CREDITING- Ow UNENOLCED MEN.
In our remarks yesterda pon the dial.
m ites which bad arisen end r the operation
of the amended enrollment law, we pointed
out the injustice sad hardabip,of restricting
men not liable - to military duty, to the suls.
districts,in which they happen to reside,
— and suggested that "an order be bl
aded to the
. eitect that . the enrollment ;lists
"shall be Meet:l6nm of a man's residence.
If his name is not found there, lot it be un
derstood—in a military sense—that he has
no residence, and is free to enlist to the cred
it of any sub-district or club that will cm.
plothliu. : SuCh an Order,:while:it would
work no injustice to anybody, would pre
vent a vest amount of injustice, and render
available thousands of men who are now

years and upwards, 'to yoking men between
the ages of, 18 and 20, to aliens, and for
aught we can see, to men who paid commii

the sub-districts which pay thein, whether
irnlisted as yolnnteozn, club-iolunteors, or In

Upott a careful examination of ►4e opin

yeateivisY's 0/11:1"17:. we Set thatte favors
this view of the question. We quote anal , -

commenting upon the 14th section of the
act, the one which -restricts the credits Of
-- enroUed men to the sub-districts in_widch
they actually reside. Me says:
The whole object, -and' purpose of this
• section is tolls a rule by which plates are

according to the rule in this section pro

actual residence, bat he Must be enrolled.
The words of the _Section, "and where
such persons *bre orAdiall be enrolled," re-
late to the Pia of ctrollment rather than
the plate of enrollment. Those words are
introduced to announce the- fact of enroll
ment, and not to affect or control the ques
tion as to place of credit. This is manifest
from the context, and especially tram the
• words in parenthesis, Ju-t following those
above quoted, to wit: -("If liablb to enroll

The
_Spring : Election s: this State are
rarely contested upon a i party gronbds;
but so far as the Imret , pollical ofliees
are concerned, such as :fudges and Inspec

elections throughout the State show pretty
much the same results as were shown at
the November contest. Wherever the
friends of the Unioh bad a majority then
they lave succeeded now, and vice versa.
The vote is always light at this election,
and neither party has ever been much in
clined to claim the result as a victory.
