disloyal as ever. Rebellion and War were
but the effects of that disloyalty. The ef
-teeth intim been destroyed by sheer force;
but the cause remains. We have often said
that slavery was tke ultimate cause of
and so it was. Is slavery abolished ? Not
so long us men are suffered to regalate their
sy.stere of labor by the same 'rules which
-governed Slavery—not so long as people of
OM class may not go at will from one plan
tation to another without passes from -men
of another. class—not so long as one
code of laws stands on the statute book for
the government of a ruling class, and an
other fora subject class—not so long as the
persons emancipated are debarred from en
tering a court of justice ant? claiming the
nrotection of the law against outrage or in

long as they are denied'auy part whatever
in the government to which they owe obed
ience.

those people adhere to slavery in any form

emnly, and before heaven and earth, our
. government declared every slave free; but
if these freed people are to be left entirely
'to the mercy of the men out of whose hands
they were delivered by the strong hand of
the government, better that they had been
left as they were. Emancipation is a creel
mockery, a positive wrong, if the southern
people shall be allowed to rivet the same
'fetters upon a class which the government
' struck from the limbs of individuals. What
is It but a fresh act of rebellion, a contempt
of its authority, a defiant nithfiCation of its
• most illustrious edict? •

The New York Evening Pm, arguing
that there is na danger of Southern mem
bers, in any ease, having an untoward in
fluence In Congress, says of the House of
Representatives:
There are now one hundred and seventy
four members elect to that body, of whom
one hundred and forty-four are uncondi
tional loyalists, against thirty "conserva
tives" and "southern Bympathizerr" Ken
tucky and Nevada have yet to elect. Giv
ing the South six out of the nine members
from the former we shall have the following
result:

It is difficult to see what "power" the
rebel States can wield In the next House,
even if they got there.
A change of fifteen votes to their side,
would by this calculation, give them the
majority; and on many important questions
such a change would not be improbable.
So small a margin is not enough for a re•
liable working majority. Besides should
- any further amendment of the Constitution
be necessary, these men would hold it in
their power to defeat anything that should
be proposed, a two-thirds majority being
required for the passage of such amend
ments.
Tux charges against Cot. BAxes, the
V. B. detective officer, well known for his
share in the pursuit of the assassins of Mr
Lincoln, seem to have been very much
exaggerated In the telegraphic report. It
tunes out that a number of bounty brokers
and reputed bounty jumpers, who were
arrested by Colonel Baker at Hoboken, on
the 11th of March, have entered waits
against that officer for false imprisonment
and assault and battery. Several affidavits,
it Is said, have been taken, but the subject
has not Vet been brought before the courts.
The statements thus far made are one sided,
and the case will probably assume a differ
ent aspect as soon as Colonel Baker is heard
in his own defence.

