citizens from all parts of the country, awl
of the foreign diplomatists and visitors.

mind besotted by a fortnight's debauch.

working of American institutions, which
brought such a man as ho to the second
place in the Government. Ho dragged its
proudest ceremony into the slough' of his
degradation, and turned It to shame and
humiliation. •
This cannot be covered up as a private
Infirmity. It was exhibited be the
world.. We have to discuss it B es public
calamity, and as a national insult and dis
grace which demands'relief. 0 Mr. Johnson
should at once resigiithe place ha has so
dishonored, and in which he cannever have
the respect a any American citizen, and
should retire to private life, wheie his wal
lowing will befoul no one but himself. The
nation cannot suffer' the dishonor that a
man who was inaugurated drunk, who
drivelled over the Holy Book as he took the
oath of office, and shamed the nation in the
eyes of the merld, . should ait to preside
Over the Senate and wipresent the second
executive office.' Alla it cannot afford to
keep open the risk nrstich an alternative
in case of the death or disability of the
President.
• Mr. Johnson made a similar exhibition of
himself here, and we then refrained from
commenting .on-. it. because we thought it
might, be only a lapse in the interval when
he was free from official datics, and that If
be were habitually intemperate be would
relsin decency enough to refrain from dis

Georgetown district Is the richest rice
growing, section of the Union, and' has
doubtless been of great importance, to the
