revelations made yesterday by the counsel

convincing as this so - called, defence. It
fastens hopelessly on the accused that cer
tainty of 'guilt which arises from a practical
confession of It.
,Colonel Doester, the counsel for Payne'
anclAtzeroth, took up their cases septrate

mittipg "beyond cavil .or . .dispute,'i that
Payne was the man who attempted to min , '
der Mt... Seward; that he was -not insane,
and that he (Payne) he was right
in making the assault. With such facts to
acknowledge,-it will te -. readily supposed
that there was very little on which to build
a deftly:o, and Colonel Doester therefore
took the ground that Payne, ,by his early
southern education. and alaveholding sur. -
roundkiliss Was', so imbued with southern
principles that his punishment deserved
some mitigation: Ile also maintained that

However misattafsctory this argument

crimes on record—the murdering of a aick
man lying helpless on his own bxd in his
own house. The most ;'fanatical"
tioniat of the old limes before the war never
went as far as this in his denunciations.
Toon these tesehinga•a southern empire

Were ready to recognize and adopt.
In regard`to this man Payne there has
been a studied effort to excite a fictitious"
umpathy. Rumors were started that his'
parentage was unknown—that a strange
mystery enveloped his connections - -that he
was a son ofdrffereon Davis—that he was a
brave and unffincing hero. Now this 'wok
is torn off, and he is revealed as an unscru
pulous murderer, who only failed in his
great crime becausei Providence saw fit that
.the final plot of a dying rebellion should
number but one martyr.
In' the case of Atzeroth, the prisoner
bimaolf sends in "a statement" which is
practically a confession, and which serves
his counsel as a text. In this confession
the prisoner admits that he- was selected as
the con spira tor who'was to kill-Vice Prod
dent Jo hn while Booth was to slay
both Lincoln and Grant. Atzeroth further
declares that he backed out of this scheme,
being willing to aid in capturing ballot in
killing the federal officials. lie, however,
took no measures to apprise the authorities
of the intended murder; and, when arrested
after the assassination, he fought to buy his
life by pointing out the route he thought
Booth had taken.
In all this Booth, seems to have been the
=stall:dull:of the infamous cabal. How
far be was aided by the leadlag rebels re
mains yet to be seen. lie served his em
ployers well, and sera their secret till death.

The following tea part of the strange de

mentioned above :
lIISTORY OF PAYNE.
Lewis Payne Powell is the son of Ray.

present supposed to live at Oak Station,
on the railroad between .Tacksonvifte and

out of the war, but four years ago, the
prisoner was a ltd of sixteen, engaged in
superintending his father's plantation and a
number of slave& We may safely presume
that occupied In the innocent pnraultanf his
country life, he daily heard the precepts of
the Gospel from hie father, and that in the
society of his sisters, the hardy life of a
planter was softened by the charms of a re-.
lined and religions circle, and that in the
natural course of events he would be to-day,
as he was then, a farmer and an honest
man. But in 1801 war, broke, out. War,
the scomnge and pestilence' of the race.
The signal , which Spread like a fire, was.
not ,1.-sig reaching Live Oak Station.
His two brothers enlisted, and Lewis,

Stuart's company-1e the Second Florida in
fantry, commanded by Colonel Ward, and
was ordered to Richmond.

:Mr. Router proceeded to mina' Ides what,

burn men who' , preached against this in
stitution, and to hunt fugitives with ailed
bounds, anti also thosewho helped them to
freedom. In the eyes of the lad the war
meant to abolish this custom, and upheave
society from its foundations. ' His inherit
ance was to be dissipated; his vassal equal;
his laws invaded; his religion astounded;
his politics,a heresy. For.this the lad was
going to fight in ,the defence of a social sys
tem. He was going' to fight" In' behalf of
the traditional precept of the state—to de
lenirstate rights. Fora third reason, he
was going to fight to show that he 'was a
better matt: than the northerners, under the
deep conviction prevailing 'in his section
that their blood and breeding was better
than-that of the northeners. The fourth
reason was to repel Invasion. These were
his incentives, -but he had been schooled
and trained to war by the bowie-knee and
pistol code , of honor prevalent there.
The counsel asked whether in the wide
world there ti another school in which the

One of the most 'remarkable financial ore.
tkens ever spoken within the walls of a dellber•
ative assembly was delivered by hi. Thiers, on
Friday last, before the Corps Legislatif. The
subject of his discourse was the budget of 1866,
as presented by the Government , coupled with
a general view of the system of French finance,
and of the financial posithin of the country.
"The victims drawn, by M. Thiers of this most
itellitant department of the Imperial adminis
tration Is neither flattering nor leasserlng. Ac-
I:ogling to this experienced statesman and
financier, the budget of 2 / 1 85 millions forthe

of no less than 200 Willows:, That every pro

by its extrinne earnestness, a deep Impression
even upon the hostile majority to whom It was
addressed. The. Marne of the state of things
which he described with a force and perspicuity
peculiar to himself, was bid by M. Theirs chiefly
on two causes : first, the extrwragaat outlay on
public works; hut, above all, °rang ,(mesa PaiitiOn.' Ag ain' and again fa the.counte of his
speech he returns to that dlaastroas and exhaust

Muncie' difficulties. And It is worthy of re
mark, in testimony of the ftviing of thscountry,
Malmo one, not' even • the government orators
who replied to hire, vaunted to say one word In
favor of the undertaking; all either openly or
tacitly avowed themseiveshosille tothe Imperial
policy in America. it Is cartons Gat amongst
the item used by the government to make up
their sham balance of accounts for 1915, Is one
of twenty-seven millions to be repaid by Mexico..
H. Theirs seemed to take pMuliar pleasure la
demolishing this, which he did poet caw:Lally.
He showed that ant of her last loan of MO Mil
lions, Mexico had in reality actually touched
only 100. Of this sum Nano* had already once
received 27 millions In 1855; and was It possible
to Imagine that out of the pittance which re•
malted, and which was necessary to the very
existence of /ffsvirmilanfs government and army
—was it possible she could pay $7 millions more
in IE6OI
The whole est and burins, then, of the above
most powerfhl and remarkable speech may be
summed up In the two following conclusions,
r that the French national finances are In •
most unsound and fictitious position, and that
this position is mainly due to the reckless policy
punned by the government on the Ameritan
continent,
At a moat untoward moment, and just as M.