sta.ading the late succeests of the Imperai
nits along the eastern frontier, they appear
to be losing ground in some places. The
New Orleans Picayune has intelligence that
the liberals are 'weeping everything before
them in the more western orate' of Mexico,
even down to the shores of the Pacific.
The withdrawal of the Imperial troops from
that direction to meet the more pressing
danger in New Leon, Coahuila and Tamaul
ipas, perhaps left the door open for them.
It is, also, probable that the large number
of Americans who have recently gone as
miners, colonists and adventurers to Chi
huahua, Sonora and Sinaloa have had some,
thingio do with it.
Elan.—Since the breaking up of the rebel
armies many of the dioraissed military officers
find themselves destitute of the means of sn;..
port. Thousands of them, before the war, were
supported In idleness by the labor of slaves; bet
the rebellion having deprived them of that sup•
port, and having no weal occupation, never
having labored, and having been educated to re
gard labor as fit on ly for slaves, they are In a
bad way. In this dilemma many of them have
banded themselves together to get, by plunder,
that which they scorn to earn by honorable toil,
but which they cannotdo without. The old and
Inexorable law, "in the sweat of th: - face dusk
thou eat bread," has come home to them at lash
although for a while they scented to have abro
gated it.
Wendell Phillips on Reconstruction.
To the Editors of the Boston Daily Athrertiter:—
one principle of reconstruction has been
unanimously assented to on both sides of
Mason and Dixon's line, namely, that the
people of no heretofore slave State shall be
invested with the rights of membership and
representation in the government of the
United States without the recognition In its
constitution of the abolition of slavery.
This Is not a voluntary act on the part of all
the rebel States at least, if it is of any one.
It is a condition prescribed and enforced
upon them. Whether it is put upon the
ground assumed by Ms. Dana in his address
at the recent meeting in Fanenil Hall, that
the rebellion has been a war sui ganeris re
suiting in conquest and not a mere insurrec
tion and its suppression,—or put upon the
the ground that by the illegality and vio
lence of the acts of those States from that
of secession downwards, each of them has
reduced Itself to a condition of absolute an
archy, without any legal recognizable po
litical organism, until a resuscitation by act
of Congress—ls immaterial. In one of these
ways the heretofore rebels are now in a state
of political catalepsy. This is acknowl
edged by the inhabitants themselves, for
they apply for a reconstruction which ad
mits the tact—an unquestionable fact—of
previous aestructiorL And the United
States say to them, one absolute condition .
is the prior act of the abolition of slavery
and repeal of all the laws establishing, reg
ulating or recognizing such a thing as 'a
live human chattel.
This then is a claim on one side and ad
mission on the other, of a right on the part
of the United States to prescribe the terms
of reconstruction. If there is not such a
right under the present circumstances, then
it will follow that the inhabitants of any
State, under the implicitly reserved su
preme law of State rights, may declare war
against the U. States, or Join another nation
in a war against the United States, and fall
ing of success, may tura about, chose mem
bers of the Senate and House of Represen
tatives, and come and demand as of right an
admission into C Ingress; a pretedsion to)
extravagant to be asserted by the sturdiest
State rights and anarchy rights advocate,
outside of Virginia and South Carolina.
I conclude then that the United States
_ .
have a right under the present circumstan
ces, to prescribe the conditions of recon
struction. The case is not erptessly pro
vided for by the Constitution, for the rea
son perhaps, assis for the omission in
some ancient code to specify the punish
ment of parricide, that so attrocletts a
crime would never be committed. But the
case is not beyond the limits of the univer
sal law of reason, justice and prudence, and
we may add fraternity, which forbid vindic
tiveness, but enjoin • security for the fn.

Canada will have large delegations, deter•
mined to carry oat their measures in favor
of a reciprocity. Thia Is the grand ques
tion of the convention, but the Niagara
Falls canal; enlargement of the Erie canal,
and the tariff question, wilt attract eonsid
erab a attention here. There le a strong
clique in favor of reciprocity, but the bulk
of the people are opposed to having any
more commercial treaties with the Ottnadaa.
TIM internal revenue returns of the Bee,
ond Congresalonal District of Ohio, (the
western district of Cincinnati and Hamilton
county,) WIC?, were about $200,000. In
1863, the sum ct..s over $BOO,OOO. In 1861,
(just made out) the amount to a little over
$1,000,000.
BALTINWILE AND 01110 RAILIIOAD.—This
company will commence locating the branch
from Washington to Point of Rocks on
Itionday next. Richard Randolph, Esq.,
will have charge of the survey. The
length of the road will be about forty miles.

AWASH:MOTO/I dispatch says: The Middle
Division hasbeen abolished, and the Middle
Department fa organized. It comprises the
States of Pennsylvania, Maryland, Dela
ware, and West Virginia, with General Han
cock as Commander, and Baltimore as his
headquarters.
THE town of Franklin, Louisiana, was
recently sacked by a party of freebooters,
and five United States Treasury agents,
who went into the intenor of the counfry
in search of Rebel Cotton, are supposul to
have been murdered by them.

Treasury, with a view to see if he can not
prevent some of thefrands in whiskey, &c.,
has ordered the appointment of an addi
tion, 1 Assessor in each revenue district
