When loyal men say that slavery Is dead,
they mean no more than toAssert with em
phasis that the people - have willed its death.
'They do not mean to declare that, as a
question of tact, the institution has ceased
to exist; nor that the spirit of slavehol ling
is extinct. For nothing could be further
from the fact. It is not 'yet dead in the
Northern States. It still commands organs
and advocates on soil which has been free
from its blight for generations; audit crops
out from beneath the din andignoke of bat.

States forces have issued general orders
declaring that the emancipation prociama

As an evidence of the correctness of this
view, we append an extract from the Rich
mond Times whlch has sprung fez= the
ashes of some one of the rebel organs which

perished with the "Confederacy." The
Times says:
"The theory that President Johnson has
`enunciated, and to which he has plddged
Ids Administration, is that a State cannot
. go out of the Union; that the Suites of the
South 'are 'neither colonies nor conquered
provinces, but that they are States under.
the Constitution; that we are one 'Govern
ment. With this Mew of the question the
States of the South remain as they were; not
a single State ha.' been destroyed, and what
erer rights belonged to them tinder the
Constitution still adhere, the fundamenlai
law of the land being the grand regulator.
Whatever ainlndment may hereafter be made
to the . Constitution of course is an independ
ent question.
The meaning of this is plain. It means

F. V's intend to insist upon its retention.
Whenever tiwy talk of "Constitutional
rights,"*they simply mean slavery; and we

The Chlizsgo Journal rePorts the arrest
of H. 11. Forsyth, a prominent grain mer- -
chant of Chicago, and his two daughters,
on .a charge of disloyalty. It says : "On
Tuesday evening a detacliment'of military
end police visited , the residence of IL H.
Forsyth, No. 353 Huron street, for the pur
pose of arresting . that gentleman and other
members of his Willy. It is said that corn
plaints had been made to General 8.. J.
Sweet, commandant of this post, by prom!.

. assassination of President Lincoln, a gray
flag, bordered with' green, was displayed
fronione of' the windows of Mr. Forsyth's
residence, and that a picture of. Booth, the
assassin, surrounded with a laurel wreath,
' hung up in the parlor. It .is also said

den of the house, General Sweet ordered
the arrest of the inmates and.trus seizure of
