odicer to the mayoralty in preference
to Union man, on the explicit ground,
(constantly avowed at the polls,) of his pa
triodim in gallantly serving in the army of
his country, towit : of the Rebellion.
