It Ls & prevalent impresdon among those who

112,09 per gallon could oe collected, the revenue
therefroMmould amount to Erro s poopo,
enough to pay the interest on the entire imam

bonds and all the floating debt la funded. Bat
the revenue actually derived from this source is
bet one-tenth of this amount. All the rum is
lost by illicit distillation, smugglinz, and =-
rept-and unfaithful conduct of revenue officials.
To prevent this Immense loss, the Brxentary of
the Treasury has taken mettsfersfor a more cfil
cleat collection of the revenue derived from _the
liquor business, among °elves that of appointing
an Assistant Assessor in every District in which
there is a distillery, whose attention ivill be giv
en solely to that object.
-This is but one instance, although the most
aCitable one, out of many, of enormous losses of
revenue which have been the result of inefficient
collection of the taxes, That this difficulty,
arising mainly from inexperience In levying
tares such es were unknown before the war, is
being fast overcome, Is evident from the vast in
ikreare in the revenue for the past over tlatt ef
the preceding year. In some of the districts,
'Sneakily of the West, it is threefold. Shorn
this improvement continue we may look for an'
increase in the aggregate receipts in tldi and
combnig years, which will enable the government
to materially lighten or remove some of the
Vlore odious taxes. .

We understand that America-Os ittte
of the Cotfederate army, who hare re:eat

not propose to take service with either bel-
Bgewat of that country. They will make
their way, directly to the interior, and
thence through the-northern states to the
-Pacific coast. Mime:some of thentwill en
gage in mining, and others settle down as
colonists on lands already prepared for
them. The trip across the country will
probably take most of the summer, but the
party is Well fitted out for even a longer
thiall probability many of them will
tiltinintely' find "their way To C.lifornla,
there to settle in new homes among their
own reople again. We are informed,
moreover, that most of the prominent lead
ers of the party, especially those from this
'State and from Kentucky, leave the bruins
of their childhood with sad regrets, and
with the hope of soon returning without
being molested. They only leave now be

would be liable to arrest and incarceration,
at least till their own trials, or those of
their class representatives, take pilaw.

if they can do so in safety. Among these
are governors Moore and Allen, of this
State; Governors Clark and Mut-rah, of

Frani Louisiana and Texas
In Louisiana corn, cotton and sugar were
never more forward than they are this year.
On the Red river the crop of corn will be
"immense," so says the Shreveport .2rezee.
In Texas corn is beyond the reach of ac
cident, and is very abundant. The wheat
has suffered from rust in some of the lower
comities of the State, but the crop is never
theless large—"larger, perhaps, than ever
before in Texas," says the Galveston
Gazette of the sth inst. In relation to the
`cotton crop the same paper says :—"Opin
tons vary as to the amount of ground in cot
ton; but It is pretty large, and we should
not be surprised if, of the old crop and the
new together, the export from Texas the
approaching commercial year—beginning
September I—should be equal to any before
the war."

Certificates of Indebtedness
The carpings of certain sore-headed jour
nals at the course of the Secretary of the
Treasury in satisfying the large claims
against the government by the payment of
25 pet cent in cash and,7s per+ cent in cer
tificates, is entirely unjust, in view of the
facts of the financial condition, In the first
place the Secretary has no antbority to bor
row money beyond the $200,000,000 asked
for by Mr. Fessenden, the last of which is
now being marketed by Jay Cooke; second
ly, the government is disbanding an army
of eight hundred thousand men, and paying
every man fafttil—a. thing without a prece
dent in history—and it is for the satisfac
tion of the claims of the soldiers that the re
ceipts of the government, from loans and
-revenue, are now being used. These de
mands will all be promptly paid, so that the
soldier who has received an honorable dis
charge may go home with a respect for the
government that has so faithfully fulfilled
its obligations to him; thirdly, the closing
up of the accounts of the army calls for a
larger amount of money than was antlelpa.
ted, end as the Secretary can get no relief
until Congress meets, he does not propose
to have the treasury entirely dried up, and
therefore resorts to the only alternative left
him—the issue of certificates of indebted
ness to the lame creditors of the govern
meat.—Cor. N. Y. Times.

Within a fortnight the telegraph has brought
