No 'one of the Colonies, during all.. this
struggle, singly deelared itself in I
No onebsd the power to maintain such a
declaration, if it had been made. No
one,. consequently, posseased any capabili
ty to make itself sovereign. rf, therefore,
after the declaration of independence, any
State or States became vested with taiy kind
of sovereignty, it mast have been by the
grant, permission, or acquiescence (which
Is implied consent) of the good people of
these colonies, and this, of comae, repels
the idea of original and inherent State Bov
ereingty.
Now, it did occuraending the war and
after the Declaration, that the States did
assume to be sovereign.. This is a curious
passage in our history, which was marked
by some very striking demollklittioa9 of
the failure of our - ancestors, both in the ap
preciation of the nature of their new rah
tons and in the perception of their wants.
The Articles of Confederation were adv.
ted in 1777, .but not entirely ratified until
1781. They were the first expressions o.
I • the Idea of government for the Union-
They were begun in an effort at govern
ment a year before the Declaration of Inde
pendence, and at a time when, as Washing--
ton remarked: "no sensible man on the
continent desired independence," when all
hoped for satisfactory adjustment of differ
ences with the Crown. The first ontlines,
therefore, made no reference to sovereign
States.
The truth is, this absurd and abominable
doctrine of State Sovereignty which has
cost this nation so dearly, by plunging it
into the most terrible civil war on record,
grew out of that unfortunate 'clause which
was in derogation of and in conflict with
the whole spirit of the document—that one
which recognized in one man a claim upon
the involuntary service of another, and re
quiring the rendition of fugitives from such
service if they escaped beyond the bounda
ries of the States where such service was
due. This, as it was interpreted, riised
one "institution" above all control and gave
it claims which neither Btste nor national
authority could gainsay. Mounted upon
this ene provision., the States where such
service was due claimed absolute sovereign
ty. There was nothing else upon which
they base such a claim.
Pennsylvaula's Army
At length we have, from an authentic source,
a full aggregate of all the troops rased by the
commonwealth of Pennsylvania for the device
of the republic, dnring - the late glorious war lot
freedom and onion; and—the number even ex•
ceeds our most sanguine expertationa. In order
to call public attention to the matter more than
It has yet been, we repeat In a conspicuous form
the statistics emanating from the Convention of

A comparison of these figures with those we
give above will show that Pennsylvania has
contributed toxins In a larger ratio than any of the
New England States, except Rhode Island. The
nearest Epproach to us, with that exception, Is
Massachusetts, which has sent three-fifths of
her arms-bearing population, while we have
sent rather more than that. Rhode Island has
raised men In about the same redo as Peunsyl
vault4 Harems exceeds no all, but her popnla
lion timsthave increased very largely since lode,
as otherwise the figures show that she has sent
nearly her whole adult white male population
Into the field. The .figtaes given above do sot
include the colored troops, of whom Pennsylva
nia furnished a large number, while they do In
clude the Ilassachnsetts colored troops, and pro

'terrible Tragedy in Ohio
We are informed that a horrible tragedy
took place in Madison county, about tour
miles from London, last week, but our In
formant could not give names. We recite
this awful story as we beard it A' farmer
cold his faim to three men, who gave him
$15,000 cash in part payment. In the
evening be walked to London, leaving his
wile and child at home. Some time after,
a Peddler, who had often staid all night at
the house, drove up and naked permission
to remain,
but the farmer's wife declined,
because it was doubtful if her husband re
turned that night, and she knew there wasa
large meant of money In the house, She
remarked to the peddler that if her husband
returned, be would probably meet him.
The peddler drove on, met the farmer, and
returned with-him. As they approached the
house, the farmer observed a light in his•
room in which he usually kept his papers,
and remarked to the peddler that there
were burglars in the house. The peddler
introduced a pair of revdfcers, and the two
stationed themselves st points where the
Lurgiars would probably attempt to escape;
they - cave the alarm and three men rushed
out. The peddler killed two of them, when
the third ran toward the farmer, who killed
him. Upon estenng the house the farmer
was horrified to find his wife and child mur
dered. When the bodies of the murderers
were evsulned it was discovered tint
they were the parties who had purchased
the farm that day ; one of them being broth
ertn-law to the farmer.—Dayton Journal
The Call for Men In the South
The following from the Houston (Texas)
Telegraph, wilt many other indications of
a similar kind, show the remarkable change,
of sentiments on the labor question which
has takzn place at the South.
Accepting slavery as the only source for
the supply of labor, we hi former years ad-'
vocated the reopening of the African slave
trade, because it was a means of civilizing
and christianizing savages, and at the same
time of ,developing the natural wealth of a
country we esteemed above all others. The
advocacy of that trade did not prove accep
table. It was voted down and We gave al ,
the hope of ever seeing Teias fenced in.
But the abolition of slavery op.nathe field :

As yet, none of the old Charleston banks
have resumed business. in fact, :ills ad
mitted that nearly all of thorn Will be com•
pelled to *lnd up their affairs and settle
with their creditors as beet they can. Per,
at an early period of the war they foolishly
surrendered to the. tanifederate ',govern
ment, in exchange fOrits bonds (now utter ,
ly worthless), the bulk' of their specie and
sterling exchange, forming the most sub . -
stantialuart of these assets.
Tun Mormons have not only refined to
pay their quota of taxes, but they have
never. contributed a dollar toward the sup
port of the National Governreent, nor have
they, op to this date, paid st.penny for the
lands which they occupy. In view of these
facts, the Government has resolved to en
tOrce not only the revenue laws in that
portion of its domains, but it is determined
that the Mormons shall pay for the lands
they have appropriated to their own use.
lamest G. Haunts, in a letter addressed
from Mexico to one of the Memphis papers,
says that he was compelled by the confed
erate military authorities to receive confed
erate money in payment of Molest quarter's
salary. The Nashville Preis says Harris is'
a bare-faced bar. His own receipt, now on
file at the Capitol, found in one orate re
captured gold boxes, shows that he was
paid hie last quarter's salary in gold.
TuE purchase of the four large first-class
screw steamers, Neptune, Glencoe, Pro.
tens, and Nereus by citizens of lialdinore,
at the late Government sale in New York,
we understand to be in connection with the
project of a first-class line of steamers be
tween Baltimore and Liverpool direct,
which was under consideration when the

lished, much to the offence of the parties

died on the spot.

tained an order from the government to fur
nish the Southern railroads with all the
stock belonging to the United .States Gov
ernment, at a fair valuation, trusting the
roads for the money, to be paid out of the
receipts from business,

ter to a friend remarks that the Southern
cause could not have failed with anybody
else but Jeff. Davis as a leader. That opin-
lon seems now to gain ground very rapidly,
and public sympathy with him is diminish
ing in_proportion as the fact is being re
alized.

own young wife, about to become a mother,
that he might marry a lover in Grafton,
Ohio, has been sentenced to the penitenti
y of that State for life.
A mat has been presented to the United
States of rent for the Libby Prison since
April 3, 1365. It is suggested that the
next thing will be the presentation
of an account by the owner of the land near
Andersonville, where 17,000 murdered
Union soldiers lie burled.
Evict KENDIG, sentenced November 24,
1360, by the Lancaster court, to eleven
years and six months' imprisonment, for
.scooting John A. Reese, in that city, on
the 16th day of June, 1860, was pardoned
by Governor Curtin a few days ago.
Mn. Thanes AESOLD, second son of late
Rev: Dr. .Arnold, who seceded a few ymrs
ago, to the Roman Catholic Church, and
was for tome time a professor in the Cath
olic University at Dublin, has returned to
the English Church.
