introduced into the Senate by Mr. BEARDS
tEE to incorporate "the Ritter Oil Compa
nig." incorporates a nutnberof corpora-
tors under this title with • capital of one
million dollars divided into 10,000 shares
of 11100 each, and gives them the exclusive
right "to dl g, mine, drill and bore _for iron,
• coal, *neaten?, and, gravel, tire-clay,'oil,
_salt and other minerals, upon and under the
beds" of the "Allegheny and Clarion rivers
and tlieir branches North of the North line
-of Allegheny county." The State reserves
to itself the right to re;occupy the premises
after fifteen years, If the company has in
that time made over 10 per cent.. and the
company is to pay a royalty to the State
"of 25 per cont not annually on all of said

THE CON N ELLsri IR RAILROAD
We Invite attention to the pointed and
spirited resolutions of the Pittsburgh Coun
cils upon the flagrant, wrong done to the
Connellsville Railroad Company by the
Legislature of 1864, in divesting them of
their franehlses and bestowing them upon
auothE2 corporation which have no inten
tion, as they have themselves solemnly de
ckled, of using them. We, spoke of this
Vintage some two or three weeks ago, and
time and further reflection have only
strengthened our conviction that its sole ob
ject was to prevent the people of Pittsburgh
and western. Pennsylvania from having any
other accuse to the Atlantic border by rail
read than the one they now have.
Ve are glad that the Councils have taken
this matter um, and we are mistaken If their
indignant protest against this treat wrong,.
and this incipient despotisio is not followed
by an outburst of indignation, such as is not
often heard. There is a great principle, as
will as important interests, Involved in this
controversy.
The -Secretary of the Treasury.
Yesterday the - Senete confirmed an an.
pointment eminently fit to be made in en
dorsing the nomination of the Hon. Hugh
McCulloch, of Indiana, as Secretary of the
Treasury, -Mr. 'McCulloch is a native of
Kennehunk, York county, Me. Ho stud
ied law, with Jos. Dean, and, in 1833, re
moved to Fort Wayne, Ind., where he con
tinued since to reside up to his removal to
this city. -He was electeil probate Judge the
first year of his residence, and, in 1835, was
tendered the office of cashier of the Branch
Bank of Indiana, located there. ; - He was
soon made one of the board ot.control of
the State bank system of that State, and 's.
is but simple justice to say that there is
not one of the measures devised for the se
curity and efficiency of that system hut
whkt was inspired or shaped by his sound
judgment and financial - sagacity. He early
established a reputation as a skilful
and most reliable financier, which elicissue
reeding year only enlarged. And on the
incorporation of the State Bank in Indian
apolis, - with its twenty branches in 1855, he
was made President under the most flatter
ing auspices, and, despite the crash of 1857,
gave a character to the banks of Indiana,
which made its Impress unmistakably on fi
nancial circles. When the office or -Comp
troller of the Currency was instituted, he
was recommended for it with an unanimity
as wide spread as it was earnest, and the
moneyed Interests of the country felt that
in his hands the conversion of-the State
banks intonational institutions was entirely
secure. And a great financial revolution
has been going on without noise and with
out disiptbance, as silent yet as beneficent
as the most invaluable operations by which
the national currency is passing from nu.

is to secure ns a uniform currency. Already
five hundred of these State creations have
assumed the . prefix of national banks, and
the change is going on rapidly and-health
fully. How much of this is duo to the tact
and masterly management of Mr. McCul
lough, those best qualified tojudge most
readily concede. Mr. McCullough had
agreed to take the position of the President
of the Fourth National Bank of New York,
with its capital of 04,000,000, organized by
a number of the leading men of that city,
. but they reluctantly released him on find
ing that his services were so indispensable
here. He owes his recent appointment to
the . universal conviction in business and
financial circles that as Secretary of the
Treasury he will prove himself the right
Man in the right place.— Washington Chron

Another Mortara Cue.
Sr. Lours, March I.—One of the most in
ieresting cases of abduction ever brought to
light in this country, and in some respects
resembling the famous Mortara case, which
occurred some years ago in Italy, has
cansed - an unusual excitement among Prot
estants in ;his city. The facts are to bo
made nubile to-morrow. It appears that
Hargrove, a Union refugee, after in
credible Offerings, - arrived in the city,
about six months ago, with five children,
four girls and a boy, the eldest only twelve
years of age, having traveled on foot all the
way from the Arkansas river, to Rolla, in
this State. On arrival here she proceeded
to the Refuge 'House, but her health was
Impaired, and her eye sight nearly des
troyed--she could,mat see anything dis
tinctly.
The Western Sanitary Commission sent
'Cr to the • Sisters' Hospital, and received
her consent that the Children should' be 'en
trusted to ^the eareof the Rev. Dr. Eitot as
- their iefal ettordittn They were then ta
'ken to the Silis.ion School on Eighth street,
,and after remaining there three weeks,
'were one. day forcibly abducted in open
daylight by three men who ached and
.phiced them in an asubulance and t hen
drove off. They were heard of soon atter
.ina rathoile institution, and a writ of ha.
Miens •corpus, procured from the Circuit
COtat for their ;recovery. The children
, Wereirroduced, and a hearing took place,.
'Which resulted in an order for their resto

latter was waiting in the clerk's office for a

spirited away, and could not be found. A.-
;fortnight after, the boy returned to the Mitt

Again the rescued .girls were sent to the
Mitudoxi School. In leas than a week they
:were again abducted, this time at 9 o'clock
st night, by being decoyed into the kitchen
by an Irish servant maid, and then into the
Utley, ; where a carriage was in waiting,
,whieh.conveYed them, as has been since
proven, to - another Catholic -Institution.
They have since been removed to the coun
try and are still mhsing: The servant girl

stated - that a Catholic Father employe I her,
and the Catholic Father confesses that he

criminal intent. Gen. Dodge has called
the attention of Archbishop Kenrick to the
Matter,' where it rests for the

fads known to many Protestant con
gregations; and bare created an intense ex
citement Ip religions circles.
Mexico.
The Catholic papers of Paris publish a
long letter. from the Pope,. dated the Vati
can, October 18, 1804 ) and addressed to the
Emperor 11aximillian of Mexico, pointing
out the course of conduct the Pope con-.
.ceives the. new monarch ought to, follow
with respect to the reorganization 'of his
Government. In the opinion of the Pope,
it •is especially necessary "that the
Catholic-religion, must above all things,
continue to be the glory and the mainstay
of the Meilcan nation, to the exclusion of
every other dissenting worship."
. Diaaintillian teems not to have been con
vinced by this admonition,_for he has since
taken steps towards, introducing religious
toleration and the legalization of the sale
of the Church property, which has tilled
the Church party with the utmost Indigna
tion. Semiofficial papers of Prance state
that Mexican general; who is strongly
attached to the interests of the Church
party has left the Imperial army in order to

the Canadian House a few days 'since. Mr.
Catushon approached the seat of Mr. Du
frense and. made an angry remark in reply'

ties giving the other the lie. Caushon then
struck his antagonist,, when the two law
makers went at it with a will, pummelling

volunteers are being bent off as rapidly as
they are organized and equipped. Several
companies have left each day during the

ence In the ranks will be felt by the rebel!.

RECIIIIITING.—The recruiting officers in
Charleston are head over heels in business.
,The colored men are flocking to the sup
port of the 'United States flag by the dozen
and the score. Companies are formed in a
single day, and a full regiment comes out
in a week. The men, as soon as enlisted,
are placed hi charge of capable officers by
whom they are drilled and disciplined for
the field.
